Did You Know? – 9/28/14

1) FMRHS will be open Thursday, October 2, from 3PM to 7PM for anyone to stop in and say hello or to share thoughts about our school. During this time, parents will be able to have individual conferences with teachers either through pre-scheduled appointments (recommended), or dropping by.

2) Last year 55 students took a total of 84 Advance Placement exams. Students are able to receive college credit for a score of 4 or 5 in most subjects, and a score of 3 in some areas.

The number of students scoring an:

AP score of 5 = 9 students

AP score of 4 = 26 students

AP score of 3 = 31 students

AP score of 2 = 16 students

AP score of 1 = 2 students

3) FMRHS participated in NH Tackles Hunger this past Friday, September 26, during the FM vs. Franklin football game. I would like to thank everyone who contributed money or canned food items for this cause, including Franklin’s fans. The end result is: 86 food items and $417 dollars will be brought to the FM Food Shelf.

CALL TO ORDER: Mr. Street called this meeting to order at 6:00 PM in the Walpole Town Hall with three people in attendance.
These are unapproved Minutes.

ACCOUNTS PAYABLE:
Mr. Dalessio moved to approve the Accounts Payable check register and manifest for checks dated September 19, 2014, in the amount of $473,096.32. This includes the monthly payment in the amount of $460,493.39 to the Fall Mountain Regional School District. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

PAYROLL:
Mr. Dalessio moved to approve the payroll voucher for the week ending September 13, 2014, for checks dated September 19, 2014, in the amount of $18,111.98. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
Mr. Dalessio moved to approve the electronic transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $3,966.00 for checks dated September 19, 2014. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

SELECTBOARD MEETING MINUTES:
SELECTBOARD MEETING – September 11, 2014: Mr. Dalessio moved to approve the Minutes of the Selectboard meeting of September 11, 2014, as submitted. Seconded by Mr. Aldrich. With all in favor, the Minutes were approved.
NON-PUBLIC SELECTBOARD SESSION – September 11, 2014: Mr. Dalessio moved to approve the Minutes of the Non-Public Selectboard Session of September 11, 2014, as submitted. The Minutes will remain sealed. Seconded by Mr. Aldrich. With all in favor, the Minutes were approved.

COMMITTEE REPORTS:
The Selectboard received and reviewed Minutes of the following meetings:
 Walpole Planning Board – September 9, 2014;
 Source Water: Protection Committee – September 10, 2014;
 North Walpole Village District Board of Commissioners – September 9, 2014; and
 North Walpole Village District Board of Commissioners – September 16, 2014.

Mrs. Mansouri had a question about the Source Water Protection Committee. She asked Mr. Dalessio if a committee representative was planning to attend the next Zoning Board of Adjustment meeting to explain their final Ordinance. Mr. Dalessio was not sure if it would be at the next meeting but felt it would be; it will be ready for the next Planning Board meeting. Their intent is to give it to both the PB and ZBA and then they plan to have the first Public Hearing in November. If there are changes they will have another three months before it goes to the voters. The committee is going to vote on the last draft by email and then it will be distributed. Mrs. Mansouri wants to be sure that someone from the committee comes to the October 15th ZBA meeting to talk about it. Mr. Dalessio asked the ZBA to be critical of how it integrates into the current zoning. The idea is to eliminate the Wellhead Protection Ordinance and to merge all of this into the Zoning Ordinance. To eliminate a Town Ordinance has to be by a Town vote.

BUILDING PERMITS:
CRISS, 13 Pleasant Street, Map & Lot #020-021-000: Mr. Dalessio moved to grant Building Permit No. 2014-31 for Charles Criss / Charles Criss Revocable Trust to “Construct a 10’ x 10’ Shed”, at 13 Pleasant Street, as submitted. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

RASCAL BABY, LLC, Rice Mountain Lane, Map & Lot #011-033-002: Mr. Dalessio moved to grant Building Permit No. 2014-32 for Rascal Baby, LLC to “Construct a 12’ x 16’ 1 story addition”, at 167 Rice Mountain Lane, as submitted. Seconded by Mr. Aldrich. Mr. Aldrich amended the motion to add the condition that the applicant come back to identify which building the addition will be on. With all in favor, the motion and amendment were approved.

NEW BUSINESS:
LETTER FROM DES – Walpole Recycle Center: The Selectboard acknowledged receipt of a letter from the Department of Environmental Services (DES) regarding the exemption for volunteers in the Solid Waste Rules adopted effective July 1, 2014. The DES listed three criteria. Mr. Dalessio advised that Mr. Colburn did an outstanding job on this. Walpole now meets the criteria for exempting the volunteers from becoming certified solid waste operators. The DES wrote that they did not conduct a full inspection but it appears the facility is well-run and well-supervised.

LETTER FROM NH HOUSING – Re: Avanru Development: A letter was received from the New Hampshire Housing regarding the project application for tax credits from Avanru Development Group for the Abenaki Springs project. Mr. Jack Franks put together a lengthy application and hired a consultant firm. He has two market studies. Their intent is to start construction with two of the three buildings. They would be managed by a separate group. Tax credits are not available until the first of the year.

CEMETERY DEED: Mr. Dalessio moved to accept the Cemetery Deed for one lot in the Walpole Cemetery for Robert & Marie Perkins. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

REQUEST FROM FALL MOUNTAIN EDUCATIONAL ENDOWMENT ASSOCIATION: A request was received from the Fall Mountain Educational Endowment Association to use the round tables at no charge for their FMEEA Dinner Auction on October 18th.
Mr. Dalessio moved to grant the request to waive the $7.00 fee for use of the round tables and to use the chairs at no charge for the FMEEA. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

ROAD NAME CHANGE: Mr. Terrell received a request from the new owners of Rice Mountain on Valley Road to change the name of their private road to Rascal Mountain Lane. He checked with the State and he can record this change in their database without a problem however the Walpole Selectboard has to approve any street names.
Mr. Aldrich moved to approve this name change of the private lane from Rice Mountain Lane to Rascal Mountain Lane. Seconded by Mr. Dalessio. With all in favor, the motion was approved.

HIGH STREET: Mrs. Mansouri reported that the High Street sign is missing near the intersection of Main Street and High Street. Mrs. Heleen was asked to make a note to pass this onto Mr. Terrell.

OLD BUSINESS:
WELLSTONE ASSOCIATES: Mrs. Mansouri asked if the letter was sent to Wellstone Associates and, if so, what is happening. Mr. Street advised that the letter was sent and the owners were given 30 days to comply with the complaint. Mr. Dalessio checked the property on Monday and confirmed that they are moving items out. Mrs. Heleen was asked to have Mrs. Clough provide a copy of the letter to Mrs. Mansouri for the ZBA records.

NON-PUBLIC SESSION:
Mr. Dalessio moved to enter into a Non-Public Session pursuant to RSA 91-A:3 II to discuss (c) Reputations. Mr. Aldrich seconded the motion and, on a roll call vote with all in favor, the motion was approved at 6:49 PM.
The regular Selectboard meeting resumed at 7:15 PM. No announcements were made.

RECESS SELECTBOARD MEETING:
Mr. Aldrich moved to recess this Selectboard meeting. The Selectboard will enter into a Hooper Trustees meeting. Seconded by Mr. Dalessio. With all in favor, the motion was approved.

Farmers Market Count Down

Can’t  make the market this week so that will give others a chance to get at those Vermont Cannoli’s! Would hate to see her have to take any home. – Lil

 

 

The last of the regular summer season markets will be on Friday September 26th, October 3rd and October 10th.  That just means that the Walpole Farmers Market will be wrapping up activities on the Walpole Town Common, but not without one last opportunity for shoppers to stock up on veggies and produce to can, freeze, or put by for the winter. Both Abenaki Springs Farm and New Dawn Farm will be on the common with a variety of items fresh from their production fields. Winter squash, carrots, potatoes, and garlic can all be stored for use later this fall and into the winter. The cool temps during the day, and mild overnights have allowed for late plantings of greens and lettuce to thrive.  Combined with the lush vine ripened tomatoes and late season cukes makes salads a quick and easy side for any meal. Cucumbers and summer squash can be put up as pickles or relish to be enjoyed later too. Did you know that with a quick wash and chop, peppers will freeze and can be used later in the winter for pizza or in chili or soup. So what are you waiting for come stock up for the winter?

The Walpole Farmers market is also your source for local eggs, meats, and cheese. This week Vermont Cannoli will be with us offering the most delicious handmade cannoli, and next week the Maple Nut Kitchen will be with us offering their handmade granola, not to mention that the McGills at Twin Spruce Farm will be with us for one last scrumptious taste of their own maple frappes. Not a bad way to close out our summer season.

Don’t dismay, about the end of the season, the Walpole Farmers Market is planning on two Holiday Markets this fall. The first will be on Saturday November 22nd on the Walpole Common, in conjunction with the fabulous Church Fairs and the Orchard School Craft Fair, and then again in December on the 13th inside the Walpole Town Hall. Saturday, October 4th from 9 am to 4 pm, Distant Hill Gardens in Walpole will be hosting a Solar Open House in addition to their monthly Open Garden. The event is being held in conjunction with the American Solar Energy Society’s (ASES) 19th annual National Solar Tour.

The Passive Solar Home at Distant Hill Gardens will be the main focus of the day, with its Trombe Wall and Sunspace, a 3.15 kW roof-mounted Photovoltaic (PV) solar electric array, a ground mounted Evacuated Tube Solar Hot Water Heater and a ductless Mini-split Heat Pump heating and cooling system.

Michael and Kathy Nerrie, builders and stewards of Distant Hill Gardens, will be available all day to answer your questions about the energy saving features of the home.

After touring the solar home, be sure to take some time to explore the unique natural and human-made features of the 58-acre property. Stroll the many paths through the beautiful ornamental gardens; search for the many whimsical metal sculptures hidden throughout the gardens; experience the quaking cranberry bog boardwalk; walk the new half-mile long loop trail; or let the kids explore ‘White-Rock Woods’, a nature play area at Distant Hill Gardens. Yes, We Did It!

Great news from Peggy Pschirrer.  The court decree has arrived so the news is ready to be shared! – Lil
On September 2, the Probate Court Judge Elizabeth Leonard signed a Consent Decree which gives the go ahead to the Trustees of the Hooper Trust to see secure a Conservation Easement and sell the Hooper Land. This Consent Decree was negotiated between the Trustees of the Hooper Trust (Select Board) and the Office of Charitable Trusts of the Attorney General’s Office. The Judge reviewed the decree, had no questions and accepted the decree in less than four minutes.
The Citizens of Walpole can be very proud of their support. The work on this project started in November 2011 when the Hooper Study Committee was appointed. It is your positive attitude and now financial support that has gotten us to this point. The Hooper Preservation Fund will now complete its fund raising – we have less than $100,000 to raise to reach our goal, buy the Easement and pay all the expenses of the project. While we work to complete our part, the Select Board as Trustees of the Hooper Trust will work toward a sale of the entire property. The Easement and the sale must be simultaneous as ordered by the Court. With the green light from the court we will work to finish by the end of the year!
A sincere thanks to the entire community for sticking with us for all these months…………we are almost there!

CALL TO ORDER: Mr. Street called this meeting to order at 5:35 PM in the Walpole Town Hall with three people in attendance.

RECESS SELECTBOARD MEETING:
Mr. Dalessio moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. With all in favor, the motion was approved.
The regular Selectboard meeting resumed at 7:00 PM with four people in attendance.
Mr. Aldrich came in during the Hooper meeting.

PUBLIC BUSINESS:
MATT PHILLIPS: Mr. Phillips, Chair of the Booster Club, advised that the Fall Mountain Cross Country Running and Skiing Program have a fund raiser in the fall. For about 23 years they have been doing a 5K race at the Fall Mountain Regional High School on their cross country course. This year they are hoping to do a Turkey Trot in Walpole. It would be a 5K race with the same loop that is done for Old Home Days. It would begin about 9:00 AM on Thursday, Thanksgiving Day. They would have people at every intersection. Mr. Aldrich pointed out that they will have to talk to Police Chief Paquette about it so the date can be put on their calendar.
Mr. Dalessio moved to allow the Fall Mountain Regional High School Booster Club to have a 5K Turkey Trot on Thanksgiving Day in the Town of Walpole. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

SEWER: CHAMPNEY, Pine Street, Map & Lot #028-052-000: Mr. Dalessio moved to grant the Abatement for Sewer in the amount of 190.92 for Donald Champney, Sr. This is due to an incorrect meter reading. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

SEWER: DCR REAL ESTATE / LENTEX, Lentex Lane, Map & Lot #027-007-000: Mr. Dalessio moved to grant the Abatement for Sewer in the amount of $644.39 for DCR Real Estate / Lentex. This is due to an incorrect meter reading. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

WATER & SEWER: MADDEN, Old North Main, Map & Lot #021-038-000: Mr. Dalessio moved to grant the Abatement for Water in the amount of $96.76 and Sewer in the amount of $69.36 for Madden. This is due to a double billing; a final bill was issued to the tenant but a duplicate bill was issued to the owner. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

NEW BUSINESS:
PERSONNEL: Police Chief Paquette is recommending that the Temporary Administrative Assistant be paid at the same rate as the current Administrative Assistant who is on leave. Mr. Dalessio feels it would be a good idea to see a copy of her Performance Evaluation. Mr. Street felt a short synopsis of the evaluation would be satisfactory.

NORTH WALPOLE SIDEWALKS: Mr. Dalessio reported that the sidewalk surfaces are crumbling in the Village. He is concerned that the new sidewalk work in North Walpole was given to the same contractor. There is no contract. Mrs. Teague noted that some sidewalks are pitted. Mr. Dalessio recommended that they ask Mr. Terrell to attend the next meeting to address the quality problems and other problem areas.

9-1-1 DISPATCH AGENCY CONFIRMATION: Mrs. Clough sent the Primary 9-1-1 Dispatch Agency Confirmation to Mr. Terrell who checked the document. It is to confirm the Primary 9-1-1 Dispatch Agencies for Police, Fire and EMS calls.

Mr. Dalessio moved to authorize Mr. Street, the Chair, to sign the New Hampshire Department of Safety Primary 9-1-1 Dispatch Agency Confirmation document. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

OFFICE RECEPTION WINDOW: With the new bookkeeper starting next week Mrs. Clough had mentioned putting a door between her office and the file area so if she needed to speak to Mrs. Edkins she did not have to walk through this room to disturb someone. However, she discovered that door would go into the kitchen. When the mailboxes were put in she talked about eventually moving the reception window into this room next to the mailboxes. If they rearranged they could put the bookkeeper in Mrs. Edkins office and move Mrs. Edkins into this room so she would be in the middle of the office space. The Selectboard table would be moved to the other side of this room. She received a quote of $2,080 to move the window. They cleaned out a lot of obsolete things so there is more storage downstairs.
Mr. Aldrich moved to authorize having the customer service window moved based on the estimate not to exceed $2,080.00. Seconded by Mr. Dalessio. With all in favor, the motion was approved.

OLD BUSINESS:
OFFICE FOLLOW-UPS – Janet Clough:
Mapping: Mr. Dalessio had asked Mrs. Clough for an up-date on the mapping. They went through the maps, the old maps vs the new maps, and found 118 differences. A lot of them were acreage differences. Mrs. Clough is almost done working on them but wants to be sure they are accurate. Avitar Associates made a lot of those changes.

Tennis Courts: The tennis courts were completed and people seem to be happy with the work that was done. Mr. Aldrich agreed that they look very nice.

Town Hall Painting: The Town Hall painting seems to be going along well. Relative to the construction part they did repairs to the roof toward Westminster Street as it was rotting. Mrs. Clough spoke to the company that did the floors about the stairs but they are just doing flooring now therefore she contacted three different companies about doing the foyer and stairs and is waiting for estimates.

Town Hall: The Selectboard had also talked about painting interior walls in the foyer and putting in better lighting. Mrs. Clough was asked to obtain quotes. She talked to Mr. Houghton about a handicapped sink in the ladies room. There are two old stoves in the kitchen that are about 15 years old; one does not work. When the Town Hall is rented many parties use the kitchen; the stove presents a problem for caterers. It would be nice to have one commercial stove and a dish washer. Mrs. Clough will obtain quotes. Mr. Aldrich mentioned that the Quinton Fund could be used toward some of the funding.

Mr. Dalessio moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mr. Aldrich. With all in favor, the motion was approved at 7:46 PM.

OTHER BUSINESS:
ELECTRIC RATES: Mrs. Teague explained that right now rates are high because the mid-west just had massive storms and damage. For the short-term now through winter they are high. For next March through November she is trying to lock the rates for that section if they do not have to include the section from now until March. Next March the electric company is willing to give them $.07.7 cents. If the School District, Alstead and the Town enter into the agreement they would aggregate with the school for lower rates.

NON-PUBLIC SELECTBOARD SESSION:
Mr. Dalessio moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel, (c) Reputations and (e) Pending Claims or Litigation. Mr. Aldrich seconded the motion and, on a roll call vote with all in favor, the motion was approved at 8:10 PM.
The regular meeting resumed at 8:21 PM. There were no announcements.

OTHER BUSINESS (Continued):
Town Pool: Mrs. Clough reported that the alarm at the pool has been going off several times a day for the past few weeks. Country Side Alarm Company came in, cleaned the sensors and re-adjusted it. There are cameras there but they are not active anymore. There are a lot of youth hanging around the area. The lights are now on again with a timer. She is working with the Recreation Committee to see if they could get the cameras working.
