MEETING OF THE SELECTBOARD
MAY 14, 2015
Selectboard Present: Steven Dalessio (Chair); Whitney Aldrich; Peggy Pschirrer
CALL TO ORDER: Mr. Dalessio called this Selectboard meeting to order at 6:00 PM in the Walpole Town Hall. He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record. There were five people in attendance.
These are unapproved Minutes.
PUBLIC BUSINESS:
KAREN HARPER: Ms. Karen Harper was unable to attend this meeting therefore Ms. Judy St. Laurent was present with Mrs. Teresa Ross. They explained that there are dead limbs coming down on Mrs. Ross’s garage roof at 39 Maplewood Circle. She needs a new roof on the garage but is waiting to see if the Conservation Commission will cut the limbs first. These trees are on Walpole Conservation Commission land and in the past they did cut some limbs. Mr. Tom Beaudry of the Conservation Commission came to look at the trees but they are not sure what decision was made. Mr. Dalessio mentioned the Conservation Commission talked about this at their last meeting. He will contact Mr. Beaudry to find out what they will do and then let Mrs. Ross know what their decision is.
NON-PUBLIC SESSION:
Mrs. Pschirrer moved to enter into a Non-Public Session pursuant to RSA 91-A:3 II to discuss (b) Hiring and (e) Pending Claims or Litigation. Mr. Aldrich seconded the motion and, on a roll call vote with all in favor, the motion was approved at 6:06 PM.
The regular Selectboard meeting resumed at 6:35 PM.
ACCOUNTS PAYABLE:
Mrs. Pschirrer moved to approve the Accounts Payable check register and manifest in the amount of $332,344.76 for checks dated March 15, 2015. This includes a payment of $272,971.78 to the Town of Walpole Tax Collector for the 2014 Tax Liens. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
PAYROLL:
Mrs. Pschirrer moved to approve the Payroll Voucher for the week ending May 09, 2015, in the amount of $20,401.62 for checks dated May 15, 2015. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
Mrs. Pschirrer moved to approve the electronic transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,569.00 for the week ending May 09, 2015. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
SELECTBOARD MEETING MINUTES:
SELECTBOARD MEETING – May 7, 2015: Mrs. Pschirrer moved to approve the Minutes of the regular Selectboard meeting of May 7, 2015, as submitted. Seconded by Mr. Aldrich. With all in favor, the Minutes were approved.
NON-PUBLIC SELECTBOARD SESSION – May 7, 2015: Mrs. Pschirrer moved to approve the Minutes of the Non-Public Selectboard session of May 7, 2015, as submitted. The Minutes will remain sealed. Seconded by Mr. Aldrich. With all in favor, the Minutes were approved.
COMMITTEE REPORTS:
The Selectboard received and reviewed Minutes of the following meetings:
- Hooper Institute Committee – May 12, 2015;
- North Walpole Village District Board of Commissioners – April 28, 2015;
- North Walpole Village District Board of Commissioners – May 5, 2015;
- Recreation Committee – May 3, 2015.
ABATEMENT AND ABATEMENT REFUND:
WALLACE AND CURVEN, 48 Westminster Street, Map & Lot #020–014-000: Mrs. Pschirrer moved to grant the Property Tax Abatement Refund in the amount of $367.01 for Kristyn Wallace and Christopher Curven. The changed value of property was reduced from $639,000 to $623,200 creating a reduction of $15,800 abatement resulting in a refund for Tax Year 2014. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
BUILDING and DEMOLITION PERMITS:
BUILDING:
PRATT, 17 Sargent Hill Road, Map & Lot #010-029-000: Mrs. Pschirrer moved to approve Building Permit No. 2015-19 for John M. Pratt to “Construct a 10’ x 10’ 1 story bathroom addition”, as submitted. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
BYINGTON, 178 Wentworth Road, Map & Lot #008-009-011: Mrs. Pschirrer moved to approve Building Permit No. 2015-20 for Robert L. and Trijntje Byington to “Construct a 50’ x 7’ lean-to off the existing garage”, as submitted. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
FILLION, 64 Bookseller Road, Map & Lot #004-035-002: Mrs. Pschirrer moved to approve Building Permit No. 2015-21 for Marc and Susan Fillion to “Construct a 10’ x 14’ 1 story shed”, as submitted. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
VETERAN’S CREDIT:
BAILEY, 84 Whitcomb Road, Map & Lot #025-008-000: Mrs. Pschirrer moved to grant the Veteran’s Credit for Steven Bailey, as submitted. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
NEW BUSINESS:
SELECTBOARD MEETING DATE CHANGE: Mr. Dalessio moved to start the June 25, 2015, Selectboard meeting at 5:00 PM and to recess if necessary. This will allow the Selectboard the opportunity to attend the Public Hearing scheduled by the Department of Environmental Services on the Ruggiero Facility. Seconded by Mrs. Pschirrer. With all in favor, the motion was approved.
SAVINGS BANK OF WALPOLE APPRECIATION: The Savings Bank of Walpole will be 140 years old this year. They would like to have a Town-wide BBQ on June 26th and have invited the Governor, State Representatives and other government officials. The Selectboard had previously approved their use of the Common. Mrs. Pschirrer recommended that the Selectboard give them a letter of appreciation for all they do for the Town plus present them with a plaque. These would be presented at the appropriate time.
REQUEST FROM THE FIRST CONGREGATIONAL CHURCH and the WALPOLE VILLAGE SCHOOL: The Selectboard acknowledged receipt of a letter from Ms. Jennifer McCalley and Ms. Andrea Sivret, Co-Chairs of the Summer Party Planning Committee, advising that the First Congregational Church of Walpole and the Walpole Village School are working together to bring a fun new event to our town this summer! Mrs. Clough explained that the Common is booked for a wedding on June 20th and the Town does not allow the use of bouncy houses on their property due to liability issues. Ms. McCalley then approached Mr. Justin Cassarino at the Recreation area requesting use of the chicken BBQ pits near the parking lot as well as the recreation grounds for activities and a bouncy house. Mrs. Clough sent her an email advising that the land next to the parking lot belongs to the Hubbards. If they wanted to use the recreation area space they would need to write a letter to the Selectboard requesting use of the area. Mrs. Clough researched the issue and the insurance company does not cover events at the pool / recreation grounds that are being held / sponsored by an outside group. Following a discussion Mr. Dalessio did not have an issue with the event provided they present a Certificate of Insurance a week ahead of time and coordinate it with the Recreation Director. There would be a $50.00 deposit.
Mrs. Pschirrer moved to indicate that permission will be granted for the Walpole Congregational Church and the Walpole Village School to use the recreation area space on June 20th, 2015, provided they comply with the following: 1) Submit evidence of a Certificate of Insurance, 2) pay a $50.00 deposit that will be returned to them if the site has been left clean; and 3) to coordinate the event with the Recreation Director. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
INVITATION TO THE SOUTHWEST REGION PLANNING COMMISSION (SWRPC) ANNUAL MEETING: The Selectboard received an invitation to attend the Annual Meeting of the Southwest Region Planning Commission on Tuesday, June 16th, 2015, at the Keene State College. Mr. Dennis Delay, Economist at the NH Center for Public Policy Studies and the NH Forecast Manager for the New England Economic Partnership, will be the guest speaker.
WORKSHOP EXPERIENCE PROGRAM: Mrs. Clough met with Becky Holland the Southwest Community Service representative who works toward putting people back to work in places to enhance their work skills. It is a 16 week minimum program where the person would come in and work for 20 hours a week. The program pays the person for their work, makes sure they have child care and transportation. It is to get people back into the job market. Mrs. Clough feels it will be a great opportunity for extra help in the office; it would give this person municipal experience. She gave them a list of tasks that person could do to assist. Mr. Dalessio recommended that it be subject to a background check and drug test.
Mrs. Pschirrer moved to grant permission to go forward with this Workshop Experience Program. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
EMAIL FROM SWRPC, Re: CT River Bikeway Signs: The Selectboard acknowledged receipt of an email from J.B. Mack, Principal Planner at the Southwest Region Planning Commission, regarding an effort to promote the tri-state area as a destination for recreational bicyclists. The NH Department of Transportation has a policy that leaves sign maintenance and liability with the sponsors therefore recommended that the SWRPC contact municipalities along the route to see if the towns are willing to sponsor the signs and maintain them through highway departments. There was a consensus of the Selectboard to put a decision “on-hold” until their next meeting to allow time to do more research.
PUBLIC BUSINESS (Continued):
JACK FRANKS: Mr. Franks advised that they were going to construct the units from north to south but every construction firm seemed to think they would be better building south to north. He spoke to Mr. Jeff Miller, Chair of the Planning Board, who referred him back to the Selectboard. A copy of the plans was left at the Fire Department; there was concern with the turn-around. Mr. Dalessio pointed out that he needs to submit the plan to the Planning Board to amend the change in the Site Plan and then come back to the Selectboard to have them amend the Building Permit. There needs to be a paper-trail.
OLD BUSINESS:
KITCHEN RENOVATIONS: Mrs. Clough reported that the Kitchen Renovation Committee met on Tuesday and they discussed different options on stoves. There was a consensus to put a 60-inch stove in that space. Mr. Mark Houghton is doing research on the suppression system. Mrs. Clough advised that a dishwasher will be donated to the Town.
PROPERTY AND LIABILITY INSURANCE UPDATE: Mr. Dalessio spoke with Primex who is picking up most of the towns now covered under PLT. He will be able to schedule a meeting with them next week as this week they are in a conference. In the meantime the committee will continue to discuss renewal insurance with different companies however the cost is usually less in the pool.
WATER AND SEWER BILLS: Mrs. Clough advised that North Walpole bills are going out on Monday and Walpole will probably be going out at the beginning of the next week. Mr. Dalessio hopes that they will be able to do the fall reading and then go forward with quarterly meter readings and bills.

Mr. Aldrich moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mrs. Pschirrer. With all in favor, the motion was approved at 7:29 PM.
The regular Selectboard meeting resumed at 7:57 PM.
