Selectboard Meeting Minutes – 12/1/16

TOWN OF WALPOLE

MEETING OF THE SELECTBOARD

DECEMBER 1, 2016

 

Selectboard Present:     Steven Dalessio (Chair); Peggy Pschirrer; Whitney Aldrich

CALL TO ORDER:  Mr. Dalessio called this meeting to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were three people in attendance.

 

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to approve the Accounts Payable check register in the amount of $122,083.89 for checks dated December 2, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

PAYROLL:

Mrs. Pschirrer moved to approve the Payroll voucher for the week ending November 26, 2016, in the amount of $21,326.50 for checks dated December 2, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to approve the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,458.55 for the week ending November 26, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – November 23, 2016:  Mrs. Pschirrer moved to accept the Minutes of the Selectboard meeting of November 23, 2016, with the deletion of four words on page 2.  Seconded by Mr. Aldrich.  With all in favor, the minutes were approved.

WALPOLE STAFF MEETING – November 17, 2016:  Mrs. Pschirrer moved to accept the Minutes of the Walpole Staff Meeting of November 17, 2016, as submitted.  Seconded by Mr. Aldrich.  With all in favor, the Minutes were approved.

 

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

  • Walpole Planning Board Workshop – November 22, 2016;
  • North Walpole Village District Board of Commissioners – November 22, 2016;
  • North Walpole Village District Board of Commissioners – November 29, 2016.

 

PROPERTY TAX REFUNDS:

Mrs. Pschirrer moved to approve the Property Tax Refund for the overpayment of property taxes in the amount of $356.00 on Map and Lot # 015-029-000.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to approve the Property Tax Refund for the overpayment of property taxes in the amount of $13.79 on Map and Lot # 019-035-000.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to approve the Property Tax Refund for the overpayment of property taxes in the amount of $90.00 on Map and Lot # 008-050-000 .  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

PROPERTY TAX ABATEMENTS:

78 WHITCOMB ROAD LLC, Map and Lot #025-009-000: Mrs. Pschirrer moved to grant this Property Tax Abatement for 78 Whitcomb Road LLC, for interest on 2016 taxes in the amount of $72.14.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

THOMAS D. BENTLEY, Map and Lot #003-068-001:  Mrs. Pschirrer moved to grant this Property Tax Abatement for Thomas D. Bentley in the amount of $791.00.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mr. Dalessio requested that Mrs. Sandra Smith, Tax Collector, provide an up-date on the Property Tax Agreements to see if everybody is making payments in a timely manner.

 

SUPPLEMENTAL TAX WARRANT: 

CLIFFORD S. and WILHELMINA PETERS, Map and Lot #003-068-001:  Mrs. Pschirrer moved to grant this Supplemental Tax Warrant for the second issue to Clifford S. and Wilhelmina Peters in the amount of $791.00.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

NEW BUSINESS:

Tax Collector ReportMr. Dalessio reported that Mrs. Sandra Smith, Tax Collector, collected $902,318.27 for Property Taxes for the period of November 1 to November 30, 2016.

Church Street LightsMr. Dalessio advised there were street lights on Church Street in North Walpole but at some point-in-time the State decided they would no longer pay the electric bill.  The lights were kept on but now the State is asking the Town to pay the bill plus pay bills back to 2014.  Mr. Aldrich provided some history in that several years ago the State wanted to shut off some lights in Town to save money.  The Selectboard, at that time, advised the State that the sidewalk was on the south side of the bridge therefore people had to cross the bridge on the N.H. side; it is a safety issue as many people do walk in that area.  The State then agreed to leave them on.  When turning to go onto the bridge in North Walpole you have to be very careful of pedestrians because it is very dark.  Ms. Cheryl Mayberry, North Walpole Commissioner, noticed the lights were out but thought new bulbs were needed.  Mr. Aldrich felt the Selectboard should write a letter to the NH Department of Transportation explaining that not having any lights on Church Street presents a safety hazard for pedestrians including children.  It is a NH State bridge and a NH State highway.  There was discussion relative to inviting the State Representatives in to talk about this safety issue.  Mr. Dalessio and Mrs. Pschirrer would like the opportunity to look at this intersection when it is dark therefore this will remain on the Agenda until the meeting next week.

SAU Payment ScheduleMr. Kreissle had submitted some notes on the SAU Payment Schedule.  He is waiting for a call-back from Mr. Finn at the Fall Mountain Regional School District.  It indicates there will be an approximate $12,000 monthly increase.  Mr. Kreissle will continue to inquire about the reason for this increase.

Cash Objectives DiagramMr. Kreissle gave the Selectboard a diagram on Cash Objectives through the end of the year.  It points out that tax payments are needed.  They are due December 19th.

Broadband Research Feedback: An e-mail was received from Mr. Paul Looney who thinks they could meet with FairPoint and Comcast to negotiate for the expansion of Broadband and better coverage.  He would like to know if there is a newer contract since the 1950 one; a copy of the 1950 contract will be sent to him and Mrs. Downing will research to see if there is a more recent one.  Mr. Dalessio advised that the Selectboard will support Mr. Looney’s efforts.

Citizen Feedback Letter re: Elderly Tax Exemption:  The Selectboard acknowledged receipt of a letter from a resident regarding the Elderly Tax Exemption and her concerns regarding property tax increases.  Mr. Dalessio pointed out that the Selectboard will be putting in a Warrant Article to increase the limits for the Elderly Tax Exemption.

Right-to-Know Law: Mr. Dalessio advised there is a need to come up with a fee schedule for making copies of recordings and documents, supplies, etc.  The Town is entitled to a reasonable reimbursement for expenses under the Right-to-Know rules.  Mrs. Pschirrer mentioned they cannot charge for staff time but can for providing copies of other documents.  Mrs. Downing will do some research on suggested fees.

Selectboard Postings:  There was a consensus of the Selectboard to add the following statement to the bottom of the Selectboard Agendas:  “Any recording, audio or visual, and/or other devices must be declared at the beginning of the meeting”.

 

NON-PUBLIC SELECTBOARD SESSION:

Mr. Aldrich moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (d) Acquisition, Sale or Lease of Real or Personal Property.  Mrs. Pschirrer seconded the motion and, on a roll call vote with all in favor, the motion was approved at 7:16 PM.

The regular Selectboard meeting resumed at 7:35 PM.

Mrs. Pschirrer moved that the Minutes of the Non-Public Selectboard Session of December 1, 2016, be sealed.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mr. Dalessio moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved at 7:36 PM.

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were no visitors present.

 

PAYROLL:  Mrs. Pschirrer moved to accept the Payroll voucher for the week ending November 19, 2016, in the amount of $22,391.25 for checks dated November 25, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to accept the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,263.97 for the week ending November 19, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

  • Walpole Zoning Board of Adjustment – November 16, 2016.

Mr. Dalessio noted there were a number of people who attended the Zoning Board of Adjustment meeting with Patricia Rodrigues and John Corduff residents of Westmoreland; non Walpole residents.

 

NOTICE OF INTENT TO CUT WOOD OR TIMBER:

PAUL GALLOWAY, Cochran Road, Map & Lot #006-017-000:  Mrs. Pschirrer moved to approve the Notice of Intent to Cut Wood or Timber for Paul Galloway, as submitted.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

OLD BUSINESS:

Wage Review:  There was a consensus of the Selectboard to schedule a Non-Public Session on Monday, December 12, 2016, at 8:30 AM in the Conference Room at the E.E. Houghton building to discuss (a) Personnel.  The MRI invoice for the Wage Review will be put-on-hold until after this meeting on December 12, 2016.

 

NEW BUSINESS:

Right-to-Know Request: A request was received from Ms. Rodrigues for a copy of the tape and minutes from the Selectboard meeting of November 17, 2016.  It was noted that the Recording Secretary’s minutes do not have to be available until 5 business days following the meeting.  Ms. Downing was asked to call Ms. Rodrigues on Monday, November 28, 2016 to let her know the copy of the recording and meeting minutes will be ready to be picked up on a specific day at the Selectboard office.

Recording Devices for Board Minutes:  The Selectboard will research the best way to archive meeting minutes going forward.

Town Hall Rentals re: Board Members and Elected Officials Mrs. Downing had a request to hold a date for a Town Hall rental for a wedding in September 2017.  The Selectboard agreed to hold the date for a while but if another request is received for the same date Mrs. Downing will call this official and ask if they will use the Town Hall or not.

Onsite Drug Testing:  The Selectboard discussed a proposal from a company to do onsite drug testing.  The Selectboard agreed they would only be interested in the onsite drug testing if this company will do testing for the pool and Hooper employees all at the same time rather than having them go to Keene.  Mrs. Downing will also ask for a quote.

 

RECESS SELECTBOARD MEETING:  Mr. Dalessio moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved at 6:58 PM.

NEW BUSINESS: 

NH Municipal ConferenceMr. Dalessio attended this conference.  It was mentioned there will be more State changes coming.

Warrant Articles: Mr. Dalessio pointed out that Warrant Articles add to the budget; might be 5-10% each year.  Voters need to look at the budgets for the County, Fire District and Schools.  The State education funding is going down.  There are many items the Selectboard cannot control.  They continued a conversation about the budget process and tax rates.  There is a need to talk about all this at the Annual Town Budget and Warrant Public Hearing.

Selectboard Meeting Minutes – 11/17/16

TOWN OF WALPOLE

MEETING OF THE SELECTBOARD

NOVEMBER 17, 2016

 

Selectboard Present:     Steven Dalessio; Peggy Pschirrer; Whitney Aldrich

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were fifteen people in attendance.

 

PUBLIC BUSINESS:

WHIPPLE HILL – Gravel PitMr. Dalessio advised that the Selectboard invited Mr. Gary Patch, Cold River Materials, to give his perspective on the Whipple Hill, Gravel Pit, matter; what agreements are in place and what is the status of the property.  Mr. Patch said this property has been a resource enjoyed by many for generations.  Communities in the area had used it since Arthur Whitcomb owned it. It is a big unbroken block of wooded area between the Cold River property, LeClerc’s property and other abutters.  There are some accessible roads that run through the property.  It is used for hiking, biking, hunting, etc.  He has been in charge of the property for 20 years now. Presently he is plant manager of Cold River Materials and is responsible for this property.  Most of it was recently put into current use.

Recently a new neighbor, Mrs. Barbara Spivey, contacted the Walpole Police Department, Mr. Patch and the Walpole Selectboard about having problems with excessive shooting in the pit.  They rarely use the pit but still keep it active and permitted.  Mr. Patch asked Police Chief Paquette to have Mrs. Spivey call him.  Mr. Patch went down to the pit, he listened to her concerns and they talked about options.  He informed Mrs. Spivey that he had no intentions of posting all the property because it is a resource enjoyed by many people.  Mrs. Spivey told Mr. Patch that she was not against hunting but was against the shooting. He asked her to call him when there was excessive shooting and he would immediately come to the pit.  When he did an inspection during hunting season the shooting was not on Cold River property but rather LeClerc’s property.  Semi-automatic rifles were being used.  He then walked over to the pit and spoke to some people who were there.  He is trying to keep the peace with everybody as he understands Mrs. Spivey’s concerns.  He does not want a shooting range on this property.  There was some shooting in one of the two corn fields.  All of this excessive gun shooting may not be coming from this property.  Mr. Dalessio did inform the LeClerc’s about the shooting on their property and they were not aware of it but they will look into it.

Mr. Patch wondered why this went to the Selectboard meeting because the Town of Walpole has no governing power over what Cold River Materials does on their property.  Mr. Dalessio noted that this is correct but when there is a citizen complaint, the Selectboard likes to do their due diligence on it.  His concern was the combination of shooting and alcohol so they asked the police department to substantiate this. However, they have not observed a combination of both in that area.  Mr. Patch said in his 20 years as manager, he never had a complaint on shooting; maybe it has elevated.  Relative to alcohol, Mr. Patch has never seen a beer can in the pit.

Mr. McLaughlin said in his 25 years of living there, he has witnessed alcohol.  At the end of each hunting season, he goes around and picks up all the beer cans.  He thinks they can find a solution by working together.  There was a discussion relative to the type of rifles that are being shot there.

Mr. Anthony Frye said they are present at this meeting to find a solution.  It has been a family tradition to use the property for hunting.  Mr. Patch spoke to Mr. Ted Walski from the NH Department of Fish and Game about the rumors that Mrs. Spivey put a stop on the hunting of pheasants but she did not.  Fish and Game stopped stocking them because the pheasants are very expensive. Mrs. Spivey pointed out that they have nothing against hunters but are opposed to just shooting in the pit.  Mr. Dalessio noted that pheasant hunting is not an issue tonight and asked that the discussion cease.

Several people agreed that it was always a safe place to go ride a bike, shoot or use it for other recreational purposes.  Nobody wants to change that.  They never bothered anybody.  Mr. Dalessio summarized that this decision is up to the landowner.  The Town of Walpole does not have a specific noise ordinance.  Mr. Hewes clarified that the Police Department will respond if a property owner calls in but they cannot respond to third party callers.  Mr. Patch proposed to Mrs. Spivey that he would like to handle this himself.  If she has a situation, Mrs. Spivey should call him and he will immediately respond.  Mr. Dalessio felt the two landowners could work together to keep this under control.

Mr. Michael Beam advised that a landowner has put up a locked gate on the Old Stage Road.  Mr. Dalessio noted that the RSA is clear about locked gates on Class 6 roads.  They will take a look at it as they were not familiar with the gate.

 

PATRICIA RODRIGUES and JOHN CORDUFFMs. Rodrigues, a resident of Westmoreland, asked the Selectboard if they had received their copy of the letter she had sent to the Zoning Board of Adjustment (ZBA).  She then distributed a copy of that letter, dated November 16, 2016, and read it for the record.  She has looked through the Walpole Ordinances and rules regulating excavation.  For clarification Mr. Dalessio stated that the Town of Walpole ZBA or the Planning Board does not issue any permits for blasting.  Ms. Rodrigues was to have been notified of any blasting by either the Police Chief or Fire Chief at least 24 hours in advance as mandated by law and this did not happen.  Mr. Dalessio said the Chief then talked to the owners.  Ms. Rodrigues will be notified in the future.  At least for now, the blasting has been resolved.  The Alteration of Terrain Permit gives the right to blast.  The Town of Walpole has no enforcement officers. The Selectboard is not qualified to go down into the pit and say they are blasting more than they should. They rely on the DES (Department of Environmental Services) to do their inspections in accordance with their permits. This information has been given to the ZBA; this is in their prevue; they will have to answer those questions, not the Selectboard’s.

Mrs. Rodriguez referenced Section 12 of the zoning ordinance that states that “it shall be the duty of the Selectboard”.  Part II says that the Selectboard are the enforcers. Mr. Dalessio pointed out that the Selectboard will ask the Zoning Board of Adjustment (ZBA) to respond to this letter. If they find that this is all well-founded, correct, and if there is a violation, the Selectboard will take the necessary steps.  The experts in the Town of Walpole are the ZBA members. Ms. Pam Clark, a resident of Westmoreland, said this has been going on for over three years; it was presented to the ZBA and the Planning Board in this town.  Mrs. Pschirrer pointed out that it is the Westmoreland side that sets the hours of operation.  They have a letter from Westmoreland that sets standards for this operation. Ms. Rodrigues replied that lately it has been on the Walpole side. Mr. Dalessio explained that this first became their issue about two weeks ago when Ms. Rodrigues and Mr. Corduff came in about the hours of operation. The Selectboard did inquire and got a letter from Westmoreland.  This is the first list of concise things that he has seen. A letter of deficiency does not necessarily require action from the Town of Walpole. Mr. Dalessio noted that they have taken action to clarify the tax cards.  The rail trail cut is a state matter.  Mrs. Pschirrer summarized that they received a copy of the letter, they will read it to verify the information and then they will talk to the ZBA. They will then respond to Ms. Rodrigues. Mr. Dalessio pointed out that they have her letter and the ZBA also has Ms. Rodrigues’ letter.  The Selectboard will ask the ZBA to answer all the questions, do their homework and they will come up with answers. It all has to be verified and researched before they can answer any questions. It could take a month or two as the ZBA only meets once a month.

Ms. Rodrigues said she had previously asked for the hours of operation in Walpole.  Mr. Dalessio replied that they got the hours from the Town of Westmoreland for her and the Town of Walpole hours are the same as Westmoreland’s.  If there is a violation of hours, Ms. Rodrigues should call the Police Department. Mr. Dalessio asked Ms. Rodrigues to please call Mrs. Sarah Downing to ask to be put on future Selectboard agendas.

 

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to accept the Accounts Payable check register in the amount of $153,101.19 for checks dated November 18, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

(Note: This holds in abeyance the check to the Fall Mountain Regional School District until taxes come in.)

Mrs. Pschirrer moved to accept the Payroll voucher for the week ending November 12, 2016, in the amount of $22,280.59 for checks dated November 18, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – November 10, 2016:  Mrs. Pschirrer moved to accept the Minutes of the regular Selectboard meeting of November 10, 2016, with the following addition under Graves Gravel Pit: after “Mrs. Rodrigues” add “a Westmoreland, NH resident”.  Seconded by Mr. Aldrich.  With all in favor, the Minutes were approved.

 

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

  • Walpole Planning Board – November 9, 2016;
  • North Walpole Zoning Board of Adjustment – November 10, 2016.

 

VETERANS’ TAX CREDIT:

Mrs. Pschirrer moved to approve the Veterans’ Tax Credit for Map and Lot # 007-008-000.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

OLD BUSINESS:

ZBA Appointment RSA 673:12:  Mr. Dalessio advised that a change needed to be made to the October 27, 2016 motion under “Tom Murray – ZBA Appointment Notice” as follows:

Mrs. Pschirrer moved that the Stelectboard acknowledge the ZBA appointment of Thomas Murray as a regular member for a period of five months beginning November 16, 2016 through the 2017 Town Meeting.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

Wage Review:  Mr. Dalessio would like to wait another week before signing this report.

 

NEW BUSINESS:

Health Trust – Summary of Benefits and Coverage Agreement:  Mrs. Pschirrer moved to authorize the Chair, Mr. Steven Dalessio, to sign the Summary of Benefits and Coverage Agreement for the Health Trust.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Avitar Tax Map Agreement:  Mrs. Pschirrer moved to approve that the Chair of the Selectboard, Mr. Steven Dalessio, sign the Avitar Tax Map Agreement document for three years.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Highway Requests for 2016 Mrs. Pschirrer reported that Mr. Rau has enough money in the Maintenance Fund to build a shed that will be used to keep their yard in order and equipment under cover.

A bid came in from Mr. Barry Kilburn of Alstead for a shed at $8,200.  Payment will be made in mid-December.  The Highway Department has about $8,000 left in paving and they would like to spend it on gravel.  $10,000/year never gives them enough to do all the work.  Mr. Dalessio and Mr. Aldrich approved these requests.

Budget – Police Department Mr. Dalessio advised that when they built the budget they put in for a full time police officer.  He feels they can pull three months out of the full time officer line because they will not hire anyone until at least April 1st, 2017.

NOVEMBER 17, 2016

Call to Order:  Mr. Dalessio called this staff meeting to order at 4:00 PM in the Walpole Town Hall.  He advised that this meeting is being recorded.

Highway Department Mr. Rau reported they have been cleaning out and marking culverts as this is done regularly. They were able to help clear-out the area that a few individuals in North Walpole are trying to make into a park.  It is nice to see them taking an interest in doing this.  He gave them some old granite blocks, seed and mulch.  Chief Paquette said the area looks good.  Mr. Dalessio asked Ms. Mayberry to mention this help to the North Walpole Commissioners. Some sidewalks in North Walpole were paved.  Mr. Rau was there helping and learning.  The Fuzzy Brothers did a nice job.  For the period October 21, 2016 to November 16, 2016, they also did the following work:

  • Cold patching;
  • Serviced trucks and equipment;
  • Cleaned catch basins;
  • Closed the fountain;
  • Paved Watkins Hill Road; Filled in driveways on Watkins Hill Road;
  • Fixed the thermostat on truck-10;
  • Ditch work was done on all dirt roads;
  • Crushed dumpsters for Recycling Center;
  • Mulched and picked-up leaves;
  • Fixed door rails on the chipper;
  • Fixed the step on the grader and made shield for hydraulic valves;
  • The DES paper work is done and was accepted by DES for the March Hill bridge. He is waiting for the DES inspection.
  • Cleaned the East Street dam – the beavers are still there. Rau talked to Mr. Speed about trapping them again and he will do it this month or in December.
  • Worked on loader specs and pricing;
  • Total miles paved this year was 8.3 – two more miles than last year;
  • Oil undercoated the trucks

Mrs. Pschirrer mentioned that people who drive over Watkins Hill Road and March Hill Road but live on other roads want their roads done as well.  Mr. Dalessio asked them to cold patch some of the potholes along the Alstead Center Road as he is concerned about the winter.  Big trucks are still going through there.  Mr. Rau said it is posted but sometimes they still go over that road.  Mr. Rau and Mr. Thompson went to an air brake training class and are now certified to work on them.  It was an after-hours class.  Mr. Dalessio advised that when someone takes their own time to attend a training class they should be given something out of the stipend line as recognition for doing this.  Mr. Rau hopes they will attend more classes next year.  Everything is going well.  They are ready for winter.  The Selectboard noted that two employees, Ken Silva and Ken Thompson, came in 4th out of 12 at the New England Regional Plowing Rally.

 

Selectboard Office Mrs. Downing made the following report:

Assessing Update:

  • Fall 2016 warrant was signed by the Selectboard and delivered to the Tax Collector’s Office.
  • A printed notice of the town-wide property evaluation project will be included in the tax bill envelopes. New Hampshire municipalities are required by RSA to conduct a revaluation every 5 years.
  • Assessors from Avitar Associates have begun visiting properties in North Walpole to measure buildings and other taxable features.
  • If no one is home, Avitar assessors will simply measure the exterior of all structures. If the owner is home and willing the assessor will do an interior inspection. After the initial visit, taxpayers will receive a letter with Avitar Associates’ contact information for arranging interior home inspections.
  • If property owners have questions or concerns, please call Selectboard Office for assistance.
  • Equalization assessment data is being reviewed by Avitar and is due to the state in mid-December in order to set the equalization rate for the Town.

Water and Sewer Billing:

  • Fall billing was posted Oct. 26th;
  • Over 58 payments have been hand-delivered to the Selectboard Office; this number does not include payments received through the mail.
  • Thanks to Linda Edkins, Bryan Wetherby and Alex Fafara for their efforts in gathering meter readings, importing data, double checking accounts, creating invoices and preparing invoices for mailing. Linda was pleased with how everything moved through the process.
  • Overall payment activity has been active which is keeping Linda busy with processing payments and deposits several times a week.

Department of Revenue Administration:

  • The NH Department of Revenue (DRA) auditors will be returning in December to finalize the audit of the Town’s Veterans’ Tax Credit files.
  • The Town Hall will be hosting site for a DRA sponsored workshop entitled “Current Use Criteria and Rules” on Tuesday, Nov. 29th from 9am to 1pm. Smith, Mrs. Pschirrer and Mrs. Downing will be attending this workshop.

Town Hall Facilities:

The following repairs occurred:

  • Replacement of stained and damaged ceiling tiles;
  • Handrail added to basement stairway;
  • Sprinkler repair of air leaks/pipes in system (2nd visit).

Town Hall Rentals and Reservations:

  • Researching simplified approach to main door lock, chair and table storage so it is safer and easier to do;
  • High use of Town Hall continues through the end of December.

Holiday Gift Cards:

  • Will be distributed via department managers to all regular full-time and part-time employees in mid-December. Mr. Dalessio mentioned that for those who are willing to give up their gift cards, Mrs. Janet Clough will accept them and give them to the Town’s welfare people.

Boston Post Cane:

Following this meeting the Boston Post Cane will be presented to Charmian Trundle in honor of being the oldest resident in Town.  There will be a reception with cake and light refreshments.

Recycling CenterMr. Paul Colburn made the following report for the month of October:

He referenced and explained the “Daily Weight Report and Year to Date Comparison”.  Mixed Paper is doing well as they are putting in milk cartons and getting a lot of books from the school.  Electronics are higher compared to other years.  They no longer take tubes because of the markets and no longer weigh glass.  They were down with cardboard but are now getting banana boxes from Mr. Gs.  These boxes are in demand as they are strong and used by many people.  The second report is the “Five Year Comparison on Recyclables”.  The Recycling Center charges for these items because they have to pay to dispose of them.  The year’s Forecast was $30,000; Estimated Year is $41,000.  Historically October is one of their better months.  Next month he will be short-handed therefore not able to make as many trips as usual.  The number of trips has a lot to do with commercial materials.  The furniture factory brought in about 15 mattresses which they broke down into box springs, wood, metal, etc.

Mr. Colburn started a fire wood program.  People can bring wood they do not need into the Center and people who need it can come in to pick it up.  Mr. Ben Daviss and Mr. Jackson brought in the first loads. There is a need for this service but Mr. Colburn is not sure how much wood will be brought in.

Ms. Heather Collins is up-dating their website.  Last week the Alstead School came in with 47 students and chaperones.  They were broken up into three groups.  One sorted materials that came in from the school program, another took off the book binders and the other group was given a tour.  They then switched so each group spent some time doing each of the tasks.  It worked out well.  They took pictures that will be put on the website and maybe put in the Town Report.  The teacher said when the students got off the bus they asked when they could come back again.

LaValley’s is bringing in a few loads of metal.  It will increase revenue.  They are looking to change the lights in the Center over to LEDs but will stay within their budget.  Mr. Dalessio advised the Selectboard would like to not have discretionary spending that has to be paid before mid-December.  They have to pay the County and make a monthly payment to the Fall Mountain Regional School District.  After tax payments come in they will be back on-line.  Right now they are watching cash management.  Mr. Colburn is missing the roll-off they use for metals; they expect it will be returned soon.  Whitcomb Construction has agreed to take care of the beavers on the tree line.

 

Recreation Department Mr. Justin Cassarino provided the following report:

Pool:

  • Pool cover was delivered and put on. New holes were drilled in some spots to fit the new cover.
  • Can we dispose of the two old covers to free up space for the Highway Department? Mr. Rau said they were there when he started. Dalessio recommended he get approval from the Recreation Committee to dispose of them.
  • Water was shut off after the Tennis Club was to hold their tournament. However, it ended up raining, so they had to cancel the tournament.

Basketball:

  • 44 participants;
  • Not enough girls signed up for the 5/6 team, so one is playing at Alstead, one is on the 5/6 boy’s team, and one decided not to play;
  • Looking into new uniforms. The ones that were ordered four years ago are way too big. Need to get youth sizes.

Tennis:

  • Looking into getting new wind screens from Wilson and Lawrence for the tennis courts. They have a certain material that they are trying to get rid of so they are going to give us a deal on them.

Soccer:

  • Will be taking down the goals this weekend. Trying to get rid of the old goals to families who are interested.

 

LibraryMs. Justine Rogers submitted the following report:

Walpole October 2015: 27 Days open, 1321 people, 1778 circ, 29 programs, 228 people for programs.

2015 January to October Averaged 47 people and 78 circ per day.

Walpole October 2016: 25 Days open, 1732 people, 2144 circ, 37 programs, 357 people for programs, 461 website visitors.

2016 January to October Average 64 people and 91 circ per day.

Working on a speaker series for 2017.  There is a grant they are working on through the New Hampshire Humanities that non-profits can apply for.

Food for Fines 21st-23rd.  Bring in non-perishables.  1 food item = up to $1 of late fines waived.  It was very successful and a lot of lost items were brought back.

New volunteer opportunity they are trying to get off the ground: delivering books to home bound patrons.  They will be putting an article in the Clarion and on the Walpolean to hopefully get some volunteers interested.  They will do a meeting for the volunteers in January to get some planning done.

Automating North Walpole has been stalled a bit by the State Library.  New timeline is to have it done by March 2017.   They are the first in the State trying to automate their branch library.

Friends of the Library Book Sale was awesome as they made about $6,600.  At the end of the Book Sale they have a truck pick up the books that do not sell.  This year they had more books than would fit into the truck.  Other volunteers offered to take those books.  Mr. Dalessio pointed out that there is no carry-over of books yet they always have thousands to sell.  Ms. Rogers mentioned that Pam Howard’s family and friends made donations to the Friends of the Library.  The gifts came in just under $4,000.  The family asked to have a bench put in out front of the Library with a small plaque. Ms. Rogers will let the Library Board know the Selctboard approved this request.

 

Hooper InstituteMs. Rebecca (Becky) Whippie provided the following report for the period of October 20 to November 17, 2016:

Eloise Clark:  The 5th grade has been working on Soils Unit.  The 6th grade has been working on the Forestry Unit.  During “flex” time, mid-day students have volunteered as an elective to help out with the harvest at the WES garden with Eloise.  They harvested 104 pounds of butternut squash and donated that to the Food Shelf.  Out of a total of 240-250 pounds of butternut squash about 150 pounds has or will be used in the WES lunch program.  Also a 5 pound bucket of Brussel sprouts were picked and have already been eaten in the lunch program in just one day.  They also have been closing up the gardens.

Becky Whippie:  Pre-Kindergarten – In the last month they talked about earthworms, pumpkin parts, mammal definition.  They have been doing an activity called “Red squirrel vs grey squirrel” and studying Ladybug life cycles.

Kindergarten – They have been studying Pumpkin Science – weighing, measuring, record and drawing what they have picked in the WPS garden.  Garden closing activities are being done.  Cranberry botany – made cranberry sauce and tasted it.

First Grade – Compost review, adding greens, browns and manure to the mix.  One afternoon they did seed saving of garlic, chives and zinnias.  They packaged their dried chives for gifts to go home. They cleaned the popcorn bed and got it ready for the spring.  Today they peeled and mashed their garden potatoes harvested earlier this fall and ate them.

Second Grade – Cleared and added green materials to corn and green bean beds in the garden to add nutrients to the soil for next spring. Soil sort: Looked for organisms.  Looked for sand, silt, clay and gravel and organic/biotic matter.

Third Grade – Tree I.D. challenge used I.D. booklets they made to identify numbered trees in NWS garden; 10 varieties.  Some looked to see what they had in their own yards.  Harvested and grated carrots, made two carrot cakes together, baked them and tasted the cakes the next day.

Fourth Grade – Visited Walpole Valley Farm with 4-D and Brookfield Farm with 4-M students.  Mulched two garden beds. Talked about squash uses, identified different sorts of winter keepers vs summer squash.

 

Police DepartmentPolice Chief Michael Paquette submitted a chart for the period of October 16, 2016 through November 15, 2016.  There were 413 calls for service.  They are broken down as follows:

  • Public Safety Calls:

  • Motor Vehicle Calls:

Accidents – 17                                     MV Stops – 138                       Traffic Safety – 41

  • Criminal Investigations:

Chief Paquette talked about the on-going drug activity in the area.  Handling cases is very time consuming; they take 80-to-90% of their time.  With DARE Programs and police presence they hope it will help educate the youth.  Mrs. Pschirrer recommended they talk about having a program with parents to do some drug education.  The Police Department acquired the DUI Grant.  As a result the motor vehicle stops number is up.  This will give them quite a bit of money from the State as the result of collecting fines.  The County was awarded a Drug Addiction Grant for over $30,000.  It is for all full time departments doing surveillance work except for Keene who received a separate grant; it will start in December.  They can add about 150 additional calls for service but for brief, minor issues.  The Cub Scouts visited the Police Station and the Girl Scouts will be coming; the children really enjoy this.  They sit in the cruisers and get to know the officers are approachable; do not be afraid of them.  They had the “Drug Take Back”; many people came to the station to drop off their drugs. The front lobby now has fortified glass; a section of the roof was done.  Mr. Rau has been helpful with doing some work. Mr. Colburn has helped with the Diversion Program.  Chief Paquette has been talking with Mr. Sam Jacobs at the Middle School.  He would like to be able to sit down with a small group of students and have lunch with them. This would be in all the schools including Charlestown and Alstead; some of their own officers would participate.  The DARE Program was cancelled for the winter but there might be another one in March.  The Police Departments from the five towns are assisting the schools while their resource officer is out.  Students are aware of the officers’ presence in the schools.

 

Mr. Dalessio advised that everyone is doing a great job.  Let’s keep up the good work!

Mr. Dalessio moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to accept the Accounts Payable check register in the amount of $46,457.92 for checks dated November 4, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

PAYROLL:

Mrs. Pschirrer moved to accept the Payroll voucher for the week ending October 29, 2016, in the amount of $22,431.85 for checks dated November 4, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – October 27, 2016:  Mrs. Pschirrer moved to accept the Minutes of the Selectboard meeting of October 27, 2016, with the following amendment on page 4:  Delete: “There was discussion to approve the handyman having the authority to charge items up to $100 at LaValley’s Building Supply” to “The Selectboard decided it was not appropriate to have non-Town employees charge items.  The Selectboard prefer they purchase items and then be reimbursed by the Town.”  Seconded by Mr. Aldrich.  With all in favor, minutes were approved.

 

VETERANS’ TAX CREDITS:

Mrs. Pschirrer moved to approve and sign the following documents for Veterans’ Tax Credits:

PA-29s:

  • Map and Lot # 028-119-000;
  • Map and Lot # 020-037-000.

Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

ABATEMENTS and REFUNDS – Property:

McMAHON REVOCABLE TRUST OF 2012, 58 Adams Lane, Map & Lot #003-001-000:  Mrs. Pschirrer moved to approve the Refund for Property Taxes in the amount of $988.61 for McMahon Revocable Trust of 2012.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

OLD BUSINESS:

Whipple Hill RoadMrs. Downing had a conversation with Mr. Gary Patch, Cold River Materials, who advised that he did speak to a group using the gravel pit for target practice and there was another group on the Galloway land.  Mr. Dalessio gave this information to the Police Department and Jan Galloway LeClercMr. Patch will call Mrs. Barbara Spivey to let her know about his visit to the pit.  He will be attending the November 17th Selectboard meeting.  Mr. Dalessio does not feel there is an appropriate place to put a gate that does not interfere with the traffic or public right-of-way.  There is a locked gate across the gravel pit and signs are posted.

Wage ReviewMr. Dalessio feels they should be seeing the Wage Review shortly.

 

NEW BUSINESS:

MS-434R ApprovalMr. Dalessio advised that the Selectboard got some paperwork from Mr. Kreissle.  There was discussion pertaining to whether or not to take money from the Unassigned Fund Balance to reduce the property taxes.   They have taken it down to $750,000 in the past.  Mr. Dalessio suggested taking it down to $986,556 or about 7%.; that leaves close to $1,000,000 as a buffer for emergencies.

Mr. Aldrich moved to use 7% of the Unassigned Fund Balance to reduce the tax rate for 2017.  Seconded by Mrs. Pschirrer.  With all in favor, the motion was approved.

Preliminary Tax Rate AnalysisMr. Dalessio will pass the above information onto Mr. Kreissle to prepare the paperwork for the Selectboard’s signatures.  The Selectboard will come in and sign the paperwork before next Thursday.  After that Mr. Kreissle will send it to the Department of Revenue Administration and they will set the official tax rate.

Revaluation MemoMrs. Downing reported that Mrs. Smith is working on this.  Avitar Associates wants us to put a note in with the tax bills to start preparing property owners for the revaluation process.

Water and Sewer LiensMr. Dalessio wants to talk to Mrs. Edkins about the water and sewer liens before they move forward.  He asked that she write a note to let them know where she is regarding this process.

Current Use WorkshopMrs. Downing reported that there will be a Current Use Workshop on November 29th from 9:00 am to 12:00-or-1:00 PM here in the Town Hall.  She has sent notices inviting other boards to attend.  Mrs. Pschirrer plans to attend.

Town Hall Rentals:  Mr. Dalessio pointed out that if they are going to continue renting the Town Hall they need to keep it simple.  The main door to the Town Hall is not simple to lock.  People think they locked the door but they have not.  He suggested a dead-bolt lock.  If they want people to use the chairs and put them back they need better racks.  The racks we have now are not safe; they need to be simple.  This also applies to the tables; the racks need to be replaced so they are safe.  Mrs. Pschirrer recommended that they have someone on-call who will come in to sweep the floors between events.  They will need to charge accordingly.  Everyone and/or groups that use the Town Hall have to fill out a form.  There is a need to know who is in the building.  In case of an emergency they need to know how many people are here; who is the contact person.  Events need to be put in the reservation book even if it is a group that meets there regularly.  If more than one event is scheduled in on the same day consideration needs to be given to set-up and clean-up time so they do not interfere with each other.  Mr. Dalessio mentioned that the Selectboard needs to establish a cut-off time for events.  He would like to see some proposals on the lock and racks in the next two weeks.

 

NON-PUBLIC SELECTBOARD SESSION:

Mr. Aldrich moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (d) Acquisition, Sale or Lease of Real or Personal Property.  Mrs. Pschirrer seconded the motion and, on a roll call vote with all in favor, the motion was approved at 7:42 PM.

The regular Selectboard meeting resumed at 7:55 PM.

Mrs. Pschirrer moved that the Minutes of the Non-Public Selectboard Session of November 3, 2016, be sealed.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

OTHER BUSINESS:

2017 Budget Mr. Dalessio mentioned that they need to start thinking about Warrants.  They want the Elderly Tax Credit on a Warrant.  All the building roofs and other repairs will be put together in a Warrant similar to 2016 that worked out well.  In a week or two they will discuss Warrants.

Planning Board:  Next Tuesday, November 8th is the first Public Hearing on the Detached Accessory Dwelling Units (DADU).

Preliminary Budget:  Mr. Kreissle has published the preliminary budget for review.

Highway DepartmentMrs. Pschirrer reported that Mr. Rau just did some sidewalks in North Walpole.  They will start paving at Christian Hollow.  He is working with Mr. Mark HoughtonMrs. Pschirrer felt the State did not do a good job on County Road.  The project on March Hill has been approved therefore will come off the red-list.  Ken Silva and Ken Thompson of the Highway Department came in fourth at the Regional Plowing Rally in Massachusetts.

Traffic Study – Southwest Regional Planning Commission:  Ms. Cheryl Mayberry got an email from Mr. J.B. Mack about the traffic study.  They do not find anything about the section of Route 12 near Shaw’s Store that Mr. Ben Daviss mentioned; there is not enough data.  He sent her some maps to look at showing Whitcomb Road, March Hill and two other roads where there were accidents and fatalities.  He suggested they reach out to Police Chief Paquette to see what he has for data.  She forwarded the approved minutes from the Complete Streets to SW Regional Planning.  Mr. Dalessio is pleased to be working with the Southwest Regional Planning Commission and Ms. MayberryMr. Dalessio acknowledged that the Walpole Planning Board has taken a role in one of them.

Sexual Harassment Seminar:  Tomorrow is the mandatory Sexual Harassment Awareness Seminar for all employees in the Town Hall at 1:00 PM.

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:50 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were six people in attendance.

 

GRAVES GRAVEL PITMs. Patricia Rodrigues, a resident of Westmoreland, related background information regarding her property and issues she is experiencing with the Graves Gravel Pit.

Ms. Rodrigues’ property is in Westmoreland and abuts the Graves Gravel Pit, which is in both Westmoreland and Walpole.  Ms. Rodrigues has had ongoing issues with regards to the gravel pit’s operations and expansion.  The Walpole ZBA suggested Ms. Rodrigues come to the Selectboard to discuss the gravel pit’s hours of operation. The discussion quickly expanded to other issues that Ms. Rodrigues has with the gravel pit.  The Selectboard suggested that Ms. Rodrigues obtain a lawyer to help her address the issues of easements, property lines, and other issues that involve the NH DOT and NH DES permitting. All of these types of issues are outside the responsibilities of the Walpole Selectboard and may involve Westmoreland.

After a lengthy discussion the Selectboard recommended that Ms. Rodrigues return to the Walpole ZBA to discuss the issue of the gravel pit’s expansion in Walpole. The ZBA would need to determine if this is an expansion of a non-conforming use and if further actions are required.

The Selectboard agreed to look into the hours of operation and if an update of the tax card is required.

Ms. Pschirrer commented that when non-residents come before boards, there may be questions in regards to their standing in the matter.

OLD BUSINESS:

Whipple Hill Road:  The Selectboard is continuing their research on Whipple Hill Road. The board requested that a representative from Cold River Materials/Lane Construction be invited to a future meeting to confirm agreements.

Personnel Manual Legal Review:  The Personnel Manual is in the process of being review by a legal firm.

 

NEW BUSINESS:

Preliminary Tax Rate Status:   Mr. Kreissle reported that the Village of North Walpole continues to work on their MS-535.  Ms. Jamie Dow of the Department of Revenue Administration is aware of this and will work with them tomorrow and early next week.  The issue with the Fall Mountain Regional School District is being reviewed and appears to be resolved.

Approval to Charge at LaValley Building Supply:  The Selectboard decided it was not appropriate to have non-town employees have this authority.

Tulip Event Insurance Waiver Request for Town Hall Rental:  A request was received from a Town Hall renter that the TULIP insurance be waived.  This is for a baby shower involving no alcohol or physical activities.

Mrs. Pschirrer moved to approve this request to waive the TULIP insurance for this baby shower on Saturday, October 29th.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Tom Murray – ZBA Appointment Notice:  The Zoning Board of Adjustment has recommended that Mr. Thomas Murray be appointed as a member of their board to fill a vacancy.

Mrs. Pschirrer moved to appoint Mr. Thomas Murray as a member of the Zoning Board of Adjustment for a period of five (5) months from November 2016 through Town Meeting, March 2017.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Kitchen Stove Gas Shut-Off:  The Selectboard did not feel a gas shut off was needed at this time.

Update Tri-Fold Directory InsertMrs. Downing reported that the office hours were added to the insert.  The tri-folds are a very popular item.

Asset Management Grant Application – re: Community Water Systems.  Mr. Mark Houghton did receive this information and felt it was not necessary to apply for the grant.

Graves Gravel Pit – re: LUCT:  While researching and photocopying materials for Patty Rodrigues, the fact that the Graves Pit area of disturbance has grown in size was recognized. If a Land Use Change Tax (LUCT) should be applied was discussed.  Mrs. Downing recommended that this be brought to the attention of Mrs. Loren Martin of Avitar Associates.

Rasonsomeware: The Selectboard requested that Mrs. Downing send a note to town employees that they should be extra cautious in regards to e-mails from unknown sources due to increased ransomeware activity.

Change of Selectboard Meeting Day: The Selectboard Meeting of Thursday, Nov. 24th will be rescheduled to Wednesday, Nov. 23rd. This will be a non-public, town business only meeting.

Call To Order:  Mr. Dalessio called this Staff meeting to order at 5:10 PM in the Walpole Town Hall.  He advised that this meeting is being recorded.

 

Library Ms. Justine Rogers provided the following report:

Library Cards:

September was a big month for new patrons!  They had 29 residents create new library accounts.  Our monthly average is about 8 new patrons, so this was a huge month.  She thinks their new library brochures and the article in the Clarion about their new library cards gave them some good press.

Book Sale:

The Friends of the Library book sale is next week-end the 28-30th of October at the middle school with the preview on the 28th costing a $20 admission fee.  Mostly book dealers come on Friday.  There will also be an Usborne book consultant, some groups selling baked goods and some people with yard sale tables.  Mr. Dalessio mentioned that they appreciate all the help they can get in the late afternoon on Sunday as cleaning-up can be very heavy work.

Food for Fines:

The week of Thanksgiving (Nov. 21st-23rd) they will be doing Food for Fines.  Anyone can bring in non-perishable food that will be donated to the Fall Mountain food shelf and they will erase their fines, up to $1 for each food item.  This only waives overdue fees, not lost or damaged item fees.  They did this last year and it was a great success.  They donated 4 big bags full of food and got a few “lost” items returned to the library.  They will have the dates on their website, their Facebook page, the Walpolean and in the November Clarion.

Library Donations in Memory of Pam Howard:

Pam Howard’s family had asked that in lieu of flowers, donations be made to the Friends of the Library.  They are extremely grateful for the generosity of the family as well as all of those who knew Pam and have sent donations.  The Friends will take care of keeping track of donations and writing thank you notes to the family and the donors.

Ms. Rogers reported that they had a meeting with the fourth grade boys “Book Club” this afternoon.  They have now read three books.  The Library Trustees are doing a survey to get some feedback on how the community would like the Library to focus their efforts.  More programs for kids or adults and/or other suggestions.

Highway DepartmentMr. Mike Rau, Road Agent, provided the following report for the period of September 23, 2016 to October 20, 2016:

  • Cold patched;
  • Tim Latham wired the salt shed and it was filled with salt. It is ready for winter;
  • Serviced trucks and equipment for winter;
  • Fixed the regulator on Truck-5;
  • Fixed the peddle in the loader;
  • The chipper got a new battery and the brakes were fixed;
  • Fixed the spinner on Truck-6;
  • Fixed the hydraulics on Truck-7;
  • Cleaned catch basins;
  • Crushed dumpsters for the Recycling Center;
  • Fixed the March Hill Bridge;
  • Continued the mowing;
  • Put up signs on Avery Lane and LaClair Road;
  • Replaced 2 culverts on Barnett Hill Road;
  • Paved cuts in on Barnett Hill;
  • Replaced culvert and cleaned ditch on Wentworth Road;
  • Mixed winter sand;
  • Graveled, raked, rolled and sprayed chloride on French Road;
  • Sprayed chloride on Crehore, Merriam and Scovill Roads;
  • Working on getting all trucks ready for winter;
  • Painted parking spaces on Elm and Westminster Streets;
  • Painted lines on Pleasant Street and put up signs;
  • Painted lines on Main Street and March Hill Road;
  • Brought stone to the gazebo.

A lot of the maintenance work is done in-house.  Mr. Dalessio asked Mr. Rau to check Carpenter Hill as it needs some grading.  Mr. Rau mentioned that originally they had the wrong blend of chloride, the company came and re-mixed it; in the end they had more so will have enough for next year.

Mr. Rau spoke with Mr. Randy Rhoades about the permitting for the bridge projects.  Beaver Tracks has flagged the wetlands and now they can begin drawing up plans on how they will be fixed.  After the plans are drawn up they will be sent to the Department of Environmental Services (DES) for their approval.

The Highway Department worked on the deteriorating footings on the March Hill bridge; one of the red listed bridges.  The work is done and now the paperwork just needs to be finished up for DES.  Mr. Rau is waiting on Mr. Warren Stevens to draw up a sketch of the work that was done.  It came out great.  He thinks that the DES will be pleased with it.

Mr. Joe DiBernardo, surveyor, was at Mill Pond today.  Mr. Rau will contact him in about a week to see how everything is going.  Mr. Rau is pushing the paving company to finish up soon; Watkins Hill will bring the paving up to 8.2 miles.  Mr. Dalessio pointed out that they were able to do more miles of paving for less money this year.  He asked Mr. Rau to get bills into the office as soon as possible as work has begun on the 2017 budget.

Mr. Rau reported that they will be getting their new zero-turn mower and would like to donate their old one to the Recycling Center.  Mr. Colburn accepted and thanked them for the donation.

 

Police Department:  Police Chief Michael Paquette and Sergeant Justin Sanctuary were unable to attend this meeting.  Their monthly report for the period of September 15, 2016 through October 15, 2016, had been submitted.  There were 387 calls for service.  They are broken down as follows:

Mr. Dalessio mentioned that the dip in their calls is allowing them to get caught up on paperwork for several cases.  There are many issues in the Town; some are drug related.  Homes and businesses have been broken into.  The Police Department work continues to go up.  There is some good news in Town; some time ago the Police Department instituted a program to keep juveniles out of the system; they had two go through the program very successfully.  This program will continue on.  It gives them a fresh start.

 

Selectboard Office:   Mrs. Sarah Downing submitted the following report:

5 Year Requalification of Veterans’ Tax Credit:

The NH Department of Revenue (DRA) auditors returned on September 30th to review prior tax exemption files that needed additional information.  They also conducted an audit of Veteran’s Tax Credit files.  Several property owners who receive the credit had a change of applicant for the credit (they are now surviving spouses) and unsigned, older PA-29 forms.  Additional work is being conducted to bring the files up to the DRA standards.  The DRA auditors will return to review the files that need updating.

The Town Hall will be the hosting site for a DRA sponsored workshop entitled “Current Use Criteria and Rules” on Tuesday, November 29th from 9am to 1pm.

Town Hall Facilities:

The following repairs occurred: (the new handyman has been kept very busy)

  • Tiling of the elevator floor;
  • Adding landscaping cloth and rock to the drip edge area of the gazebo;
  • Removal of stains and splashed dirt from gazebo;
  • Sprinkler repair of air leaks/pipes in system.

Town Hall Rentals and Reservations:

  • High level of use through the end of the year for civic, town and non-profit events, family gatherings and weddings.
  • Eight new 6 foot tables have been ordered to help replace stock in poor condition;
  • New coffee urn has been ordered for the kitchen.

 

Budgeting:

Sought quotes for municipal building repairs and equipment such as sprinkler system flushing, mag lock/pad key system for Town Hall, new IT equipment, etc.

Assessing Update:

Deed Transfers that have occurred from 9/9/16 to 9/30/16 are being added to our assessing system.  Avitar will be reviewing sales which will then be factored into the Town’s equalization percentage for taxes.

“Save the Date” Reminders:

  • Health Trust Benefits Overview Presentation: Friday, Oct. 21st from 1 – 2 pm in the Town Hall. **All full-time employees are expected to attend** Spouses can attend the presentation.
  • Sexual and Other Forms of Harassment Training: Scheduled for Friday, Nov. 4th from 1-2:30 pm for all regular full and part-time employees in the Town Hall.

Town Clerk’s OfficeMrs. Sandra Smith was unable to be here as she is attending a conference.  She left the following Report of the Town Clerk-Tax Collector:

She will be away at the NH City and Town Clerks Conference in North Conway, this is an Annual Meeting and helps to keep them up to date on rules and regulations, etc.

They have been very busy with the upcoming election.  Registering people to vote, answering lots of questions.  Sending out absentee ballots.  They have mailed out approximately 140 ballots.  The process is very time consuming and requests are still arriving.  Most requests are being filled on the same day.  The turn-around is short on elections, so they cannot waste any time!

They have collected $60,131.34 in property taxes.  $64,263.00 in vehicle registration fees.

Dogs, vital records, etc. were another $2,097.00 for a grand total of $66,360.00 collected by the Clerk’s office.

They still have no idea when they will have a Warrant.  Town, County, School, Fire and North Walpole all must send their forms into the State before we have a Tax Rate.  So Taxes will be a little late.  Mr. Dalessio pointed out that the goal is to have everything into the State by November 1st.

The tax payer has 30 days to pay after the bills are mailed.  After 30 days they start charging interest of 12 percent.

 

Walpole Recreation Mr. Justin Cassarino was unable to attend due to soccer practice.  Following is his monthly report:

Soccer-

  • Season has been going well. Players and parents have been very pleased with the set day schedule this year.
  • Two more weeks left in the season.
  • New goals are great! They can’t take them down over the winter, so he is getting permission from Sam Jacobs to leave them at the NWS. They will cover them with tarps for the winter.
  • Can a thank you letter be sent to Justin Parrot for spending 4+ hours putting the goals together? He and Whit did a great job and the Rec. Committee and he really appreciated it.

Pool-

  • Reached out to Pete from Allen Pool and Spa to check in about the cover. He said that it just arrived yesterday and they are going to try and find a day that they can deliver and put the cover on for them.
  • Pool will be closed (water shut off) on Tuesday, October 25.

Tennis-

  • Tennis courts were resurfaced and cracks filled in. This is a good temporary fix until they can replace all of the courts in the park.  Committee met with Bill and David to discuss what they would like to see done.
  • Can they have someone trim the bushes around the courts? There is a plaque with information that is covered and David has been doing it around the fence as well.
  • Tournament this weekend.

Pool House-

  • Can they change the locks on the pool house? Somehow a tennis player was given a key many years ago and still has it.  They need to have a way to know who has the keys at all times.  He has gone down to check in on things at the pool while the courts were being done, and the door has been unlocked and lights were on.  This is a huge liability!

Mrs. Downing advised that Country Lock came and re-keyed two of the doors; he will come back and repair the lock on the pool side.  Mr. Rau will take care of trimming the bushes around the courts.  The Highway Department will start doing leaves next week.

 

Hooper InstituteMs. Rebecca Whippie provided the following report:

Last week they had a guest speaker, Daniel Harrigan, he was inquiring as to whether the Hooper Institute would be receptive to have some hazelnuts planted.  He would like to put them closer to the pond along the fence line.  It will depend on whether the soil is appropriate or not.  He is excited about planting some and to see how they will go.  The Hooper Committee moved to proceed.  The first step is for him to test the soil.  The plants would probably not come in until July 2017.  Mrs. Clark has been working around trees and migration.  They had one bed of butternut squash that yielded 92 squashes.  Ms. Whippie has been doing leaf anatomy, matching photosynthesis and the color of chlorophyll.  They have been focusing on bees; she had a rainy day and did some ladybug lessons.  Green beans were harvested and some were made into dilly beans.  As soon as something gets harvested they taste everything unless it is something that has to be dried but then they will probably taste it later.  Rhubarb, squash and kale were harvested.  They made kale chips and rhubarb cake.  They are working on popcorn; they are doing life cycle drawings and labels.  They had enough corn this year so that every child had one of their own.  The chives were dried and can be taken home for future use.  They are gearing up on composting and soils.  Fourth graders are gearing up for their first farm and forest field trips.  Two farms they are going to are diverse.  They already talked to the students about farms, the different types of farms, and to come up with specific questions to ask at the farms.

Mr. Dalessio asked that everyone give Ms. Whippie and Mrs. Clark a round of applause for their award as the 2016 Educators of the Year.  They will be recognized at the Annual Meeting of the Cheshire County Conservation District meeting on October 25th at 6:00 PM in the Keene Country Club.  It is exciting to hear what they do.  It is very impressive.  They have made the Town of Walpole proud.

 

Recycling CenterMr. Paul Colburn provided the following report:

Mr. Colburn referenced and explained the numbers on the “Daily Weight Report and Year to Date Comparison”.  It indicates that the tonnage is down about 31/tons.  In 2011 and 2012 they were still doing tubes.  Glass is also being weighed differently.  The annual forecast is 374.43/ton; the annual estimate is 335.63/ton.  Cardboard continues to be lower.  They recycle the Re-use solid waste (junk plastic, C&D and Re-use C&D); this will close for the winter because there is no heat.  They do not have as many volunteers as they had in the past.  They did take in two truckloads of cardboard today.

The second chart is the “Five Year Comparison on Recyclables”.  They are very close to the average.  Historically September is a big month for them.  Last week some of the commercial entities in Town brought in some materials.  Revenues have been up for most of the month.  Markets are still up-and-down.  The best market is for cardboard.  He is looking into working with another vendor as there is more revenue to be made.

A few weeks ago the Police Department found some bags along the roadside with identification papers inside.  As a result one volunteer came in to work on a Saturday for seven hours.  He expects a few others to do the same. They have had a few people doing community service.  Their metal box that they use is in need of repairs so he is going to ship it out tomorrow to get the work done.  Mr. Colburn would like push bars on their doors to be ADA compliant.  Mr. Dalessio replied that if there is money left in the building repairs account he can have them.  Mr. Colburn would also like to purchase some paint this year to do the center next year.

2017 Budget MeetingsMrs. Pschirrer report that Department Head budget meetings are scheduled for Monday.  Mr. Dalessio noted that as of right now the 2016 budget balance is looking good.  In 2017 they have to do the town-wide assessment at a cost of about $130,000.00.  It is about $65.00/house.  They will see how the budget rolls along.

MEETING OF THE SELECTBOARD

Selectboard Present:     Steven Dalessio; Peggy Pschirrer; Whitney Aldrich (late)

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were five people in attendance.

 

WHIPPLE HILL ROADMr. David Hewes recently heard about the Selectboard having approved an unlocked gate at the end of Whipple Hill Road.  He has used the gravel pit as a recreation spot and hunted around it for about 25 years.  He never saw any debris or even a beer can left behind.  The gravel pit is also used for target practice but it is a safe area.  There have been no issues.  On occasion Lane Construction has to run large equipment down Whipple Hill to get into the pit and they would not be able to get through with a gate there. He spoke to the manager of Lane Construction who said they do not intend to post “No Trespassing” signs on their property.  It has always been “open” property.  It should continue to be a public thoroughfare.  Mr. Dalessio was concerned about drinking and shooting when it was brought before the Selectboard.  Apparently none of the other abutters were consulted.  Mr. Whitney Aldrich came into the meeting. The road is access into a commercial business.  There are a number of things that need to be clarified. Following a lengthy discussion Mr. Dalessio and Mrs. Pschirrer agreed to visit the area, do research and re-consider their decision about Mrs. Spivey’s request to install an unlocked gate.  Mrs. Downing was asked to write a follow-up letter to Mr. and Mrs. Spivey to state that more information has come to the attention of the Selectboard therefore they need to reconsider their decision regarding the gate and other issues surrounding the property.  Please refrain from taking any action until they hear back from the Selectboard.              

 

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to accept the Accounts Payable check register in the amount of $555,942.30 for checks dated October 21, 2016.  Seconded by Mr. Aldrich.  With two members in favor, the motion was approved.

It was noted that the above amount includes a monthly payment in the amount of $513,448.73 to the Fall Mountain Regional School District.

Personnel Policy Manual re: Legal Review Agreement:  Mr. Dalessio moved to authorize Mrs. Peggy Pschirrer to sign the Legal Review Agreement for the Personnel Policy Manual.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Southwest Regional Planning Commission:  An email was received from Mr. Ben Daviss who is representing the Town on the Board of the Southwest Regional Planning Commission.  Mr. J.B. Mack is offering to help the Town with a Traffic Study on Route 12 that would look at all the accidents, fatalities, etc. and the Town might possibly be eligible for Federal Safety Highway Funds to help make improvements  along Route 12.  It does not sound like there is any financial obligation.

Mr. Dalessio moved that Ms. Cheryl Mayberry be appointed to work with J.B. Mack at the Southwest Regional Planning Commission on the Traffic Safety Audit on Route 12.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Cemetery Deed:  Mrs. Pschirrer moved to grant the Cemetery Deed for Lots D455 and D456 for David Howard and Heirs.  Seconded by Mr. Dalessio.  With all in favor, the motion was approved.

Selectboard Office:  The Selectboard approved Mrs. Downing’s request to take Friday, October 28th and Monday, October 31, 2016, off.  There will be office coverage.

New TablesMrs. Downing and Mrs. Edkins had discussed whether or not the new tables should leave the Town Hall building.  The Selectboard agreed to leave the decision in the hands of Mrs. Downing and Mrs. Edkins.

NH Water Council:  The Selectboard acknowledged receipt of a copy of the letter from the Water Council to Patricia Rodrigues and John Corduff who are requesting a Motion to Appeal regarding the George Graves Gravel pit.  This letter will be kept in the file for future reference.

TOWN OF WALPOLE

MEETING OF THE SELECTBOARD

OCTOBER 13, 2016

 

Selectboard Present:     Steven Dalessio (Chair); Peggy Pschirrer; Whitney Aldrich (late)

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were eight people in attendance.

 

PUBLIC BUSINESS:

TENNIS COURT SURFACE PATCHINGMr. Bill Therrien and Mr. David Kuniholm were present to discuss the tennis court surface patching.  Mr. Therrien explained that they are representing a lot of Walpole people in addition to people from area towns that have played tennis for a lot of years.  The courts are used five days a week.  When they showed up to play last Monday there was a substantial out-cry from a number of people that the courts were not fixed properly.  They were then told to talk to the Selectboard to let them know before the bill was paid.  Mr. Therrien then contacted Mr. Kuniholm.  They have been waiting for three years to get this job done; last year there were some repairs but it was not resurfaced.  Mr. Kuniholm pointed out that for two years they lost the funding to the pool for needed repairs in order to open that up.  This year some of the cracks were taken care of and it was resurfaced by Wilson and Lawrence; they fulfilled their contract.  There are still some “dead” spots; this is what the complaints are about.  Since 2000 they have been trying to keep the tennis courts repaired, safe and looking good.  Mr. Therrien agreed with Mr. Kuniholm in that Wilson and Lawrence did what they contracted for.  Mr. McGuirk advised that Dr. Jim Smith got the tennis courts started in the mid-1980s.  Mr. Dalessio does not agree with what has been said.  He suggested they go to the Recreation Department Committee; they will then make a recommendation to the Selectboard with a plan on how to approach this.  They might recommend setting up a Capital Reserve Fund so the cost for replacement will be spread out over several years. Mr. Kuniholm mentioned some thought should be given to the basketball courts as well.  The Selectboard need to plan forward as many replacements/ repairs need to be made in the near future; the Town’s buildings are heading toward the 25-year mark with roofs that need to be repaired plus other work needs to be done.  Mrs. Pschirrer suggested they could do some fundraising for the tennis court project.

POTENTIAL SEWER BONDMr. Paul McGuirk had read in the Clarion that the Selectboard might be considering a bond issue.  Mr. Dalessio explained that it is a conceptual idea.  They are facing a number of infrastructure problems; there are three-or-four red-listed bridges in Town that need to be fixed, some issues with the Vilas Bridge and potentially moving the sewer line over to Green Street in North Walpole.  Bond rates are probably at the lowest rate of interest they are going to be so maybe now is a good time to consider taking a bond as they would have up to three years to spend the money.  He asked Mr. Tom Goins, Town Treasurer, and Mr. Rich Kreissle, Finance Administrator, to get information.  No real decisions have been made.  We do not know what is going to happen with the Vilas Bridge.  Even if they replace the bridge there might be some problems with the sewer line so the best thing for the Town might be to get that line off the bridge.  Mr. McGuirk has no problems with thinking that the line under the Vilas Bridge will eventually have to be re-routed to the Village of Bellows Falls.  Any cost associated with any expense should be borne strictly by the users; this is his concern.  The Selectboard is aware of this.  Mr. McGuirk provided some history on the sewer line.  Back in the 1980s when they took out the bond the Selectboard realized that the project was going to be beneficial to the whole Town over time but they were not sure how they would split payment of the bond.  They ultimately settled on 50-50.  Mr. Dalessio said the good news is that the re-direction is not too far away as there is a connection at Green Street in North Walpole but some improvements would have to be made to the pumping station.  A little bit of surveying work has been done and engineering conversation is taking place.  The new contract between the Village of Bellows Falls and the Town of Walpole has not been signed but the Town of Walpole continues to pay their bills.  We are a big percentage of their capacity and income right now.

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

  • Walpole Conservation Commission – September 12, 2016;
  • Walpole Planning Board – October 11, 2016.

Mr. Dalessio mentioned that after the Planning Board meeting they received information from the Southwest Region Planning Commission (SWRPC) that could potentially get us bike racks for the community.  It is called “Partnerships to Improve Community Health”.  He recommended they look into this.  Ms. Cheryl Mayberry advised that this opens them up to applying for grants that help implement active transportation components which includes Complete Streets, support Safe Routes to School programs and coordinating a free bike rack program called “Rack it Up”.  Mr. Dalessio reported that the Planning Board has agreed to be the conduit for this program.  He recommended that the Planning Board be given permission to work with SWRPC.

Mr. Dalessio moved that the Walpole Planning Board be given the authority to work with SWRPC to take on the Partnership to Improve Community Health program and establish the Complete Streets policy.  This will include all three Town Districts.  Seconded by Mrs. Pschirrer.  With all  in favor, the motion was approved.

 

BUILDING PERMITS:

TARA STUART, 1252 County Road, Map & Lot #003-021-000:  Mrs. Pschirrer moved to grant Building Permit No. 2016-39 for Tara Stuart for “Demolition and Replacement of 24’ x 24’ garage”.  Seconded by Mr. Dalessio.  With two members in favor, the motion was approved.

Mrs. Pschirrer moved to approve the Veterans’ Tax Credits as follows:

Fairpoint Appeal: Mr. Dalessio spoke to Attorney Hockensmith and there is no comment.  It would be a big research project and he did not find anything to object to.

Mr. Dalessio moved that the Selectboard accept Avitar Associates recommendation in the Fairpoint Appeal.  Seconded by Mrs. Pschirrer.  With all in favor, the motion was approved.

Mrs. Downing was asked to write a letter to Mrs. Martin to advise that the Selectboard accepted the Avitar Associates recommendation on the Fairpoint Appeal.

 

Water and Sewer Update: Mrs. Downing reported that Mrs. Edkins has completed corrections to areas 1 and 2 but there were problems.  She is starting to work on North Walpole.  Mr. Dalessio mentioned that their goal is to get to quarterly billing.  Mrs. Raynie Laware asked if quarterly billings would mean the Foundation would receive four bills each year for their sprinkler system rather than two bills.  Mr. Dalessio said the total at the end of the year should be the same; there should not be an increase.

 

Personnel Policy HandbookMrs. Pschirrer spoke with Attorney McClaid today and she was to have sent a letter of agreement that they would do a limited review of the Personnel Policy Handbook.  The cost will be within our budget.  It was a constructive conversation of fifteen minutes.  The firm has impressive credentials.  Mrs. Pschirrer will bring that letter in to the meeting next week.

 

Salary ReviewMr. Dalessio reported that MRI is moving forward with the Salary Review.  Mr. Kreissle forwarded the salaries of all the positions.  They now have everything they need.  Hopefully they will have the report in about two weeks.

 

NEW BUSINESS:

MS-535:  Both the Selectboard and Mr. Kreissle looked at this document.  The bottom line is that the Town is over-revenued and under in expenses.  This will help determine the tax rate.

Mrs. Pschirrer moved that the Selectboard approve and sign the MS-535 (Financial Report to the State) for the Town of Walpole.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

All Saints Parish – Insurance Coverage for November 8th Election Day:   Mrs. Downing reported that Ms. Juanita Sweet from the All Saints Parish called to request that the Town provide a Certificate of Insurance for Election Day on November 8th.  She contacted Primex who provided this rider directly to All Saints Parish.  Ms. Mayberry said the Village of North Walpole provides this proof of insurance when they hold elections.  Following a discussion for clarification, Mrs.Downing was asked to contact Mrs. O’Brien as this technically involves the Village of North Walpole.

 

Highway Department UniformsMrs. Pschirrer advised that the Highway Department uniforms have been a problem all year.  We have a contract with UniFirst; it was signed several years ago by Mr. TerrellMr. Rau has been spending a lot of time on the phone with them trying to resolve issues.  He has found another supplier he would like to use; Mrs. Pschirrer had a copy of their contract.  They will hold their price firm for at least a year.  The UniFirst representative will be meeting with Mr. Rau and Mrs. Pschirrer next Friday.  Mr. Dalessio and Mr. Aldrich were in favor of making this change.

 

Highway Department:   Mrs. Pschirrer reported that the Highway Department has been working on bridges and finished March Hill Road.  Mr. Warren Stevens is doing some drawings to send in with the final work for the March Hill Road Bridge.  Mr. Rau has talked to Mr. Randy Rhoades several times.  They have not done anything on the Mill Pond Bridge but they are all now talking and will have some figures for the Selectboard.  The Houghton Brook needs rock fill.  They will also have some figures on this.  They are going to be looking at Alstead Center and the culvert that needs to be repaired.  It will be expensive and needs a Wetlands Permit. They have also been looking at the bridge on Wentworth Road that is not red-listed but needs to be repaired and will also be very expensive.  They will need to divert traffic to repair it.  Some paving still needs to be done; Mrs. Pschirrer asked Mr. Rau to talk to the paver about getting it done by November 1st.  The mower they use in Town is a home-mower so they would like to buy a Zero-Turn mower to replace it; it is $6,500 and they have money in the budget.  Mr. Dalessio and Mr. Aldrich did not have a problem with this.

Ms. Crowley, who works for the Foundation, was wondering if they could buy the same kind of salt that the Town uses for the sidewalks in front of their buildings or find out where they buy it.  She asked if the sidewalk in front of the Walpole Tavern belongs to the Town as the Foundation has been taking care of it.  Mr. Dalessio assumes it is.  There was a question about using salt on the brick sidewalk.   The Selectboard suggested that she contact Mr. Rau but they had no issues in providing a pail of salt.

 

Ocean State Job Lot Extended Hours of Operation:  A request was received from the Ocean State Job Lots Store to change their hours on Thursday, November 24th to 9:00 am to 11:00 pm and Friday, November 25th to 6:00 am to 11:00 pm.

Mrs. Pschirrer moved to approve the extended hours as suggested for the Ocean State Job Lots store on Thursday, November 24th and Friday, November 25th as requested.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

Holiday Tree on Gazebo: Mrs. Downing advised that the Cub Scouts would like a lit artificial tree on the Gazebo and they will decorate it.  Mrs. Downing, Mrs. Edkins and Mr. Kreissle would like to buy them the tree with the permission of the Selectboard but the Scouts could decorate it.  The tree might be about six feet tall.  Mr. Dalessio recused himself due to his association with the Scouts.  Mr. Aldrich noted that the Women of Walpole do the tree on the Common.

Mrs. Pschirrer moved to approve putting up a holiday tree on the Gazebo and that it be decorated by the Scouts.  Seconded by Mr. Aldrich.  With Mrs. Pschirrer and Mr. Aldrich in favor, the motion was approved.  Mr. Dalessio abstained from the vote.

 

Monadnock Family Service Thank You:  The Selectboard acknowledged receipt of the Thank You note from the Monadnock Family Service and for providing some information on their service.

 

Southern Vermont Sprinkler System:  Mrs. Downing reported that an $800 invoice came in from the Southern Vermont Sprinkler Company for their work but the problem still has not been solved.  Mr. Dalessio said they did not come in to fix a leak; they came in to replace the compressor line.  Mrs. Downing noted that the system is still doing the same things; it was not fixed.  This is a specialized job that Mr. Houghton could not do but he did the electrical work.  The sprinkler system company will be coming back again but Mr. Dalessio felt it should be at no cost.

 

NON-PUBLIC SELECTBOARD SESSION:

Mrs. Pschirrer moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel.  Mr. Aldrich seconded the motion and, on a roll call vote with all in favor, the motion was approved at 7:36 PM.

The regular Selectboard meeting resumed at 7:43 PM.

TaxesMr. Dalessio encouraged Mrs. Downing and Mr. Kreissle to stay on top of the taxes.  The longer it takes to get all the information into the Department of Revenue Administration the lower Walpole will be on the State list therefore will have to wait longer before they will get the tax rate.  Mrs. Downing was asked to send an email out to everyone as a reminder to get their paperwork in.

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were four people in attendance.

 

PUBLIC BUSINESS:

Whipple Hill Road Citizen ComplaintMrs. Barbara Spivey lives on Whipple Hill Road and had three questions for the Selectboard regarding her Citizen Complaint.  She asked about putting up a gate to deter people access on this road as they own property on both sides of the road.   She understands they could do this but need the permission of the Selectboard.  It is a Class 6 road.  Mrs. Spivey noted that they would be happy to maintain the road if the road classification was changed from Class 6.  Mr. Dalessio felt this would need to go before the Town Meeting for a vote but he will double-check on this.  Mr. and Mrs. Spivey are also questioning if they could put up a sign stating that this is a “Privately Maintained Road”.  Mrs. Pschirrer advised that this is one of the gravel pits that the Zoning Board of Adjustment members monitor every year.  A few years ago the Police were using that pit for fire arms training.  Mrs. Spivey’s concern is not respectable people going in there but other people using it randomly for shooting and partying.  They are not opposed to hunting, with permission of the landowner, but all the other activities are a concern.  Some neighbors had mentioned that they tried to stop the shooting down there but they were not successful.  Mr. Dalessio said Chief Paquette will monitor it and talk to the property owner about these concerns and what they will allow in the pit.  The Selectboard will have to do some research in terms of putting up a gate and signage; check the State RSAs.  Mrs. Spivey believes they can have a gate but it cannot be locked.   Mr. Dalessio summarized that they agree there is a problem that is getting out-of-hand and have referred the gun part of it to the Police Chief who has been checking into it.  There was discussion about “dumping” in the area.  Mr. Dalessio recommended that they call this in as soon as it is discovered because there could be some identification in it, if so the Police Department can enforce the violation.  After doing their research the Selectboard will send Mrs. Spivey a letter on their findings.

Mrs. Pschirrer moved to accept the Payroll voucher for the week ending October 1, 2016, in the amount of $22,996.84, for checks dated September 30, 2016.  Seconded by Mr. Dalessio.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to accept the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA in the amount of $4,393.07 for the week ending October 1, 2016.  Seconded by Mr. Dalessio.  With all in favor, the motion was approved.

 

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – September 22, 2016:  Mrs. Pschirrer moved to accept the Minutes of the Selectboard meeting of September 22, 2016, as submitted.  Seconded by Mr. Dalessio.  With all in favor, the Minutes were approved. 

NON-PUBLIC SELECTBOARD SESSION – September 22, 2016:  Mrs. Pschirrer moved to accept the Minutes of the Non-Public Selectboard Session of September 22, 2016, as submitted.  These Minutes will remain sealed.  Seconded by Mr. Dalessio.  With all in favor, the Minutes were approved.

 

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

  • Cold River Local Advisory Committee Meeting – August 18, 2016;
  • Hooper Institute Committee Meeting – September 13, 2016;
  • Walpole Zoning Board of Adjustment Meeting – September 20, 2016.

 

BUILDING PERMITS:

UNIVERSITY OF NEW HAMPSHIRE / AT&T, 88 Scovill Road, Map & Lot #003-082-000:  Mrs. Pschirrer moved to grant Building Permit No. 2016-36 for the University of New Hampshire / AT&T to “Upgrade existing facility per prior permit 2013-39”.  Seconded by Mr. Dalessio.  With all in favor, the motion was approved.

PAUL TOLE, JR., 98 River Road, Map & Lot #007-009-000: Mrs. Pschirrer moved to grant Building Permit No. 2016-37 for A. Paul Tole, Jr. to “Add a 39’ x 8’ front porch”. Seconded by Mr. Dalessio.  With all in favor, the motion was approved.

 

OLD BUSINESS:

Personnel Policy Handbook Update: Mrs. Pschirrer reported that the NH Municipal Association recommended attorney, Mark Broth, who is in Manchester.  She would like permission to talk to him and see how much the charge would be to have him review this policy before making a commitment.  Mr. Dalessio agreed that they should move forward with this to be sure it is legal and complies with the RSAs.  Mrs. Downing asked if they can add a specific range of time for internal posting of jobs.  Mr. Dalessio felt five days was adequate.  They will start to advertise in the Keene Sentinel and Eagle Times, a week-end ad, for the vacancy in the Recycling Center.  Mr. Aldrich came into the meeting.

 

NEW BUSINESS:

Police DepartmentSgt. Sanctuary submitted two requests for Expenditures from the Walpole Police Department Revolving Fund.

Mrs. Pschirrer moved to approve the expenditure of  the Walpole Police Department Revolving Funds to purchase (2) Zoll Pluse AEDs for the amount of $3,091.20.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to approve the expenditure of  the Walpole Police Department Revolving Funds to purchase (1) Refurbished Radar, Decatur Genesis II, in the amount of $1,120.00 plus installation.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Proposed Quotes – Propane:  The Selectboard looked over quotes received for propane.

Mrs. Pschirrer moved to accept the bid for propane from Irving Energy provided it is not tied to the oil price, if it does, the Selectboard will go with the James Company.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Online Administrator for Town Credit Cards: Mr. Dalessio advised that they had another issue with the credit card limit; all the Department Heads used it at the same time.  To resolve this Mr. Kreissle would like permission to view the credit cards on-line.

Mrs. Pschirrer moved to give permission to the Director of Finance to be the Online Administrator for the Town Credit Cards and to authorize the Chair of the Selectboard, Steven Dalessio, to sign that approval document.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Fairpoint AppealMr. Dalessio will send a copy of this Fairpoint Appeal to Attorney Hockensmith to review it.

Town Wide Assessment Contract:  The Town Wide Assessment will start in 2017.  A contract was received from Avitar Associates.  The cost will be $132,500.00 for 220 parcels of land; $11,000.00+ a month.  Mr. Dalessio pointed out that this has to be done by State law.

Mr. Aldrich moved to accept the Avitar Associates contract.  Mr. Steven Dalessio, Chair of the Selectboard, will be authorized to sign the document.  Seconded by Mrs. Pschirrer.  With all in favor, the motion was approved.

 

NON-PUBLIC SELECTBOARD SESSION:

Mr. Aldrich moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (c) Reputations and (e) Pending Claims or Litigation.  Mrs. Pschirrer seconded the motion and, on a roll call vote with all in favor, the motion was approved at 7:22 PM.

The regular Selectboard meeting resumed at 7:28 PM.

Mrs. Pschirrer moved that the Minutes of the Non-Public Selectboard Session of September 29, 2016, be sealed.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

 

RECESS SELECTBOARD MEETING:

Mr. Aldrich moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Mr. Dalessio.  With all in favor, the motion was approved.

OTHER BUSINESS:

Review Budgets with Department Heads:  Mr. Dalessio advised that an entire day will be set aside to review proposed budgets with the Department Heads.  It will be on Monday, October 24th beginning at 8:00 AM.  All budgets must be in by October 20th, 2016.

Audit:  An email had been received from Ms. Jennifer Dorr, Town’s auditing firm, advising that the audit will be six-to-seven weeks late.  They have had some delays getting some information from the previous auditing firm.
