MEETING OF THE SELECTBOARD
JUNE 18, 2015
Selectboard Present: Steven Dalessio (Chair); Whitney Aldrich; Peggy Pschirrer
CALL TO ORDER: Mr. Dalessio called this Selectboard meeting to order at 6:00 PM in the Walpole Town Hall. He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record. There were three people in attendance.
These are unapproved Minutes.
NON-PUBLIC SESSION:
Mrs. Pschirrer moved to enter into a Non-Public Session pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations. Mr. Aldrich seconded the motion and, on a roll call vote with all in favor, the motion was approved.
The regular Selectboard meeting resumed at 7:36 PM.
ACCOUNTS PAYABLE:
Mrs. Pschirrer moved to approve the Accounts Payable check register and manifest in the amount of $585,149.52. This includes a monthly payment in the amount of $488,319.18 to the Fall Mountain Regional School District. The following check will be held: to the Central Chrysler Jeep Dodge which is for the police cruiser in the amount of $27,320.00 until the appropriate deposit is made in the Capital Reserve Fund. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
PAYROLL:
Mrs. Pschirrer moved to approve the Payroll voucher for the week ending June 13, 2015, in the amount of $20,234.55 for checks dated June 19, 2015. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
Mrs. Pschirrer moved to approve the electronic transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,527.13 for the week ending June 13, 2015. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
SELECTBOARD MEETING MINUTES:
SELECTBOARD MEETING – June 11, 2015: Mrs. Pschirrer moved to approve the Minutes of the regular Selectboard meeting of June 11, 2015, as submitted. Seconded by Mr. Aldrich. With all in favor, the Minutes were approved.
NON-PUBLIC SELECTBOARD SESSION – June 11, 2015: Mrs. Pschirrer moved to approve the Minutes of the Non-Public Selectboard Session of June 11, 2015, as submitted. These Minutes will remain sealed. Seconded by Mr. Aldrich. With all in favor, the Minutes were approved.
COMMITTEE REPORTS:
The Selectboard received and reviewed Minutes of the following meetings:
- Walpole Town Library Board of Trustees – June 9, 2015;
- North Walpole Village District Board of Commissioners – June 16, 2015; and
- Zoning Board of Adjustment – June 17, 2015.
PROPERTY TAX ABATEMENTS AND REFUND:
KINGSBURY, Kingsbury Road, Map & Lot #008-117-000: Mrs. Pschirrer moved to approve that the Property Tax Abatement be refunded for Mr. Justin Kingsbury in the amount of $348.80. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
WARRANTS:
TIMBER TAX WARRANTS & YIELD TAXES ASSESSED:
GALLOWAY-LECLERC, 721 County Road, Map & Lot #002-012-000: Mrs. Pschirrer moved to approve the Timber Tax Levy for the Tax Year April 1, 2014 to March 31, 2015, Operation #14-461-03-T, for Jan Galloway-Leclerc in the amount of $81.78. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
KELLER, Drewsville, NH, Map & Lot #015-024-000: Mrs. Pschirrer moved to approve the Timber Tax Levy for the Tax Year April 1, 2014 to March 31, 2015, Operation #14-461-07-T, for Alicia Keller and Paul Keller in the amount of $571.31. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
OLD BUSINESS:
RAY BOAS PROPOSAL: Mr. Jim Terrell is waiting for an estimate. There was a consensus of the Selectboard to accept Mr. Boas’ gift this year subject to budget appropriations for the installation next year.
NEW BUSINESS:
LETTER FROM LEN TEX WALLCOVERINGS: The Selectboard acknowledged receipt of the letter from Mr. Charles Lennon, VP at Len Tex. Mr. Dalessio reported that Mr. Lennon went to the Planning Board meeting on June 9th, 2015. Everything he is objecting to is a Zoning Board matter in North Walpole. It was recommended that he go to the North Walpole Zoning Board first. The Walpole Planning Board will not act until they have something from the North Walpole Zoning Board.
VPN NETWORK IN TOWN CLERK’S OFFICE: Mr. Dalessio has been assisting Mrs. Smith who has to switch over to the VPN Network. It has to be done by September to meet the State’s requirements. Thanks to Mr. Kreissle and Mrs. Clough they were able to get a second phone line in that office. Mrs. Smith is happy to have the second phone line.
WEEKLY VEHICLE COUNT, May 26 – June 2, 2015 – School Street: Mrs. Pschirrer requested that they wait until they have the data from the other two streets so it can be done all together.
AUDIT UPDATE: Mr. Dalessio reported that the audit is going well.
RECESS SELECTBOARD MEETING:
Mrs. Pschirrer moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mr. Aldrich. With all in favor, the motion was approved at 7:59 PM.
The regular Selectboard meeting resumed at 8:04 PM.
WALPOLE LIBRARY: Mrs. Pschirrer reported that the Library is moving close to offering the job to a candidate. They did interviews two times.
TOWN ORDINANCES: Mr. Dalessio advised that going forward they will have a policy to hold a Public Hearing on all proposed ordinances.

Mrs. Pschirrer moved to adjourn this meeting. Seconded by Mr. Aldrich. With all in favor, the motion was approved at 8:14 PM.
