The First Congregational Church, on the Common in Walpole, will be having its annual “Mistletoe Mart” on November 23rd.  Come any time between 9:00 AM and 2:00 PM.  You’ll be able to have your coffee, or eat your lunch as you shop for crafts, gifts, trims or baked goods and candy.  For best selection it is best to arrive early but you never know just what you might find among the White Elephant items.

The church is handicap accesible.

Library’s leaky mess brings out best in staff and volunteers

Quick thinking from the Walpole Library’s staff and volunteers minimized the damage when the attic air conditioning unit began leaking water into the stack room on September 16th. Water damaged the Stack Room’s rug and flooring and soaked dozens of books. Staff members immediately set to work moving some books out of the way, covering others with plastic trash bags and setting up fans to dry others.

“The damage would have been much worse if our employees and volunteers had not acted so quickly to protect the library and books,” said head librarian Mary Farrell. “They also worked hard to minimize the inconvenience to patrons when the Stack Room was closed.”

“The Trustees would like to thank Mary, Chris Burchstead, Deb Kelsey and all the other volunteers and staff who made such an extraordinary effort to save our library’s resources,” said board chairman, Lyn Cooke. “We are very lucky to have such dedicated people.”

The Library has submitted estimates on the damages incurred to its insurer and is waiting for funds to repair the floors and replace damaged books.

 

Poets at the Walpole Library

The Bridge Memorial Library on Main Street in Walpole will be hosting a poetry reading on November 7th at 7 p.m. Four writers with local connections will be reading from their works, including:

  • Pam Bernard, a former McDowell fellow and winner of a National Endowment for the Arts Fellowship in Poetry, has three published volumes to her credit, most recently the WWI themed Blood Garden, which views the horrors of the Western front from the vantage of a 17-year-old soldier. She lives in Walpole.
  • Julia Crane is the author of Twisted Little Love Stories (Finishing Line Press, 2012), available from the press and on Amazon. She is also a classical cellist and a resident of nearby VT.
  • Kate Gleason is the author of a full-length collection of poetry, Measuring the Dark (selected by Phillis Levin as the winner of the First Book Award at Zone 3 Press), and three books of poetry, most recently Reading Darwin While My Father Dies (forthcoming from Anabiosis Press).
  • Toni Ortner is the author of fifteen books of prose and poetry, including Summoned (Goose River Press, 2012), the stories of six famous women in history: Joan of Arc, Saint Teresa of Avila, Marie Curie, Rachel Carson, Mother Teresa, and Elisabeth Kubler-Ross,

Presentations by Heirloom Experts Ben Watson & Rich Stadnik & Local Foods Tastings

On Sunday, October 27th, Alyson’s Orchard will host “Honoring the Heirloom: A Culinary Celebration of Quince & Apples” from 11 a.m. – 3 p.m.  Guests will learn about heirloom apples and quince by tasting them plain, in cider, and paired with local cheeses and specialty food products.

Activities include:

  • Cider – Hard & Sweet – book signing and discussion with author Ben Watson
  • “Intro to Heirloom Apples” by Rich Stadnik of Pup’s Cider Co.
  •  “Cooking with Quince” – tips & treats by Vermont Quince Co.

“Alyson’s wonderful selection of heirloom apples represents a treasure trove for those who enjoy making their own cider and cooking with fruit,” notes Cider, Hard and Sweet author Ben Watson. “We invite everyone to come and join the cider and quince revival.”

A local and national food and farm activist and consultant, Watson is co-leader of the Slow Food Monadnock Region chapter and is a member of Slow Food USA’s regional New England Ark of Taste Committee.  He is developing a Heritage Orchard project to identify, conserve, and propagate heritage apple trees from America and Europe.  In addition to Cider, Hard and Sweet, Watson’s books include The Slow Food Guide to New York City (with Patrick Martins and Slow Food USA) and Taylor’s Guide to Heirloom Vegetables.

Rich Stadnik will be manning the cider press and introducing guests to the large variety of heirloom apples grown at Alyson’s Orchard.  Nan Stefanik of Vermont Quince Company will be sharing tips about cooking with quince and offering tastes of a variety of hot and cold quince dishes in addition to Vermont Quince’s quince products.

Guests will enjoy wines by Hermit Woods and LaBelle Wineries, cheeses made by Grafton Village Cheese, Woodcock Farm, Hollyhock Farm, and Sawyer Artisanal Cheese paired with chutneys produced by Blake Hill Preserves and dulce de membrillo & preserves crafted by Vermont Quince Company, and caramel products made by award-winning Big Picture Farm and AlpineGlo.

Admission for “Honoring the Heirloom” is $10 and includes all activities and tastings. CALL TO ORDER: Mrs. Teague called this meeting to order at 8:42 AM in the Walpole Town Hall with two people present in the audience.

PUBLIC BUSINESS:
MR. PAUL COLBURN – Recycling Center: Mr. Colburn distributed the following reports that were reviewed by the Selectboard: 1) 2013 Summary Monthly Comparison – 9th Month Ending 9/30/2013; 2) 2013 Summary Quarterly Comparison – 3rd Quarter Ending 9/30/2013; 3) Quarterly Weight Report and 5 Year to Date Comparison; and 4) Daily Weight Report and 5 Year to Date Comparison.

Mr. Colburn reported that the Memorial Garden is still a work in-progress but many people are enjoying it.

Naughton through the NRAA is taking the trash every Friday morning and that is working out very well. The line item for tipping fees will be down about $10,000. Competition is driving the price.

The Connecticut River clean-up was done last Saturday. He has a report from Donna Drouin on what they found. This was supposed to be done by volunteers but the volunteers turned out to be employees from the Recycling Center. It cut their Saturday staff in half. Mrs. Teague will write a letter to the organizations that were going to provide volunteers to make them aware of what occurred.

Paul Clark would like to carry over two vacation days beyond his anniversary date.
Mr. Aldrich moved to approve this request to have Paul Clark carry over two vacation days. Seconded by Mrs. Teague. With all in favor, the motion was approved.

The Boy Scouts were at the Recycling Center selling popcorn. While they were there they helped people with their bags.

Mr. Steve Dalessio from the Walpole Leadership Academy would like Mr. Colburn to come to a class to talk to their participants. Both Mrs. Teague and Mr. Aldrich said it was his decision.

Four pumpkins grew in the compost pile; they are on display.

All the employees got their flu shots.

They have been losing ballasts in their lights; they bought a safety platform for when they have to replace them.

Another volunteer from HCRS will be coming in to help.

A visitor at the Congregational Church will be at the center on Tuesday for an over-view.

They gave out banana boxes for the book sale.

The Food Shelf is also looking for lots of them for their holiday food distributions.

This year they were able to seal all the recycled asphalt area.

The markets are dropping but over-all they are doing pretty well.

The Burn Pit law did pass so it is something they will have to look at during the budget sessions.

Mr. Aldrich moved to approve the Accounts Payable check register and manifest for checks dated October 10, 2013 and October 11, 2013, in the amount of $41,253.33. Seconded by Mrs. Teague. With all in favor, the motion was approved.

Mr. Aldrich moved to approve the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,481.62. Seconded by Mrs. Teague. With all in favor, the motion was approved.

BUILDING PERMIT:
GALLANT, Maple Grove Road, Map & Lot #008-096-004: Mr. Aldrich moved to approve Building Permit No. 2013-28 for Eric Gallant to “Construct a 44’ x 8’ Farmers Porch at 140 Maple Grove Road. Seconded by Mrs. Teague. With all in favor, the motion was approved.

REFUND:
FRENCH, French Road, Map & Lot #009-032-000: Mr. Aldrich moved to grant the Property Tax Refund for the year 2010 for the Estate of Lawrence F. & Margaret French in the amount of $1,200.00. This property was Deeded therefore this is a refund of partial payments made on the 2010 tax lien. Seconded by Mrs. Teague. With all in favor, the motion was approved.

OLD BUSINESS:
NH Municipal Association Annual Conference: A notice was received that the NH Municipal Association’s 72nd Annual Conference will be held on November 6-7, 2013, at the Radisson Hotel in Manchester. The Selectboard discussed attending this conference and the possibility of closing the office for a day.

NEW BUSINESS:
Letter from Cheshire County Treasurer: The Selectboard discussed the potential of taking out a Tax Anticipation Note in order to pay the County Taxes.

Heating Oil Agreement: Mr. Aldrich moved to authorize the Chair to sign the heating oil agreement with Rymes Monadnock Heating. Seconded by Mrs. Teague. With all in favor, the motion was approved.

Ocean State Job Lots: Mrs. Clough reported that Ocean State Job Lots is requesting that the Selectboard approve their change of hours as follows: to open at 8:00 AM on Thanksgiving Day, Thursday, November 28th and remain open through 11:00 PM on November 29th, 2013. The Selectboard approved this request.

NON-PUBLIC SESSION:
Mr. Aldrich moved to enter into a Non-Public Session pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations. Mrs. Teague seconded the motion and, on a roll call vote with all in favor, the motion was approved. The time was 9:45 AM.

PUBLIC BUSINESS:
TAX COLLECTOR: Mrs. Smith, Town Clerk/Tax Collector, and the Selectboard discussed the Deeding of two tax parcels in the Town of Walpole for non-payment of property taxes. One property on Derry Hill Road is a 10-acre wood lot and the second property is at 23 French Road. Mrs. Smith and the Selectboard discussed the Town’s responsibilities following the Deeding process.
Mrs. Teague moved that the Town Deed these two properties. Seconded by Mr. Street. With all in favor, the motion was approved.

ACCOUNTS PAYABLE:
Mr. Street moved to approve the Accounts Payable check register and manifest for checks dated September 27, 2013, in the amount of $88,944.48. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

PUBLIC BUSINESS (Continued):
MR. DUNCAN WATSON: Mr. Street advised that the Conservation Commission members would like Mr. Watson to remain on as a member and he has indicated that he would like to do so. However the question is his attendance record. The members feel he contributes a great deal when he is there. Mr. Watson stated that his day job has to take precedence. He tries his best to attend meetings and he will continue to do his best to get there. Mr. Watson reads the meeting minutes and has been on some of the site visits. Mrs. Teague explained that this would not have become an issue except for the fact that another person expressed an interest in serving on the commission.

NEW BUSINESS:
Library Damages: Mrs. Clough reported that Lyn Cooke from the Library called to report that they had some water damage from an air conditioner on the ceiling and some books got wet. She asked Ms. Cook to fill out a report that she received on Monday. The Claims Adjuster has been in touch with the Library. Mr. Aldrich advised that the air conditioner was in the attic and whoever installed it did not put a pan underneath it. Mrs. Cook felt it had been there for about thirteen years. Mrs. Clough advised that the Library has other issues they want to discuss with the Selectboard but they felt that could wait until the budget discussions.

SWRPC Fall Meeting: A notice was received that the Southwest Region Planning Commission’s Fall Meeting will be held at The Inn at East Hill Farm in Troy, NH on Tuesday, October 15, 2013. The guest speaker will be Dr. Cameron Wake, UNH Research Associate Professor on Climate Change in Southern NH: Past, Present and Future. Mr. Aldrich and Mrs. Clough plan to attend.

NH DOT Biennial Bridge Inspections Report: The Selectboard received the NH Department of Transportation Biennial Bridge Inspections Report that was reviewed. Mr. Terrell has a copy.

Letter from DES, Mill Pond Dam: Acknowledgement was made of receipt of the letter from the NH Department of Environmental Services on the Mill Pond Dam. The letter is to notify the Town of the results of an inspection which was conducted on May 23, 2013. Mrs. Clough emailed a copy to Mark Houghton when it came in. Mr. Houghton advised that he has been working on it since 2011. He felt the Town might get a letter on the Reservoir Dam as well as they have not been able to get in there to do any work because the ground has been so wet.

Email From Steven Rudek: The Selectboard acknowledged receipt of an email from Steven Rudek regarding several issues. Attorney Tom Hanna attended the Selectboard meeting on August 8th to discuss a Route 12 access road for the Potato Barn. Mr. Rudek was going to agree to take care of the road installation and all maintenance costs. This matter was referred to Attorney Hockensmith but a legal opinion has not yet been received; therefore Mrs. Clough will check with him on this and will contact the Local Government Center for their legal opinion. The Selectboard asked Mrs. Clough to send an email to Mr. Rudek to apologize for the delay and to advise that they hope to have a decision by next Thursday. Mrs. Clough will also contact Mr. Terrell to see if he recalled doing research on a public Class 6 road that would require no Town maintenance except for maintenance done by Mr. Rudek. Mrs. Clough advised that Mr. Rudek had talked with Mark Houghton about the quality of the water at the Bellows Walpole Inn. Mr. Houghton told him that the pipes in that area of Town are very old.
Mr. Street moved that the Bellows Walpole Inn be allowed to have a Liquor License at their address and also that they will be able to have entertainment at their establishment. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

OLD BUSINESS:
Town Hall Meetings: There was a consensus of the Selectboard to leave two tables and a rack of twenty-five chairs in the meeting room for the various boards to use. If more are needed, the members will need to go downstairs or in the front hall to get what is needed. The new chairs will be used for special functions; they came with racks and are locked up. Mrs. Teague does not appreciate Board members and/or their family members accosting Town employees when they are on their own time when it has to deal with the Selectboard.

Letters from Warren Stevens; Re: Culverts: Copies of two letters to Mr. Terrell from Warren Stevens, PE, M & W Soils, regarding the Wentworth Road Culvert and the new 24” Culvert for County Road and Whipple Hill were received and reviewed.

Road Damages Follow-Up: Mrs. Clough reported that the Town received a check in the amount of $24,000 +/- from FEMA for snow damage in 2012. It will go into the Highway Department budget. Mrs. Teague, Mr. Aldrich and Mr. Terrell did site visits on September 11th to eight properties that sustained damage from the recent rain storms. She reviewed her notes on their observations. Mr. Terrell will be asked to attend the next meeting to discuss this with possible solutions as they need to respond to the property owners.

Old Drewsville Road: Mrs. Teague met with some residents who reside on the Old Drewsville Road on September 18th. They took a ride to look at some areas of concern and discussed how the road is maintained by the Highway Department. Mrs. Teague recommended that Mr. Aldrich and Mr. Street visit with the residents and take the ride with them. It will take about an hour. Mrs. Teague will ask Police Chief Paquette about posting a sign as “Local Traffic Only” and what it means for enforcement .

PUBLIC BUSINESS (Continued)
Mark Houghton: Mr. Houghton reviewed the letter received from the NH Department of Environmental Services regarding the Mill Pond Dam – Hazard Classification: Significant. He has taken care of it but will need to file the paperwork with DES.
The Reservoir Dam was also inspected so the Selectboard will receive a letter on this as well. It has been so wet that Mr. Houghton has been unable to get in there to get the work done.
Mr. Houghton reported on the project near Mad Brook where it goes under Route 12 north of the Route 123 Bridge. He had scheduled a meeting with the State engineer to look at the area where they were digging up the roadway. Mr. Houghton suggested that they look at the culvert and that is where the problem is as the whole side of the culvert was blown out causing the road to cave in. It turned out to be a State problem rather than the Town problem. The State will let him know when a decision is made on how they intend to proceed with the repairs.
Relative to Mr. Rudek’s water problems at the Inn, Mr. Houghton talked to him a few months ago. He flushed the main that day and told Mr. Rudek to call him if that did not take care of the problem however he did not call again.

Conservation Commission: Mr. Tom Beaudry, Chair of the Conservation Commission, advised that a few months ago they got a letter from Dorothy Fletcher’s daughter. They own a 3.1 acre land-locked piece of property that abuts the Fanny Mason Forest and are offering it to the Town for $4,000; it is appraised at $6,000+. The three steps they need to do are: 1) Approve it; the CC has done that; 2) Have an appraisal done; and 3) Hold a Public Hearing. Mr. Beaudry asked if the Selectboard had an appraiser they would prefer he used. After a few names were mentioned, Mr. Beaudry indicated he would contact Bill Borchers to do the appraisal. He pointed out that the Conservation Commission has the money as they did the timber harvest last year.

PUBLIC BUSINESS:
ZBA MEETING: Mrs. Pschirrer spoke to the Selectboard about the inconvenience of not having a rack of chairs that would fit into the elevator available for their last ZBA meeting. Several members of the Board had to bring the chairs up two-at-a-time from the downstairs to the meeting room. Following a lengthy discussion, both Mr. Aldrich and Mr. Street thought that the chairs might have been taken to the Fire Station for the funeral service that was held there that day. Mr. Street was going to look into this for the Zoning Board.

BEN NORTHCOTT: Mr. Northcott advised that they would like to store gravel and/or dirt for short periods of time on a small parcel of land that is vacant. Since the usage would not be agriculture he asked if that would be acceptable. Mr. Aldrich recommended that he go to a Planning Board (PB) meeting or talk to Mr. Jeff Miller, Chair of the PB, to find out if it would constitute a change of use.

ACCOUNTS PAYABLE:
Mr. Street moved to approve the Accounts Payable check register and manifest for checks dated September 20, 2013, in the amount of $617,077.42. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
The above amount includes a monthly payment in the amount of $483,288.72 to the Fall Mountain Regional School District.

PAYROLL:
Mr. Street moved to approve the payroll voucher for the week ending September 14, 2013, for checks dated September 20, 2013, in the amount of $19,176.02. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
Mr. Street moved to approve the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,429.76. Seconded by Mr. Aldrich. With all in favor, the motion was approved.

NEW BUSINESS:
WALPOLE CONSERVATION COMMISSION RESIGNATION: Mr. Street moved to accept the resignation of Jane Worley from the Walpole Conservation Commission. The Selectboard want to thank her for serving on this Commission. Seconded by Mr. Aldrich. With all in favor, the motion was approved.
Mr. Street advised that the Conservation Commission has somebody who expressed an interest in serving on this Commission. The Chair will be asked to make a recommendation to the Selectboard.

NON-PUBLIC SESSION:
Mr. Street moved to enter into a Non-Public Session pursuant to RSA 91-A:3 II to discuss (c) Reputations. Mr. Aldrich seconded the motion and, on a roll call vote with all in favor, the motion was approved. The time was 6:46 PM.
The regular meeting resumed at 6:53 PM. No announcements were made.

Walpole Seniors Celebrate 40 years – 11/18/13

The Walpole Seniors will meet for potluck lunch at the Congregational Church on the Walpole Common at noon on Monday, November 18 2013. This will be a celebration of 40 years of gathering Seniors for lunch and social activity!! There will be dessert and music and remembrance. All Walpole Seniors are welcome. Come for fun and good socialization. Everyone is asked to bring a contribution for the Fall Mountain Food Shelf. Bring a dish to share.
