Selectboard Meeting Minutes – 11/25/20

Selectboard Present: ​Peggy Pschirrer (Chair); Cheryl Mayberry; Steven Dalessio

CALL TO ORDER:  Mrs. Pschirrer, Chair of the Walpole Selectboard, called this meeting to order at 9:02 AM in the Walpole Town Hall.  She introduced Ms. Cheryl Mayberry and Mr. Steven Dalessio, the other two Selectboard members.  Mrs. Sarah Downing, Manager of Administration, and Mrs. Regina Borden, Recording Secretary, are also in attendance.  This meeting is being recorded.  There were no members of the public in attendance.

NON-PUBLIC SELECTBOARD SESSION:

Ms. Mayberry moved to enter into a Non-Public SelectboardSession pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  On a roll call voice vote with Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

The regular Selectboard meeting resumed at 10:10 AM.

Ms. Mayberry moved that the Minutes of the Non-Public Selectboard Session of November 25, 2020, will be sealed.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

ACCOUNTS PAYABLE:

There was no Accounts Payable Check Register this week as it was not a full week.

PAYROLL:

Mr. Dalessio moved to accept the Payroll Check Register for the week ending November 21, 2020, in the amount of $29,894.72 for checks issued November 27, 2020, and for the 941 Payroll Tax Transfer in the amount of $5,980.10.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.  

SELECTBOARD MEETING MINUTES:

SELECTBOARD MINUTES – November 19, 2020:  Mr. Dalessio moved to accept the Minutes of the Selectboard meeting of November 19, 2020, as submitted.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the Minutes were approved.

NON-PUBLIC SELECTBOARD SESSION – November 19, 2020:  Mr. Dalessio moved to accept the Minutes of the Non-Public Selectboard Session of November 19, 2020, as submitted.  These Minutes will remain sealed.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the Minutes were approved.

COMMITTEE REPORTS:

The Selectboard acknowledged receipt of the following Committee reports:• Zoning Board of Adjustment Meeting – November 18, 2020;• Safety Meeting – November 19, 2020.

OLD BUSINESS:

ATV/Off Road Vehicles on Class V and VI Roads:  Mrs. Pschirrer announced that unfortunately Fish and Game Officer DeLisle cannot participate in the Selectboard meeting via Zoom.  He sent the Selectboard notes that can be distributed before the December 3rd meeting.  Mr. Lew Shelley plans to attend this meeting.  The Selectboard felt all interested parties should be sent notices although their questions/concerns should be directed to Fish and Game rather than the Town.   

Health Trust Return of Surplus:  The check from the Health Trust has arrived and was deposited.  This check represents the Member Group’s share of Health Trust’s FY2020 return of surplus.  Mr. Kreissle sent the Selectboard recommendations on the disbursement.  Ms. Mayberry agreed with the calculations as they looked fine. Mrs. Pschirrer and Mr. Dalessio agreed.       

Pending Further Actions:

Sewer Bond Fees:  Mr. Dalessio continues to work on the Sewer Bond Fees. 

Street Lights, Tax Deeded Property Sale, Houghton Brook Bridge Repair, Reservoir Dam Repairs, COVID-19 Travel Policy:   These agenda items will remain on the Pending Further Actions List.

NEW BUSINESS:

Terra-Map Mapping Services Agreement:  Mrs. Pschireer reported this agreement is with Avitar Associates of New England, Inc. and the renewal has gone up significantly in three years.  If they renew for multiple years, there is a discount.  The Town has two more years on the Avitar Assessing contract.  Mrs. Downing advised they get new maps once a year and the software is upgraded.  Mr. Dalessio noted it is important to keep the maps updated.  

Mr. Dalessio moved to approve the One (1) Year Standard Terra-Map Mapping Services Agreement in the amount of $4,942.00.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved. 

Cemetery Deed D523:  Ms. Mayberry moved to approve the Cemetery Deed for Lot D523.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

Thank You Card:  The Selectboard received a Thank You card from Diane and Tanya at the Savings Bank of Walpole.  It was for them to enjoy their holiday in these challenging times.  

Next Selectboard Meeting:  The next Selectboard Meeting will be held on Thursday, December 3, 2020, at 6:30 PM and will be a Zoom meeting.

Drewsville Christmas Tree Lighting:  Mr. Dalessio advised the Drewsville Christmas Tree Lighting will be on the Drewsville Common next Sunday about 4:30-to-5:00 PM.

North Walpole Park:  Ms. Mayberry reported the North Walpole Park will be holding their Christmas Tree Lighting on Saturday, November 28th.  

Farmers’ Market:  The Farmers’ Market was held last Saturday on the Village Common.  Mrs. Downing advised they had a nice day.  The Town Hall was open for bathroom access and there were no problems.

ADJOURNMENT:

Ms. Mayberry moved to adjourn this Selectboard meeting.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the meeting was adjourned at 10:42 AM.
