Selectboard Meeting Minutes – 3/2/23

Selectboard Present:  Steven Dalessio, Chair; Peggy Pschirrer and Cheryl Mayberry

Staff Present: Sarah Downing, Jordan Cannon

Others Present: Ray Boas

CALL TO ORDER:  Mr. Dalessio called this meeting of the Selectboard to order at 6:30 PM in the Walpole Town Hall. He noted in attendance were Sarah Downing, Peggy Pschirrer, Jordan Cannon, and Ray Boas.

OLD BUSINESS:

Trees on the Common: Mr. Boas asked if there were any updates on this matter. Mr. Dalessio stated that there was not. Ms. Mayberry joined the meeting at this time.

NEW BUSINESS:

Emergency Notification System: Mr. Boas stated that there have been rabid animals in the School Street area. He stated a resident asked him if there was a notification system in Town if there is rabid animal in the vicinity. Mr. Boas noted train derailments and school shootings in the country as issues of concern. Mr. Boas asked how the residents in Walpole are warned when there are emergencies. Mr. Dalessio stated that Walpole is part of Code Red which operates as a reverse 911 call. He stated that the Police and Fire Chiefs have access to engage this type of notification. Mr. Dalessio said that an article would be ready for the April issue of The Clarion regarding the Code Red system. Mr. Dalessio commented on the auto-dial system that the school utilizes when there are any emergent school issues that require parental and community notification.

Roadsides: Mr. Boas stated on 2/22/2023 he took some images of Elm Street. He commented on his observations of Elm Street after recent snowstorms. Mr. Boas stated the problem is that the ground slopes up from the street on Elm Street. Gravel was being kicked out in the road and noted the possible danger of someone stepping on the gravel and possibly slipping. Mr. Boas would like to begin the discussion of curbing around the Common again. Mrs. Pschirrer commented that recently a resident stated to her how they were pleased that the Town did not place granite curbs around the Common. Mr. Boas did not know the solution. He only wanted the Selectboard to be aware of the matter. Mr. Boas stated that safety and appearance were his main concerns. Mr. Dalessio stated he would follow up with Mike Rau.

ACCOUNTS PAYABLE: ACCOUNTS PAYABLE:

Ms. Mayberry moved to approve the Accounts Payable Check Register in the total amount of $15,383.56 for checks issued March 3, 2023. Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved. This includes a payment of $4,066.25 to AccuFund for yearly support software.

PAYROLL:

Ms. Mayberry moved to approve the Payroll Check Register in the amount of $33,659.65 dated March 3, 2023, and for the 941 Payroll Tax Transfer in the amount of $6,928.89.  Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – February 23, 2023:  Ms. Mayberry moved to approve the Minutes of the Selectboard meeting of February 23, 2023. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

SELECTBOARD NON-PUBLIC SESSION – February 23, 2023:  Ms. Mayberry moved to approve the Minutes of the Selectboard Non-Public Session of February 23, 2023. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved. The minutes are to remain sealed.

PROPERTY TAX ABATEMENTS:

Map and Lot# 028-063-000:  Ms. Mayberry moved to deny a property tax abatement request for Map and Lot# 028-063-000 for lack of additional information that supports the drop in value of the property.  Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

Map and Lot# 023-014-001:  Ms. Mayberry moved to approve a property tax abatement for Map and Lot# 023-014-001 of $22.00.  Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

Map and Lot# 012-043-000:  Ms. Mayberry moved to approve a property tax abatement for Map and Lot# 012-043-000 for $496.57, as they reviewed the topography and made some minor adjustments.  Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

TIMBER INTENTS:

Map and Lot# 004-033-000:  Ms. Mayberry moved to approve a timber intent for Map and Lot# 004-033-000.  Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

BUILDING PERMITS:

2023-05, Map and Lot# 011-059-000:  Ms. Mayberry moved to approve a building permit for Map and Lot# 011-059-000 to add a 14’ x 14’ screened porch to an existing accessory dwelling unit.  Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

2023-06, Map and Lot# 005-031-002:  Ms. Mayberry moved to approve a building permit for Map and Lot# 005-031-002 to add a 32’ x 32’ storage barn.  Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

OLD BUSINESS:

Corrected Warrant and Explanation: Mr. Dalessio noted the change to the warrant stating the Planning Board did not recommend the warrant. Mrs. Pschirrer moved to sign the corrected warrant and approve the explanation. Seconded by Ms. Mayberry.  Mr. Dalessio asked if there was any additional discussion. There was none. With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.

NEW BUSINESS:

Facilities Use Form: Mrs. Downing stated that the St. Peter’s Church/All Saints Parish was asking for an insurance reimbursement since their location is being used on election days. The Selectboard discussed alternative locations in North Walpole for polling on Election Day. Mr. Dalessio commented that this year the Town will use the basement of St. Peter’s Church. Mrs. Pschirrer commented that potentially the North Walpole Fire Station could be utilized if the fire trucks are relocated on Election Day. Mr. Dalessio found consensus to reimburse St. Peter’s Church/All Saints Parish for $508.00.

Appointment Notice: Mrs. Pschirrer motioned to appoint Lewis Shelly to the Walpole Conservation Commission. Ms. Mayberry seconded. With Mrs. Pschirrer, Ms. Mayberry, and Mr. Dalessio in favor, the motion was approved.

NON-PUBLIC BUSINESS RSA 91-A:3 II (a):

Mrs. Pschirrer moved to enter into Non-Public Session pursuant to RSA 91-A:3 II (a) at 7:13 PM. Ms. Mayberry seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved. The minutes are to remain sealed.

The meeting reconvened at 7:38 PM.

HOOPER TRUSTEES MEETING:

Ms. Mayberry moved to enter into Non-Public Session pursuant to RSA 91-A:3 II (a) at 7:39 PM. Mrs. Pschirrer seconded. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

The meeting was reconvened at 7:55 PM.

ADJOURNMENT:

Mr. Dalessio moved to adjourn this Selectboard meeting at 8:00 PM.  Seconded by Mrs. Pschirrer.  Mr. Dalessio asked if there was any additional discussion. There was none. With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.
