Agenda

  1. Meeting Notes From Previous Meeting – A presentation was made by the Southwest Regional Planning Commission regarding the zoning map of Walpole. The zoning mapping services are being provided by SWRPC, of which Walpole is a member. Some of the lot numbers were incorrect on the map but this could be the result of changing lot numbers. Steve reported that the mapping project is moving forward and progressing, albeit slowly.

The new GSRWA Source Water Specialist, Andrew Madison, was introduced.

It was mentioned that the Town of Walpole won GSRWA’s drinking water taste test at the annual Operator Field Day on Tuesday and came first out of 13 entries.

  1. Edits and Questions on Current Ordinance Draft – Edits to the Draft Walpole Source Protection Overlay Ordinance were submitted by both Dennis Marcom and Steve D’Alessio.

Dennis Marcom:

  • II, A, 2.- Dennis suggested that the phrase “and wellhead protection areas within known aquifers” be changed to “within known public aquifers.” It was decided that the wording would be unchanged since all aquifers are considered to be public.
  • III Definitions, M- Regulated Substances- Eight substances (ammonia, sodium hypochlorite, sodium hydroxide, acetic acid, sulfuric acid, potassium hydroxide, potassium permanganate, propane and other liquefied fuels which exist as gasses at normal atmospheric temperature and pressure) are excluded from the list of prohibited regulated substances. This is because they are chemicals used in water treatment or exist as gasses and are not considered to be a serious threat to groundwater supplies by NH DES.
  • Section IV Heading- It was decided that the heading would remain as “Overlay District”
  • Section VII F regarding outdoor storage of regulated substances- This section addresses the outdoor storage of regulated substances with regard to private wells. There was some confusion as to why this section was in the draft ordinance since the ordinance is meant to address public water supplies. It was found that NH DES can regulate private wells with regard to regulated substances within their 75ft sanitary radius through regulation RSA 485-A:30-B.
  • Section VII, Paragraph I- This paragraph reads: “Prior to any land disturbing activities on the property…” There was some confusion as to what property this refers to and who is responsible for sealing the well. The wording in this section will be revised to make it more clear that the well owner is responsible for sealing the well and that the property where land disturbing activities are taking place is the property in question.
  • Section XIII, Exemptions, Paragraph G- Pesticides are listed as exempt from all provisions of the ordinance, this is because RSA 430:29 XXVI prohibits municipalities from interfering with the sale, use, or transportation of pesticides and that regulation of pesticides is reserved for the state.
  • Section XIII, Exemptions, Paragraph I- This paragraph states that underground and above ground storage tanks are exempt from Section XV inspections. This was viewed as in conflict with Table 1, Item B which prohibits underground storage of petroleum products and as more stringent that the model NH DES ordinance. Underground and above ground storage tanks were viewed as problematic for ground water protection by all members of the Source Water Committee. The wording of this section will be revised to specify that this section applies to permitted aboveground storage tanks under 1100 gallons only.

Steve D’Alessio:

  • Definition of “Bulk” was added
  • Section VII, Paragraph G- This section was amended to state “…containment structure must be constructed in a way to minimize accumulation of water…”
  • Section VII, Paragraph H- “…in accordance with local, state, and federal regulations…”
  • Section XIII- Amended to state that substances are exempt from Article VII Performance Standards to clarify which standards were being addressed.
  • Page 1 will be amended to include “natural resource overlay districts and boundary lines”

 

III. Potential Sources of Contamination Inventory: Update on inventory given by Andrew: Still in progress, investigating commercial zoning along CT River and Rt. 12. Will be in contact with local producers to discuss fertilizer and pesticide use to get an accurate picture of agricultural impacts in the area. Will be in contact with Larry Britton to discuss agricultural practices on Watkins Hill and Vin Malnati to discuss agriculture near the River Well.

  1. New Edits and Final Draft of SW Ordinance: New edits to the draft ordinance will be incorporated next week and sent out for review by committee members. Email approval via “reply all” will be used for voting on the new draft. Vin is to receive a hard copy of the draft ordinance and call with his vote. All edits will need to be approved and finalized by October 11th.

The Planning Committee meeting is the second Tuesday in October and the final proposed ordinance will need to be completed and ready for presentation to the Planning Committee by then. A public hearing on the proposed ordinance is planned for November 25th.

These minutes are unapproved and will be reviewed at the October 2014 meeting for corrections, additions and/or omissions.

 

Meeting Opened: Mr. J. Miller, Chair, called the meeting to order at 7 p.m.

Roll Call: All board members were in attendance so no alternates were needed to fill in.

Minutes: Mr. Aldrich made a motion to accept the minutes as written. Mr. Dennis Marcom seconded the motion and the board approved the motion.

Old Business: Public Hearings:

Public Hearing No. 1. JR Development LLC – Site Plan Review: Cont’d – Add a 2030 square-foot unheated building to be used as cold dry storage behind the existing building in North Meadow Plaza – Town Tax Map No. 12, Lot No. 55. This is in the Commercial Zoning District. It is a wood building with metal siding and a sloping metal roof that goes from 11 feet to 8 feet.

Mr. Jeff Miller asked for updates. Mr. Tom Zhang brought new plans showing the interior of the storage shed and the layout of the Sears store. Mr. George Hurlburt, a building inspector with the Walpole Fire Department, said he had done the plans and the storage area now had a satisfactory secondary egress. He was going to check for proper Exit signs after the work was done.

Mr. J. Miller asked the board if the final plans satisfied their previous concerns. A motion was made by Mr. Aldrich and seconded to accept the final site plan of JR Development. The motion unanimously passed by the board.

Request for a Public Hearing by new owners of the American Legion building at 73 Main St., Map 30, Lot 52. This is in the Commercial Zoning District. The new owners are Ray Boas, Barbara Kasper and Lynne Rollins-Kinnier. Mr. Boas was spokesman for the group. He explained that the plans were to move the Costume Ladies into the building.

Mr. Boas said that Mr. George Hurlburt has been working on a safety program for the building and that other updates had been done to the building. Some of the changes are:

the kitchen will become dressing rooms

the large room down stairs will be retail

upstairs will be storage

the hard-pan driveway and parking lot will remain

the entrance for customers will be from the back of the building

the porch steps and a concrete pad will be removed and grassed

because of concerns expressed by neighbors regarding snow, the porch will be pushed back by almost two feet.

Mr. Boas continued. He said the existing porch is 48 square feet and they had hoped to expand it 5 feet toward the west with stairs. It is where the emergency exit and steps will be.  Based on the concerns of the neighbors, the owners are going to push the front back 1.83 feet so the space will be reduced from 83 to 59 square feet.

The lighting will be on a timer and go off when the shop closes.

The flagpole will remain.

Some abutters to the project were at the meeting and voiced these concerns:

Ms. Felicia Phillips of 69 Main Street said she was concerned about public safety – that the display window may distract drivers on an already busy street – lighting and aesthetics. She later added that she consulted someone who said property values would decline because of the changes to the building.

Ms. Carol Fabis of 15 Elm St. said that she had concerns about lighting and the plumbing – but the  plumbing had already been done.

Mr. Bill Borchers, who lives at 1 Rogers St., was concerned about aesthetics. It’s a white clapboard neighborhood, he said. The length of glass on the front and the glass panels on the side plus a roof that is now a gable looks like a horrendous addition architecturally.

Ms. Jeanne Ashton, who lives across the street from the American Legion, said the building should blend in with the overall businesses in the village.

Mr. J. Miller said that all the neighbors would have their say at the October Public Hearing, which was unanimously approved by the board.

Request for a Minor Subdivision by Steven W. Brode, Old Keene Road, Map 7, Lot 22 Mr. Brode wants to separate one acre from his lot. This is in the Rural District.  Ms. Myra Mansouri was representing Mr. Brode and explained where the subdivision would be. Mr. Miller told her she needed to have the paper work and maps ready by September 19, 2014, to give to the secretary.

A motion was made by Mr. Aldrich that a hearing be held in October and seconded by Mr. R. Miller. The board voted unanimously for a hearing.

Request for a Lot Line Adjustment at 37 North River Road: Richard Drew of Richmond, N.H. is requesting a Lot Line Adjustment for a property owned by Albert Fontaine Revocable Living Trust. No one showed up at the meeting to discuss the Lot Line Adjustment.

Request for a Public Hearing by Liberty Utilities:  Liberty Utilities wants to cut trees on the east and west ends of Farnum Road. No one came to request a public hearing.

Mr. Miller also canceled this month’s workshop meeting because the Horse Thieves Society was having its meeting the same evening. However, in October the workshop topic will be Wellhead Protection, a concern about public wells. The group working on the proposal will make a presentation at the October Planning Board meeting. At the workshop the Planning Board members will have plenty of time to discuss and review the proposal before it is put on the ballot as an amendment to the Zoning Board and voted on in March. Mr. Miller said there will also probably be a public hearing in which the Planning Board can state its views on the amendment.

Mr. Aldrich made a motion to adjourn at 7:40 p. m. Dennis Marcom seconded the motion and unanimously approved by the board.

Walpole Wins Best Tasting Water in New Hampshire

Thanks to Jennifer Palmiotto, we now know we have more to brag about than we did a month ago! A big thank you goes to Mark Houghton and all the folks at E.E. Houghton for all they do to assure that our water supply remains top notch. – Lil

Newbury, NH – Walpole, NH is known for many things including L.A. Burdick’s Chocolate and for being the home of documentary filmmaker and producer Ken Burns. Now Walpole has a new claim to fame:  “Best Tasting Water in New Hampshire.”

The contest held on September 9, 2014, was hosted by Granite State Rural Water Association, an association of water and wastewater utilities, during the organization’s annual conference at Mount Sunapee Resort in Newbury, NH.  Judges for the contest were Jane Downing, Drinking Water Chief, U.S. Environmental Protection Agency Region 1; Sarah Pillsbury, Administrator of the Drinking Water and Groundwater Bureau, NH Department of Environmental Services; and Mark Kowproski, Community Programs Specialist, United States Department of Agriculture Rural Development Program. Water samples were judged for clarity, bouquet and taste.  Thirteen water systems from across the state participated in the first annual contest.  According to GSRWA Board member, Bob Naylor of Newport Water Works, “The competition was tough. New Hampshire has great tasting water.”  According to GSRWA Executive Director, Jennifer Palmiotto, “The contest gives winners the bragging rights of having NH’s best tasting tap water.  In addition, the Walpole Water Department automatically qualifies to enter the Great American Taste Test contest held annually by National Rural Water Association in Washington, DC.”

 

Granite State Rural Water Association, a state affiliate of National Rural Water Association, is a non-profit trade association dedicated to aiding New Hampshire water and wastewater systems through legislative activities, training and on-site technical assistance.

Board Chairperson, Mary Henry called the meeting to order at 6:35 PM in the Fall Mountain Regional High School Library. In attendance were, Andy Collins, Lil DeCoste, John Streeter, Gabe St. Pierre, Linda Christie and David Hogan. Also in attendance were Lori Landry and Jamie Teague.

Motion: (DeCoste/Christie) to enter into non-public session. Passed unanimously.

After an affirmative roll call vote, the board entered non-public session at 6:39 PM under RSA 91-A:3 (a) (c) to discuss three student issues.

The board exited non-public session at 7:56 PM and resumed public session.

RECOGNITION OF PUBLIC INPUT

Wendy Wildes (Alstead), Gayle Bellows (Alstead), Jessica Monty (Langdon) and Amanda Lyman (Alstead) all spoke to the fact that this class is a high energy, very active, unique group. All of the parents felt strongly that smaller class sizes were necessary.

A conversation ensued regarding logistics of the two classrooms.

Andy Collins pointed out his dissatisfaction with the concern being brought to the board last minute.

REPORTS OF ADMINISTRATORS

Superintendent Landry explained that administration was busy preparing for the start of school. Ms. Landry spoke briefly about the hard work of the Math Committee for their work in implementing a new Math Program “Math in Focus”. She discussed the upcoming Professional Development day as well as the Teacher Evaluation rollout plan.

Ms. Landry provided the board with an update on Sarah Porter. She explained that Griffin Construction has been most accommodating to the needs of the district. They will be holding an open house in September for the community. She further explained that a new water line was installed and a new pressure tank to help resolve the water supply issues. At the NCCS (North Charlestown Community School), a new sprinkler system was installed in the older part of the building. At CMS (Charlestown Middle School) and CPS (Charlestown Primary School), new automatic door enclosures were installed and at the High School, a water holding tank was installed for the sprinkler system.

Ms. Landry also provided the board with an update on the CTE (Career and Technology Education) Department. She explained that she met with the Deputy Commissioner and discussed the need for a MOU (Memorandum of Understanding) for Vermont, New Hampshire and River Valley Tech. A meeting is scheduled for September 19th.

Superintendent Landry spoke to curriculum work happening throughout the district.

Jamie Teague provided the board with an update on the energy project stating that things are going well and moving along. Savings look as if they will be larger than originally predicted. Jamie will provide the board with a wrap up at the next meeting.

  • Donate gently used books, CDs and DVDs to the book sale. Please drop off donations at the library before October 15.
  • Join us on Wednesday mornings from 9 to 10:30 at RN Johnson’s middle building to help sort donated books.
  • Purchase a table at the tag sale for $25.
  • Come to the sale, and bring your friends!
  • Make a donation to the Walpole Library.
  • Join the Friends of the Library.

Art After School

The Art After School Taco Dinner scheduled for Friday, Sept 12, has been cancelled.

However, Art After School is off to a great start. Seventeen young artists participated in the first session. They are hard at work, preparing beautiful and creative works of art that can be viewed on Sunday, October 26, 5 – 6 p.m., at the annual Art After School Art Show at St. John’s Church, Parish Hall. Please plan on attending and giving these fabulous young people your support!
