Public Hearing:

Public Hearing No. 1: JR. Development, LLC – Site Plan Review:  Cont’d – Add a 2030 square foot building to be used as cold dry storage behind the existing building in North Meadow Plaza – Town Tax Map No. 12, Lot No. 55. This is in the Commercial Zoning District. Mr. David Zhang is representing JR Development, LLC..

New Business

No. 1: Request for a Public Hearing No. Tree Cutting by Liberty Utilities on east and west end of Farnum Road.  As this is a designated Scenic Road in Walpole, a public hearing needs to be held on the matter. Liberty Utilities wants to schedule routine maintenance and hazard tree removal as part of their routine vegetation management program.  Jeffrey Carney, Certified Arborist, will represent Liberty Utilities.

No. 2: Request for Lot Line Adjustment: Richard Drew of Richmond, N.H. is requesting a Lot lLne Adjustment at 37 North River Road. The property is listed under Albert Fontaine Levocable Living Trust.

No.3 : Request for a Site Plan Review – The  former American Legion Building, now owned by Ray Boas, Barbara Kasper and Lynne Rollins-Kinnier, at 73 Main Street, Map 30,  Lot 52.  This is in the Commercial Zoning District.

No. 4: Request for a Subdivision – Steven W. Brode Trust, 15 Macri Lane, Map 7, Lot 22, Rural District.

Other Business:

Planning Board: Workshop session: There will be a Workshop Session Tuesday, September 23, in the Walpole Town Hall Downstairs Office at 7 p.m.

“Lil: Yesterday the probate court in Keene approved the conservation easement for the Hooper Golf Course and the sale of the remainder. This is very good, big news for the town and the result of a TON of careful, thoughtful, creative work by Peggy Pschirrer‘s committee. An early in the week Shout Out….

Hope McGill stopped by the market on Friday, and she would like to let all of you know that she is planning to return to the Walpole Farmers Market on a limited basis for the rest of the season….O Happy Day! Maple Fans everywhere are REJOICING! Twin Spruce Farm will be at the market this week, and at least once more in September and once again in October.

Are you feeling a little STRESS? Families are busy this time of year with school starting. Join us this week as Christine Parshall from UNH Cooperative Extension will be demonstrating some great easy slow cooker recipes, providing your family with quick easy hearty meals that can meet your budget.

That’s the latest from me. Our new granola vendor is tentatively planning to join us on September 12th

Selectboard Meeting Minutes – 8/21/14

TOWN OF WALPOLE
MEETING OF THE SELECTBOARD
AUGUST 21, 2014

Selectboard Present: Chas Street (Chair); Steven Dalessio; (Absent: Whitney Aldrich)

CALL TO ORDER: Mr. Street called this meeting to order at 6:00 PM in the Walpole Town Hall with four people in attendance.
These are unapproved Minutes.

PUBLIC BUSINESS:
BANDSTAND / GAZEBO – Stuart Bailey: Mr. Bailey presented a check in the amount of $10,000 to the Selectboard to keep the bandstand / gazebo maintained. Since the signs are out front there have not been as many problems. Mr. Street thanked Mr. Bailey and advised that the Selectboard will set it up as a Trust Fund. Mr. Bailey pointed out that he gave the Bandstand / Gazebo to the Town to be used by anybody in the Town for events. If there were private events a fee would be charged. He wanted people / groups to use it for weddings, graduations, etc. On occasion people have sent him pictures of their events.

ZONING BOARD OF ADJUSTMENT – Myra Mansouri: Mrs. Mansouri reported that, following the Selectboard meeting last week when she discussed this enforcement issue, the Zoning Board of Adjustment (ZBA) met last night when the members voted unanimously that a formal letter be submitted to the Selectboard for action on the property owned by Wellstone Associates, LLC. She read the letter for the record. Mr. Street advised that the Selectboard will accept this as an action item. Mrs. Mansouri noted that the ZBA wants to know what the Selectboard will do about this matter.

RECESS SELECTBOARD MEETING:
Mr. Dalessio moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mr. Street. With all in favor, the motion was approved.
The regular Selectboard meeting resumed at 6:55 PM.

ACCOUNTS PAYABLE:
Mr. Dalessio moved to approve the Accounts Payable check register and manifest for checks dated August 22, 2014, in the amount of $57,692.86. Seconded by Mr. Street. With all in favor, the motion was approved.

PAYROLL:
Mr. Dalessio moved to approve the payroll voucher for the week ending August 16, 2014, for checks dated August 22, 2014, in the amount of $23,310.45. Seconded by Mr. Street. With all in favor, the motion was approved.
Mr. Dalessio moved to approve the electronic transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $5,059.22, for checks dated August 22, 2014. Seconded by Mr. Street. With all in favor, the motion was approved.

SELECTBOARD MEETING MINUTES:
SELECTBOARD MEETING – August 14, 2014: Mr. Dalessio moved to approve the Minutes of the Selectboard meeting of August 14, 2014, as submitted. Seconded by Mr. Street. With all in favor, the Minutes were approved.

NON-PUBLIC SELECTBOARD SESSION – August 14, 2014: Mr. Dalessio moved to approve the Minutes of the Non-Public Selectboard Session of August 14, 2014, as submitted. The Minutes will remain sealed. Seconded by Mr. Street. With all in favor, the Minutes were approved.

OLD BUSINESS:
MS-4 REVIEW: Mrs. Clough worked on the MS-4 report. They use the State approved MS-6 and up-date it to state what the Town thinks the revenue projection will be by December 31st. It requires detail. She displayed her spreadsheet and explained the figures that were reviewed by the Selectboard. Mrs. Clough was asked to contact the Auditors to request that they attend the next Selectboard meeting that will begin at 5:30 PM prior to their regular meeting that begins at 6:00 PM.

NON-PUBLIC SESSION:
Mr. Dalessio moved to enter into a Non-Public Session pursuant to RSA 91-A:3 II to discuss (a) Personnel, (b) Hiring and (e) Pending Claims or Litigation. Mr. Street seconded the motion and, on a roll call vote with all in favor, the motion was approved at 7:16 PM.
The regular Selectboard meeting resumed at 7:40 PM. No announcements were made.

OLD BUSINESS (Continued):
Avitar Mapping: Mrs. Clough will have either Mrs. Edkins or Mrs. Heleen compare the new maps to the old maps to check for discrepancies next week.

Preliminary Audit Report: Mr. Dalessio recommended sending a copy to the Trustees and to Mr. Boas to review. Mrs. Clough is going to ask the Auditors for a copy of their reconciliation.

Heating Oil: Mr. Dalessio moved to accept the Allen Brothers contract for heating oil and to have the Chair sign the document. Seconded by Mr. Street. With all in favor, the motion was approved.

Electricity: Mrs. Teague will be asked to attend the next regular meeting to discuss electric rates and which company the Fall Mountain Regional School District is locked into.

Department Heads: Mrs. Clough reported that the Department Heads met with her today. They are tentatively planning to attend the September 4th Selectboard meeting. The Department Head’s next meeting will be held on the last Thursday of the month.

ADJOURNMENT: Mr. Dalessio moved to adjourn this meeting. Seconded by Mr. Street. With all in favor, the motion was approved at 7:59 PM.

Did You Know? – 9/3/14

From FMRHS:

For the safety of everyone attending our high school daily, the week before students returned to FMRHS, the NH State Police Troop C from Keene utilized our high school for 20 hours (over three days) to conduct intruder training.

Did you Know?:

  1. At the conclusion of needs assessment last year it was decided our high school will focus on mathematics, writing, citizenship and communication this year.
  2. There will be a college fair at FMRHS on Tuesday, September 16th from 12:45PM to 1:45PM. This is an excellent opportunity for our students to speak with admissions counselors, ask questions, and get literature.
  3. During the first week of school all incoming freshmen signed a banner “Committed to Graduate in 2018”. This banner is now proudly displayed in the cafeteria along with the Sophomores’, Junior’s and Seniors’.

Distant Hill Gardens in Walpole will be hosting an ‘Open Garden Saturday’, September 6, from 9am to 4pm. The highlight of the day takes place from 10am to noon, with a very special talk given by author, artist, and Walpole resident David Howell. David was both a USGS research geologist and professor of Earth Sciences at Stanford University. He will be discussing The Glaciation and Ice Ages of New England.

The talk will touch on some of the important and relevant climate related questions of the day, such as how we measure past temperatures and greenhouse gases, and if the climate of today is typical of the long-term climate history of the Earth.

David will also discuss why glaciers wax and wane, the features formed by glaciers, the global consequences of glaciation, and the formation of glacial Lake Hitchcock which formed in the Connecticut River valley.

The venue for the talk will be the impressive thirty foot diameter Stone Circle at Distant Hill Gardens. It is a perfect spot to think about the larger geological picture and how glaciers fit into it.

DON’T MISS THIS ONE OF A KIND EVENT AT DISTANT HILL!

You might consider attending even If you don’t think you have an interest in geology. David has a way of making the science interesting to everyone, both expert and novice alike.

A large ‘Stretched Pebble’ at Distant Hill Gardens.

And be sure to check out the uncommon outcroppings of Stretched Pebbles found at Distant Hill Gardens. Stretched pebbles are formed from a specific combination of pressure, heat, and a linear movement of the earths sub-surface. Usually miles below the surface, these unique geological features rarely make their way up to the see the light of day. A real geological treat!

Join us for the glaciation talk from 10am to noon, or come anytime between 9am and 4pm, and walk the garden paths, stroll the quaking cranberry bog boardwalk, inspect the many whimsical metal sculptures found throughout the gardens, or let the kids explore the nature-play area
called ‘White-Rock Woods’.

There is a suggested $5.00 donation which includes entry to the gardens and the geology talk. All proceeds will be put toward the building of the Accessible Trail already under construction at Distant Hill Gardens.

  • Bring your HOMEMADE PIE to the Orchard on Sunday, September 21st between 9:30 and 11 AM for judging & prizes. Adult and Kid’s category. (Kid’s12 years old and under) No pre-registration necessary!

Alyson’s Orchard will host their annual Apple Festival and old-fashioned Apple Pie Competition on Sunday, September 21st, complete with local judges, ribbons, and prizes.  Other events will include a cider making demonstration, music, PYO apples and tractor wagon rides, as well as face painting.

Starting at noon, the public will be able to taste too – apple & fruit wines, cider, ice cream, and apples.

For lunch (11AM – 3PM,) savory BBQ from the Pit Stop Smokehouse in Westmoreland, along with Ice Cream from Carol’s Scoop Shop, will be available for purchase. Don’t miss Alyson’s Farm Stand filled with fresh Apple Pies, Chicken Pot Pies & local products.

Farmers Market – 8/29/14

Fair warning to you all.  When I saw that there would be cannolis this week, I made my plans to get there early.  No fair pushing others to the ground though. – Lil

Good Morning, the weather forecast is perfect perfect, kids are back in school, and there will be melons at the Walpole Farmers Market. Melons and other bounty of fresh locally grown produce. There will be meats, breads, and cheeses all locally raised and produced. Vermont Cannoli will be joining us and so will local singers The Solar Sisters.

You can come get a snack visit with our vendors, let your kids play, make some great purchases for your weekend meal, and enjoy the late afternoon on the Walpole Town Common.
