Selectboard Meeting Minutes – 5/6/21

Selectboard Present:​Cheryl Mayberry (Chair); Steven Dalessio; Peggy Pschirrer

CALL TO ORDER:  Ms. Mayberry, Chair of the Walpole Selectboard, called this meeting via Zoom to order at 6:32 PM.  The Selectboard members are in three separate locations.  Also attending this meeting is Mrs. Sarah Downing, Manager of Administration, in the Walpole Town Hall and Mrs. Regina Borden, Recording Secretary, by telephone at a separate location.  This meeting was being recorded.  There were four members of the public in attendance; Mr. Ray Boas, Mrs. Lil DeCoste, Mr. Jody Spivey, Mrs. Cheryl Watson.

Ms. Mayberry called for a voice roll call of the Selectboard present: Steven Dalessio was present; Peggy Pschirrer was present and Cheryl Mayberry was present. This meeting will be in accordance with Virtual Meetings, Emergency Order #12, which has been effective since March 2020.

OLD BUSINESS:

Granite Curbing Donation for Elm Street: Mr. Boas advised at the last Selectboard meeting a decision was made that there would be no curbing. The decision was based on inaccurate figures. He spoke to an engineer at Pike Industries who has experience with granite curbing and gave him a figure of $20/foot. He was given some contacts and started working with them. Based on what he learned he asked Mr. Dalessio to call him. Mr. Dalessio made it clear he was not speaking for the Town but as a liaison for this project. They talked about curbing being tilted at a 45-degree angle to make it easier plus provide for an extra level of protection for the snowplows. The contractor wants a minimum of 800/feet because that is what they can install in one day. The next thing they talked about is that curbing should be the entire length of the Common on Elm Street. This is not a problem. There was a discrepancy when he looked at the tax maps. The church down to the end of the Common is 515/feet. Curbing already exists in front of the Church; there are four driveway cuts plus two current drains and there will be two additional drains deducted from the 515/feet. To get the good price of 800/feet it would be ideal to do Washington Street. From the telephone company down to Middle Street is 429/feet. They are at about 800 and 900 feet to enhance and improve the outside of the road on both Elm Street and Washington Street. The other side of the road would not be done at this time. They talked about is not being budgeted. He talked to neighbors who are interested in assisting. In 2015 he committed to his frontage and the front of the Church, 192 feet. He is also now going to commit to paying for curbing by the Congregational Church and parsonage. He is passionate about getting this done so he is willing to commit to the project itself. He would like to get a copy of the field maps, get an engineer to map it and coordinate it with everyone. This is a little different than where they ended last week. The price is much less, they can cover both sides of the Common for the good of the community and he is making the commitment.

Ms. Mayberry thanked Mr. Boas and, on behalf of the Selectboard, appreciates all the work he has done. They appreciate his offer to pay for something that will be in the Highway Right-of-Way which is the Town’s responsibility. However, at this time they are not going to move forward with the granite installation. She asked if anyone wanted to add anything to this statement. Ms. Mayberry wanted to hear his presentation but it does not set a good precedent for the Town to do a certain area. Mrs. Pschirrer knows Mr. Boas is passionate about this and has wanted it for a number of years. The Selectboard represents the entire Town and there are a number of people who have other feelings about it. People have stopped her to thank her for not moving forward with the curbing project. It benefits one neighborhood and just a few individuals. It sets a precedent. Some people cannot afford projects such as this one. Mr. Boas thinks those comments are short-sighted; they do benefit the community around the Common. He sees people here all the time. Mr. Dalessio asked what they tell the people of Drewsville and North Walpole who cannot afford to improve their Common areas. Mr. Boas asked if there is a request to do work there. Mr. Dalessio replied there are always requests to do work for the community. Mr. Boas said he has always been concerned about the perception. He does not see what the problem is in making it better. Ms. Mayberry asked if there were any other comments. There were none.

Whipple Hill Road re: OHRV Signage Request: Ms. Mayberry pointed out that several signs were put up previously. This is a Class VI (6) road. Mr. Spivey stated Off Road Recreational Vehicles (OHRV) have always been an issue here. He referenced Selectboard meeting minutes from May 21, 2020. There has been a lot of discussion. He does not know why a Class VI road is different than any other roads when it comes to OHRVs. Ms. Mayberry asked what kind of signage he thinks would lessen the OHRV traffic on Whipple Hill Road. Mr. Spivey stated that people ignore signage all the time but in terms of enforcement, the signage would help. Ms. Mayberry asked if that is the decision of Fish and Game. Mr. Spivey stated that enforcement was opened up to the local Police Department, State Police and Fish & Game. They are now all in the “mix”. Signage is not going to stop everyone but will stop a small percentage. Mr. Spivey mentioned his letter to the Selectboard dated April 13, 2021. Ms. Mayberry asked what he feels the signs should state to be useful. Mrs. Pschirrer noted Class VI roads are public roads; the Selectboard, as the Town, control those roads. They have not forbidden OHRVs from traveling on those roads but have given permission to snowmobiles to use those roads. In 2006 NH Legislation changed. Since they have not expressly denied them at this point, it is a public road and they are public vehicles. They are allowed to travel those roads to get to trails. If they want to change that, they have to go to Town Meeting. Mr. Spivey disagrees with that statement. Mrs. Pschirrer and Mr. Dalessio attended an Attorney Buckley webinar today. The Selectboard has the right to permit or forbid OHRVs from traveling on Class VI roads. Mr. Spivey asked what their next step is. Mrs. Pschirrer felt at this point they are not putting up any signs. The Town does not maintain these Class VI roads. Mr. Spivey agreed he did sign the waiver when he wanted to build on a Class VI road but OHRVs damage his road all the time. He will continue to call the local Police Department, State Police and/or Fish & Game. Mrs. Pschirrer mentioned that Mr. Spivey could get a petition together to request the Town have a public hearing to determine if OHRVs can use a Class VI road. Mr. Spivey had been referencing RSA 215:A. Ms. Mayberry stated they will review the RSA before making a determination. Mr. Spivey said they have been talking about this for about a year. Mr. Dalessio also heard at the webinar that OHRVs are permitted on Class VI roads unless expressively prohibited by the Town. Mrs. Pschirrer read a section of the 2021 Chapter 6 “A Hard Road to Travel” (page 219). Mr. Spivey said the Town is not compliant. Since 2006 this Town has not regulated OHRVs or snowmobiles. Mrs. Pschirrer stated they cannot resolve this issue tonight. They can argue back-and-forth or agree to disagree. The Selectboard has to move forward with other business on their agenda. Mr. Spivey congratulated Ms. Mayberry as the new Chair. He is asking this Selectboard to support them once-in-a-while. The issue is still unresolved. Ms. Mayberry felt they will benefit from having both Mrs. Pschirrer and Mr. Dalessio attend the webinar today. Mr. Spivey recommended the Selectboard go back and reread the minutes and regulations; there is a lot of information out there and he has every bit of it. They are asking for fairness.

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to accept the Accounts Payable Check Register in the total amount of $129,803.76 for checks issued May 7, 2021.  This includes a payment in the amount of $68,563.12 to the Village of Bellows Falls for the sewer bond and usage for Quarter 1.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

PAYROLL:

Mrs. Pschirrer moved to accept the Payroll Check Register for the week ending May 1, 2021, in the amount of $29,547.34 for checks dated May 07, 2021, and for the 941 Payroll Tax Transfer in the amount of $5,534.49.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

NON-PUBLIC SELECTBOARD SESSION MINUTES – April 29, 2021:  Mrs. Pschirrer moved to accept the Minutes of the Non-Public Selectboard Session of April 29, 2021, as submitted.  These Minutes will remain sealed.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the Minutes were approved.

COMMITTEE REPORTS:

OLD BUSINESS:

Vilas Bridge – Letter to US Senator Shaheen: The Selectboard acknowledged receipt of A Congressionally Direction Spending Item Request Form from US Senator Shaheen’s office. It is for removal of the wastewater line from the Vilas Bridge. This form is due Friday, May 21, 2021. It needs two letters of support. Mr. Dalessio will call Mr. Mark Houghton tomorrow morning to see where he is on this project. Suggestions for the letters of support were Southwest Region Planning Commission and North Walpole Village Board of Commissioners.

Mrs. Pschirrer moved to sign and mail the letter to US Senator Shaheen.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.   

Executive Councilor Warmington – Rescheduling Walk in Walpole: Executive Councilor Warmington is seeking 3-or-4 days in June and July when the Selectboard is available as a starting point for the Walk in Walpole. Mr. Dalessio said the week of July 19th would be good for him. That week looks good for Mrs. Pschirrer and Ms. Mayberry as well. Mrs. Downing was asked to see if Executive Councilor Warmington is available that week.

TrueNorth Networks New Quote for Office 365 Email: Ms. Mayberry reported they had talked about migrating some departments to cut the cost down. Moving six people to M365 Business Standard and leaving the remainder on M465 Business Basic would result in cutting the hours down from 80 to 16 hours at a reduced cost of $3,224.00. Mr. Dalessio suggested they approve this conditionally and he will discuss it with TrueNorth Networks.

Mrs. Pschirrer moved to conditionally approve the TrueNorthNetworks quote for Office 365 email pending Mr. Dalessio following-up with TrueNorth Networks.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.      

Huntington Lane Sewer Easement: This was sent to the Selectboard from Mr. Mark Houghton on April 22nd, 2021.

Mrs. Pschirrer moved to approve and sign the Huntington Lane Sewer Easement.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved. 

Brownfields Project Update: Mrs. Pschirrer reported the Department of Environmental Services (DES) was holding up the Request for Proposals (RFP) because they did not get to it,but it has now gone out. If all goes well, there will be a meeting here on Thursday, May 13th for people to look at the property. On July 6th there will be a Public Meeting to address the Brownfields Project. All abutters will be notified. It will have to be a Zoom meeting. They have a very tight budget. To bring all the contractors, Ransom Consulting, the DES and everybody else back, by the time they pay their fees, it would be over $1,000. She is not willing to spend all that money when it can all be done by Zoom. They are still asking people to begin work in July because they know this project will last about three months. They will probably be working into September and possibly into October. It has to be completed this year because the grant runs out next year.

Pending Further Actions: Tax Deeded Property Sale, Mill Pond Dam Inspection, Vilas Bridge, Generators

Reservoir Dam: Mr. Dalessio advised that DES is repeatedly asking for more information before they classify this dam. They tried to classify it as a “Significant Hazard” rather than a “High Hazard”. The last piece of information they would like is a field survey of what is the height from ground level to the first floor of the houses that could be affected by failure or over-topping of the dam. If they hire Fuss & O’Neill to do this it will cost more money. Today he asked the engineer at Fuss & O’Neill what ifthey just said let’s do the work as if it was a High Hazard Dam. He did not know how DES would react to that. The engineer will put everything together and then Mr. Dalessio will call a meeting of all the stakeholders. We have to make some decisions. He is afraid this will start to happen on Mill Pond Dam as well.

Houghton Brook Bridge: Mr. Dalessio said this is moving along just fine. A purchase order will need to be signed next week to start the work.

Arborist Evaluation of Trees on Common: Mrs. Downing will be calling arborists next week.

Boston Post Cane: They will need to advertise for the oldest citizen. Mr. Dalessio noted that it be posted on the Clarion and Walpolean. He would like to see this taken care in August at the latest.

NEW BUSINESS:

Parking and Dog Fines re: Appeal Process: Mrs. Pschirrer advised that Police Chief Sanctuary asked if there is an appeal process for parking and dog fines. About the same time the Town got a fine from someone who had not licensed their dog. She has not been able to discover through any RSAs or other regulations in the State that there is an appeal process for dogs. Dog fines are usually paid to the Town Clerk; there is an RSA that speaks to a certain portion of the fine. Mr. Dalessio will talk to the Town Clerk about this. They could always take something like this to the court if they wished to do so. As for parking fines, there is information available. If someone is given a summons for a traffic violation, a court date is usually on thesummons. Mrs. Pschirrer mentioned the Police Department wants to know about an appeal process as they are about to startissuing parking and dog fines. Based on a suggestion by Mr. Dalessio, Mrs. Pschirrer will research the warrant on revolving funds.

Walpole School Request re: Town Pool: Ms. Mayberry reported that the Walpole School has requested using the town pool for the 8th grade on June 16th, 2021, for a party. About 50 people would be present. Mrs. Pschirrer mentioned this request came from Assistant Principal Cassarino to the Recreation Director Mr. Harlow.

Mrs.  Pschirrer moved to approve the request that the Walpole School 8th grade class can use the Town Pool on Wednesday, June 16th.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.    

Skating at Westminster Street Sports Field: Mrs. Pschirrer advised that St. John’s Church would like to sponsor skating at the Westminster Street Sports Field located next to the Church. An individual will come up with some of the funds. At one time there was a tradition to have skating there. Mr. Harlow did a good deal of research but wants approval to talk to St. John’s about what he would do to pursue this. This property is owned by the Town. Ms. Mayberry noted maintenance is an issue. Mr. Dalessio recommended Mr. Harlow talk to Mr. Mark Houghton about this as the Fire Department was involved in getting the area ready for skating.

Library Request for Town Hall Space: Ms. Mayberry reported the Library has requested Town Hall space for a wildlife presentation with animals for late June or early July. This is an annual, popular program. She expressed some concern about this being indoors. Mrs. Pschirrer noted the Library Board meets next week when she will get more information. Mr. Dalessio would try to move it into July due to on-going projects in the downtown area. There was a consensus to table this request until after Mrs. Pschirrer receives more information on the event.

Big Brothers Big Sisters of NH Thank You: The Selectboardacknowledged receipt of a Thank You for the annual donationfrom the Big Brothers Big Sisters of NH.

Mrs. Pschirrer moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved at 7:56 PM.

The regular Selectboard meeting resumed at 8:02 PM.

NON-PUBLIC SELECTBOARD SESSION #2:

Mr. Dalessio moved to enter into a Non-Public Selectboard #2 meeting pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mrs. Pschirrer.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mr. Dalessio, Mrs. Pschirrer and Ms. Mayberry in favor, the motion was approved at 8:03 PM.

COVID by the Numbers—May 9 Edition

Okay, so I missed the report last week.  I’m wondering if all of you are as tired of reading these numbers as I am compiling them.  

I think that after this week, my reports will be more occasional.   As you know, the Governor has dropped the “Safer at Home” mandates, and now individual businesses are urged to follow CDC guidelines, but there is no longer a mandate that they do so.  A number of towns still have their own mask mandates.  Keene is one of them.  Vermont continues to have a statewide mask mandate.  Travel restrictions have eased, and many of us are looking forward to travelling a bit more this summer.

The really good news is that overall, the numbers in New Hampshire are continuing to decline.

Statewide, the seven day average of reported cases per 100,000, was 23.8 as of Sunday the 25th. On May 1, that number was down to 17.4, and today, the state is down to 14.1.  The number of reported currently active cases in the state was 2,960 on April 25.  That number fell to 2,459on May 1, and is now down to 1,577.  Hospitalizations in the state declined from 91 on April 25, to 84 on May 1, and declined further to 74 as of this writing.   There were 6 new deaths in the state this week, down from 13 last week.

In Cheshire County, the news is not so good.  The county average of reported cases was 18.0 on April 25.  The county average dropped to 16.0 as of May 1, but it is back up to 18.2 this week.  This puts us back up to the second highest rate in the state, behind only Coos County, which is at 19.5.  There were new deaths in Cheshire County since April 25, but there were 2 new hospitalizations this week.  Current active reported cases in the county were 128 on April 25.  That number went down to  111 on May 1, and bounced a little to 112 currently.

In Walpole, there remain 1-4 reported active cases in town.  We seem to be reporting 1 new case every 3 days or so.  On April 25, we had a cumulative total of 137 reported cases in Walpole since the start of the pandemic.  As of this writing, that total is up to 141.

Please continue to take good care of yourselves and each other.  Remember that even when fully vaccinated, there is a small chance that you might contract COVID, and if so, you could pass it on to others, especially if you have an asymptomatic case.

Thank you to every single person in this town for all your efforts these past 14 extraordinary months to keep COVID under control, to help each other, and to keep each other safe.

Wear your mask when you cannot distance, keep your distance when not wearing your mask, enjoy being outdoors, wash your hands, and keep well.

Selectboard Meeting Minutes – 3/29/21

Selectboard Present:      Cheryl Mayberry; Steven Dalessio; Peggy Pschirrer

CALL TO ORDER:  Ms. Mayberry, Chair of the Walpole Selectboard, called this meeting via Zoom to order at 6:30 PM.  The Selectboard members are in three separate locations.  Also attending this meeting is Mrs. Jodi Daigle, Water & Sewer Clerk and Administrative Assistant via the internet and Mrs. Regina Borden, Recording Secretary, by telephone at a separate location.  This meeting was being recorded.  There were several members of the public in attendance:  Representatives Lucy Weber, Michael Abbott, and Paul Berch along with Ray Boas, Jody Spivey, and Jim MacLean.

Ms. Mayberry called for a voice roll call of the Selectboard present:  Steven Dalessio was present; Peggy Pschirrer was present and Cheryl Mayberry was present.  This meeting will be in accordance with Virtual Meetings, Emergency Order #12, which has been effective since March 2020.

PUBLIC BUSINESS:

VILAS BRIDGE:  Ms. Mayberry introduced Representative Lucy Weber, Michael Abbott and Paul Berch who are present to discuss the Vilas Bridge.  Representative Weber had received the letter and packet of information previously discussed between the Town of Rockingham/Village of Bellows Falls and the Town of Walpole. She advised where the bill stands now.  The three of them cannot file any more bills until September of next year because the next budget is already in the process.  This budget has passed the NH House and is sitting in the Senate which is why talking to Senator Jay Kahn is helpful.  However, the Vilas Bridge will not go into the regular budget. It would be in the Capital Budget for long-term improvements. The likelihood that anything is going to get added to the Capital Budget is very slim because they currently have a majority that is very determined to reduce rather than enhance income strings. The mantra is no new taxes and that means getting rid of taxes we have now.  It is unlikely there is any new available income and this project is slated way out on the Ten Year Plan.  The likelihood of moving the Vilas Bridge up is very slim.  Here is the reason why.  They state in their letter that the Westminster Bridge was recreated in 1989 by the same means we are asking to move it through the legislative process.  It takes commitment and determination.  She fully agrees with the frustration of the neglected part of it.  They need to remember they have four representatives; none of whom were invited to the first meeting when they could have explained this to begin with.  That is 1% of the House; the House has 399 members. They would have to get 200 of them to vote for this project.  Every one of the other 395 members would have equal projects they are passionate about.  Getting them to work for this project is really difficult and in a time of declining revenues that makes it even more difficult.  She will go back to a little bit of history when past representatives filed a number of bills and at that time the Selectboard did not elect to follow up on them. It is not for lack of trying.  She thinks a legislative solution is just realistically not very likely. Until recently, the top priority of everybody she talked to in Town was getting Route 12 fixed from North Walpole up to Charlestown plus it was a higher priority when they went to the Governor and Council meetings.  She does think it is excellent that Executive Councilor Cinde Warmington was going to come tomorrow because she is involved in this process and can be helpful.  Unfortunately she had to postpone her visit.  Representative Weber would like to be involved when she is able to come.  Councilor Warmington has seen the bridge.  This is where they are on the NH side of things.  Since she got the letter, the Federal side of things might be more hopeful although she does not know yet.  The first thing she did was contact Will Pierson who works for Cheshire County.  He was hired specifically to help the county and help them through the Federal programs that have been established as a result of the COVID stuff.  His response was he had already talked with Ron Bouchard at the county level who had seen the Selectboard minutes from two weeks ago. They had determined the current programs available are for much smaller projects of about $300,000.  There is not anything out there right now that the Vilas Bridge qualifies for.  She also contacted the three delegations.  She heard from Congresswoman Annie Kuster’s staff and they confirmed what Will Pierson said about there might be a possibility going forward with the JOBS Act which has not yet passed Congress.  She urged them to work with Peter Welch on enhancing whatever value they can get from a two state solution.  She also heard back from Senator Hassan’s office. They have a telephone call set up with her, the Chief of Staff and Senator Kahn for tomorrow. She has not yet heard back from Senator Shaheen’s office.  That is basically where she is with this; she is glad to listen to people’s comments, requests, etc.  She thinks a legislative solution at this time is not likely but that does not mean they will stop pushing forward.  They have all attended the GASSETT meetings to present projects and will plan on continuing to do so.  Now that this is their highest priority, she can make this case.  The two other bridges make it very difficult to get us “bumped up” on the list.  She remembers the day this bridge was closed.  They need to overcome there are two other bridges are within three miles of each other.

Mr. Dalessio asked if the Vermont side of the river comes up with $11,000,000-or-$12,000,000 to do the repairs on the Bridge, would New Hampshire be willing to accept that money for the repairs. Representative Weber feels it would depend on how much NH would have to come up for their side.  If it is nothing, she does not see why they would not accept it.  Mr. Dalessio questioned if there was a different tact for Federal money; getting Federal funds to move the Walpole wastewater line off the Vilas Bridge.  Representative Weber said that is a whole other issue. She is glad he brought it up as she will start exploring that. Mrs. Pschirrer mentioned this was brought up with Councilwoman Kuster.  It could be an environmental disaster if the line were to break and discharge into the Connecticut River.  Representative Weber will bring up the wastewater line during the phone call tomorrow.  The wastewater line is a very important issue for everyone.  It will be a different pot of money.  She reminds people the Vilas Bridge is an historic bridge but the problem is that it is a concrete bridge and designed with materials that are not good for this environment. Keeping the sewer line on the forefront is important.  Mr. Dalessio pointed out the bridge might not be salvageable anymore. The cat walk underneath is no longer usable; it is unsafe.  There is a manhole on Green Street in North Walpole where they could connect.  The pump station needs to be up-graded; it is on life-support right now.  A new pump was ordered about a year ago but they still do not have a delivery date.  It is all part of the solution.

Representative Michael Abbott spoke about both states, NH and VT, would need to agree on funding for the Vilas Bridge repairs.  The biggest problem in terms of Walpole is removing the wastewater line from underneath the bridge and re-locating it. 

Representative Berch felt Mrs. Weber covered this issue very well.  He did not have anything new to add.  

Representative Weber does not want people to think she cannot put in a bill next year.  Next year is not a budget year.  They need to work toward the year after that.  There may be more funds in terms of the environment issues.  She will keep the Selectboard informed on developments.

Ms. Mayberry thanked Representatives Weber, Abbott and Berch for attending this meeting.                                      

Granite Curbing Donation for Elm Street:  Mr. Ray Boas did additional research on the granite curbing that brought some disappointment to him.  He wanted people to realize he has more tenure on the Common than anyone else.  A majority of the parking is in front of his house which is not a problem because it is closest to the Town Hall.  When there are additional vehicles on the street, they work their way south.  There is a form of dirt “bumper” level to prevent vehicles from parking on the grass.  Mr. Boas said they are coming up on six years since he first spoke about granite curbing.  Recently he discovered costs have gone up.  His wanting to move forward with this project was based on some bad information; being able to find somebody to do the work and the high cost of installation. He is still working on this.  Mr. Dalessio pointed out that they looked at the granite curbing in a number of different ways.  They are not sure they can get the other neighbors to buy into it so it would go all the way down the street.  If they were to pay for the installation, it would look like they were only benefiting a few people on the street.  Cost is the big factor; it was not included in the budget for this project.  The Selectboard talked about it a lot last week and they decided it is probably not the time to do it.  Mr. Boas is disappointed; something has to be done.  If the cost of installation was what he originally believed it would be, he would have gladly paid for it.  Mr. Dalessio said to do the whole street would cost $50,000-to-$60,000.  Mr. Dalessio will talk to Mr. Rau again about what they can do for improvements within the confines of the budget.  At this time granite curbing will not happen as a part of this project.     

Mr. Jim MacLean has been working for this Town for many years.  If they want to keep it looking like “country” then keep it natural.  Mr. Dalessio advised this project on the Common starts on Monday.  They have a lot to do in six weeks.  They will see what they can do to make it better for parking. 

Snowmobiles and Whipple Hill Road:  Ms. Mayberry thanked Mr. Spivey for his letter that was recently received.  On the advice of the Town attorney, they cannot discuss the letter at this time.    

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to accept the Accounts Payable Check Register in the total amount of $17,384.93 for checks issued April 30, 2021.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

PAYROLL:

Mrs. Pschirrer moved to accept the Payroll Check Register for the week ending April 24, 2021, in the amount of $28,239.40 for checks dated April 30, 2021, and for the 941 Payroll Tax Transfer in the amount of $5,721.97.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

Permit No. 2021-18 – Map and Lot #008-015-001:  Mrs. Pschirrer moved to grant Building Permit No. 2021-18 for the owner(s) of Map and Lot #008-015-001 to construct a “2,240 sq. foot Home with Attached Garage”.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, motion was approved.

Permit No. 2021-19 – Map and Lot #002-005-000:  Mrs. Pschirrer moved to grant Building Permit No. 2021-19 for the owner(s) of Map and Lot #002-005-000 to build a “40’ x 30’ Steel Garage on a Concrete Pad”.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, motion was approved.

Permit No. 2021-20 – Map and Lot #012-011-000:  Mrs. Pschirrer moved to grant Building Permit No. 2021-20 for the owner(s) of Map and Lot #012-011-000 to construct a “50’ x 150’ Warehouse”.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  Mr. Dalessio asked Mrs. Daigle to put on this Building Permit that the plans were approved by the Planning Board on April 13, 2021.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, motion was approved.

Permit No. 2021-17 – Map and Lot #020-032-000:  Mrs. Pschirrer reported that last week the Selectboard voted to put this Building Permit “On-Hold” for clarification.  The owner(s) wanted to add a “10’ x 12’ Screened House”.  Mrs. Daigle spoke to the owner.  This has now been taken care of as the owner will eventually work to build a new entry way, attached to the house that is under 100 square feet.

NOTICE OF INTENT TO CUT WOOD OR TIMBER:

Map and Lot #005-011-000: Mrs. Pschirrer moved to approve the Notice of Intent to Cut Wood or Timber for the owner(s) of Map and Lot #005-011-000.  This lot is located off County Road; last year’s Notice of Intent to Cut Wood or Timber had no cut.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, motion was approved.  

OLD BUSINESS:

Letter to Executive Counselor Cinde Warmington:  Ms. Mayberry reported that Executive Counselor Cinde Warmington had to cancel her visit to Walpole that was scheduled for Friday, April 30th.  There was a consensus of the Selectboard to have Mrs. Pschirrer re-do one sentence in the letter and mail it to her rather than wait for her visit to Walpole. 

Mascoma Loan Documents for New Police Vehicle:  Mrs. Pschirrer moved to approve and sign the Mascoma Loan Documents for the new Police vehicle as it was approved by the Warrant Article at Town Meeting.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

Pre-Payments Procedure:  Mr. Dalessio reported that Mr. Kreissle had a conversation with his contact and most of the policy questions were answered.  Mr. Kreissle will meet with Mrs. Vicki Gohl on a one-on-one basis to work on the details.  It is very important that the Town Clerk/Tax Collector and Deputy Town Clerk/Tax Collector understand the intricacies of these transactions and what those impacts are.  Mrs. Pschirrer started looking at an RSA regarding a pre-payment of property taxes; the first sentence states it be approved by a vote on a warrant at Town Meeting.  Mr. Dalessio noted the other RSA states “or by a vote of the Selectboard.”  Mrs. Pschirrer said there are two conflicting RSAs.  Mr. Dalessio will email an inquiry to the NH Municipal Association.       

Arborist Evaluation of Trees on Common:  Ms. Mayberry reported that Mrs. Downing reached out to several people.  Mr. Dalessio suggested getting a quote from ArborClimb.  Ms. Mayberry noted they will follow-up with Mrs. Downing next week.

Cannons on the Common Update:  Mrs. Daigle reported that one of the cannons did not come back today because of the rain.  Mr. Brad Nash was advised that both cannons would be back next week.  Mr. Dalessio asked Mrs. Daigle to send a note to Mr. Whit Aldrich to let him know that the cannons will be coming back next week.

Tax Deeded Property Sale, Mill Pond Dam Inspection, OHRV Signage Request for Whipple Hill Road

TrueNorth Networks Email Quote:  Mr. Dalessio sent out an email with an option.  We do have to migrate some things.  He explained possible changes for departments and emails.  The Police Department will have a secured line.  Mrs. Pschirrer thought Mr. Dalessio’s recommendations were fine.  They will get a quote and a time line before making a decision.

Houghton Brook Bridge:  Mr. Dalessio reported that the Houghton Brook Bridge is still being worked on between the Department of Environmental Services (DES) and Fuss & O’Neill. 

Reservoir Dam:  They all seem to agree it will be High Hazard.   They will make sure their model is accurate to support their decision.           

NEW BUSINESS:

2020 Total Equalized Valuations:  The Selectboard acknowledged receipt of the notification of the 2020 Total Equalized Valuations.  Ms. Mayberry pointed out it is up about $65,000,000.  It is $492,329,142 for 2020; up from $425,424,127 in 2019 for total assessed valuation.   Mr. Dalessio noted that is good news.  In 2020 the Town had a second set of apartments built, a Dollar General Store was built and home sales were higher.

National Grid Herbicide Notice:  Ms. Mayberry acknowledged receipt of the National Grid Herbicide Notice.  This is done annually for easement areas under electrical transmission lines.

Wantastiquet River Subcommittee:  The Wantastiquet Local River Subcommittee of the Connecticut River is seeking one more member from the Town of Walpole.  Mr. Dalessio requested that a copy of the letter be referred to the Conservation Commission.   

Anonymous Letter re: Barnett Hill Property:  The Selectboard acknowledged receipt of this anonymous letter regarding a complaint on a Barnett Hill property from the Zoning Board of Adjustment.  Mrs. Pschirrer did not see any discussion in the ZBA meeting minutes on this other than to send it to the Selectboard.  Mr. Dalessio stated they were hoping the ZBA would establish an ordinance to deal with properties such as this one, but they did not.  Mrs. Pschirrer noted this is a farm with lots of equipment.    Since it is an anonymous letter, there was a consensus to file it. 

Hooper Hill Hoppers Snowmobile Club Thank You Card:  A Thank You card for the landowner’s support was received from the Hooper Hill Hoppers Snowmobile Club.

NON-PUBLIC SELECTBOARD SESSION:

Mr. Dalessio moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mrs. Pschirrer.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mr. Dalessio, Mrs. Pschirrer and Ms. Mayberry In favor, the motion was approved at 7:40 PM.

MAP and LOTS #024-006-000, #024-009-000 and #024-039-000:  Mrs. Pschirrer moved to deny these Property Tax Abatements for the owner(s) of Map and Lot #024-006-000, #024-009-000 and #024-039-000 based on the recommendations of Avitar Associates.  This is due to the lack of evidence as to comparative market values.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

MAP and LOT #025-010-000:  Mrs. Pschirrer moved to grant the Veterans’ Credit to the owner(s) of Map and Lot #025-010-000.  This Veteran had over 90 days of active service during a time of conflict and was honorably discharged.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

BUILDING PERMIT:

Permit #2021-17 – MAP and LOT #020-032-000:  Mrs. Pschirrer moved to grant Building Permit No. 2021-17 for the owner(s) of Map and Lot #020-032-000 to add a “10’ x 12’ screened house”.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  Mr. Dalessio felt there needs to be clarification as to whether or not there are one or two buildings.  Mrs. Pschirrer found the map difficult to read.   Mrs. Pschirrer amended the motion to put a “hold” on this Building Permit pending clarification as to whether or not there are one or two buildings on the map.  Amendment seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any additional discussion.  There was none.  On a voice roll call vote with Mr. Dalessio, Mrs. Pschirrer and Ms. Mayberry in favor, the Amendment and the original motion were approved.  

OLD BUSINESS:

Tax Pre-Payments Procedure:  Mr. Dalessio met with the Town Clerk-Tax Collector and the Deputy Town Clerk-Tax Collector about the Tax Pre-Payments Procedure and he gave them an outline to follow which they did.  The Selectboard should be seeing a revised procedure.  It will be on the Agenda for the next meeting.  Ms. Mayberry pointed out that before they say “yes” they need to be sure it is approved by Mr. Rich Kreissle so he needs to get all documents as required by the auditors.  He had a lot of good questions about the procedures.   

Pending Further Actions:

Tax Deeded Property Sale, Mill Pond Dam Inspection, Reservoir Dam, OHRV Signage Request for Whipple Hill Road, Houghton Brook Bridge.

Vilas Bridge:  Ms. Mayberry advised that letters and packets were mailed out on the Vilas Bridge.  Mrs. Pschirrer felt another letter should be given to the Executive Counselor Cinde Warmington.  Mr. Dalessio and Ms. Mayberry gave Mrs. Pschirrer permission to write another letter so it can be handed to the Executive Counselor when she is here.

NEW BUSINESS:

Purchase Order for New Police Vehicle:  Mrs. Pschirrer moved to approve the Purchase Order for the new 2021 Ford Utility Police Interceptor Hybrid for $37,728.00 as it was approved by the voters at Town Meeting.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.       

Purchase Order for New Pool Water Meter:  Mrs. Pschirrer moved to approve the Purchase Order for the new Pool Water Meter as it was approved by the voters at Town Meeting.  E.E.Houghton would like to complete the project by mid-May. Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

TrueNorth Networks Email Quote: Mr. Dalessio spoke with TrueNorth and the quote is $14,000 for 80 hours/two weeks of labor. This is an all or nothing deal as it cannot be split up between the Selectboard Office and the Town Clerk-Tax Collector’s Office. It is a long and difficult process. Mr. Dalessio is working with TrueNorth. A possible solution is to delete as many email addresses as possible.

Recreation Revolving Fund Request:  Mrs. Pschirrer moved to approve the request from Kraig Harlow and the Recreation Committee to purchase an outdoor 21 ft. movie screen, a projector and a blower to help create outdoor summer movie nights for the community for a total cost of $4,780.00.  This will come out of their Revolving Fund.   They are working in collaboration with the Walpole Library who already has this permit.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved. 

Cemetery Deed Lot #D511:  Mrs. Pschirrer moved to approve the Cemetery Deed for Lot #D511.  Seconded by Mr. Dalessio.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

Cemetery Burials:  Mrs. Pschirrer reported that the Town of Walpole is responsible for the burial of three people who died in the Town because there are no families.  She is working with Reverend Malmberg and Mrs. Clough, Welfare Director, to get that done as soon as the ground is thawed out. 

NON-PUBLIC SELECTBOARD SESSION:

Mr. Dalessio moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mrs. Pschirrer.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mr. Dalessio, Mrs. Pschirrer and Ms. Mayberry in favor, the motion was approved at 7:03 PM.

The regular Selectboard meeting resumed at 7:18 PM.

Mr. Dalessio moved that the Minutes of the Non-Public Selectboard Session of April 22, 2021, will be sealed.  Seconded by Mrs. Pschirrer.  Ms. Mayberry asked if there was any discussion.  There was none.  On a voice roll call vote with Mr. Dalessio, Mrs. Pschirrer and Ms. Mayberry in favor, the motion was approved.
