COVID by the Numbers, December 7 edition.

Hello, everyone.  Reporting on COVID numbers is still tricky, as I keep waiting for DHHS to get caught up with their numbers, and they keep not getting caught up.  This means that the numbers for past days keep getting revised, so I am just using the numbers on the day they were reported, not on the day they were reassigned to.  My head hurts. 

Walpole has gone from 11 total cases to 18 total cases.  The good news is that active cases here have dropped from 8 to below 5.  How is it that we had 7 new cases reported this week, but do not still have at least active cases by the end of the week?  I’m thinking this is due to the lag times in reporting the active cases initially—by the time they are reported to DHHS, they are well on their way to recovery.  This is just a guess on my part, though.

In Cheshire County, there were 143 new cases reported last week, up from 127 the week before.  The county 7 day moving average of cases per 100,000 is at 36.6, up from 34.6 last week.

Statewide, the average daily number of cases per 100,000 is now up to 56.9. so we are now right at the average for the entire country.  Just six days ago, we were at 31.1.  Up until now, New Hampshire has always been well below the national average, so this figure is troubling.

Nationally, the average daily number of cases per 100,000 is at 57, up from 52 last week.

Current hospitalizations in NH are at 169, up from 146 as of my last report.

And sadly, 38 New Hampshire lives were lost last week, up from 18 the week before.

The bottom line is that there are more COVID positive cases than at any time up to now, and the indications are that the numbers will continue to rise until a significant portion of the population is vaccinated.  Bear in mind that even when the vaccine arrives, which it will do slowly, you need to receive two doses, and then it will be up to 28 days after the second dose for those vaccinated to develop full immunity.

CALL TO ORDER:  Mrs. Pschirrer, Chair of the Walpole Selectboard, called this meeting to order at 9:02 AM in the Walpole Town Hall.  She introduced Ms. Cheryl Mayberry and Mr. Steven Dalessio, the other two Selectboard members.  Mrs. Sarah Downing, Manager of Administration, and Mrs. Regina Borden, Recording Secretary, are also in attendance.  This meeting is being recorded.  There were no members of the public in attendance.

NON-PUBLIC SELECTBOARD SESSION:

Ms. Mayberry moved to enter into a Non-Public SelectboardSession pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  On a roll call voice vote with Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

The regular Selectboard meeting resumed at 10:10 AM.

Ms. Mayberry moved that the Minutes of the Non-Public Selectboard Session of November 25, 2020, will be sealed.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

There was no Accounts Payable Check Register this week as it was not a full week.

PAYROLL:

Mr. Dalessio moved to accept the Payroll Check Register for the week ending November 21, 2020, in the amount of $29,894.72 for checks issued November 27, 2020, and for the 941 Payroll Tax Transfer in the amount of $5,980.10.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

OLD BUSINESS:

ATV/Off Road Vehicles on Class V and VI Roads:  Mrs. Pschirrer announced that unfortunately Fish and Game Officer DeLisle cannot participate in the Selectboard meeting via Zoom.  He sent the Selectboard notes that can be distributed before the December 3rd meeting.  Mr. Lew Shelley plans to attend this meeting.  The Selectboard felt all interested parties should be sent notices although their questions/concerns should be directed to Fish and Game rather than the Town.   

Health Trust Return of Surplus:  The check from the Health Trust has arrived and was deposited.  This check represents the Member Group’s share of Health Trust’s FY2020 return of surplus.  Mr. Kreissle sent the Selectboard recommendations on the disbursement.  Ms. Mayberry agreed with the calculations as they looked fine. Mrs. Pschirrer and Mr. Dalessio agreed.       

Pending Further Actions:

Sewer Bond Fees:  Mr. Dalessio continues to work on the Sewer Bond Fees. 

Street Lights, Tax Deeded Property Sale, Houghton Brook Bridge Repair, Reservoir Dam Repairs, COVID-19 Travel Policy:   These agenda items will remain on the Pending Further Actions List.

NEW BUSINESS:

Terra-Map Mapping Services Agreement:  Mrs. Pschireer reported this agreement is with Avitar Associates of New England, Inc. and the renewal has gone up significantly in three years.  If they renew for multiple years, there is a discount.  The Town has two more years on the Avitar Assessing contract.  Mrs. Downing advised they get new maps once a year and the software is upgraded.  Mr. Dalessio noted it is important to keep the maps updated.  

Mr. Dalessio moved to approve the One (1) Year Standard Terra-Map Mapping Services Agreement in the amount of $4,942.00.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved. 

Cemetery Deed D523:  Ms. Mayberry moved to approve the Cemetery Deed for Lot D523.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

Thank You Card:  The Selectboard received a Thank You card from Diane and Tanya at the Savings Bank of Walpole.  It was for them to enjoy their holiday in these challenging times.  

Next Selectboard Meeting:  The next Selectboard Meeting will be held on Thursday, December 3, 2020, at 6:30 PM and will be a Zoom meeting.

Drewsville Christmas Tree Lighting:  Mr. Dalessio advised the Drewsville Christmas Tree Lighting will be on the Drewsville Common next Sunday about 4:30-to-5:00 PM.

North Walpole Park:  Ms. Mayberry reported the North Walpole Park will be holding their Christmas Tree Lighting on Saturday, November 28th.  

Farmers’ Market:  The Farmers’ Market was held last Saturday on the Village Common.  Mrs. Downing advised they had a nice day.  The Town Hall was open for bathroom access and there were no problems.

Can Vitamin D Help?

Ben Daviss suggested this post for The Walpolean. To be honest, my first thought was to say no thanks, I’m not into giving medical advice. Then I realized that I take Vitamin D and it’s not going to hurt anyone. So I pass on the information and you can make your own decision. – Lil

CAN VITAMIN D DEFEAT THE COVID VIRUS?

A small study by doctors at Reina Sofia University Hospital in Cordoba, Spain, indicates that taking vitamin D supplements might keep a person from catching the COVID virus or minimize its effects on those who already have it.

The physicians divided 76 newly hospitalized COVID patients into two groups. One group of 26 was given the usual cocktail of drugs used to treat COVID cases. The other group of 50 got the same cocktail plus a drug that raised vitamin D levels in the bloodstream.

Of the 26, 13 – 50 percent – wound up in intensive care; two died. Of the 50 whose vitamin D levels were boosted, only one went to the ICU and none died.

The experiment followed a Spanish study of 200 hospitalized COVID patients that found that more than 80 percent – more than 160 of the 200 – had vitamin D deficiencies when they were admitted to hospitals.

Vitamin D has long been known to fortify the immune system.

Researchers theorize that vitamin D impairs viruses’ ability to replicate as well as tamping down inflammation while stimulating a positive immune response.

The Spanish research team has called for wide-scale tests of vitamin D’s effectiveness as a COVID preventive and treatment.

COVID by the Numbers, November 29 Edition

Hello, everyone.  I’m a little late with the current report, but that is because the NH Department of Health and Human Services is a bit behind with their numbers, both because of the Thanksgiving holiday, and also because the numbers just keep on going up.

The good news is that Walpole still has only had 11 total cases, up 2 from last week, and now has 8 confirmed active cases.  That is pretty much the best news in a very mixed week.

In Cheshire County, there were 127 new cases this week. (DHHS still has not finished compiling the cases reported Saturday.)  That is up from 72 last week, and is four times the weekly total from the beginning of the month.

The 7 day moving average of cases per 100,000 in Cheshire County has gone from 3.0 at the beginning of the month to 18.0 last week, to 34.6 as of November 27.

Here is where the active cases are located:  Keene-87; Jaffrey-16; Rindge-15; Swanzey-11; Chesterfield-9; Winchester-9; Walpole-8.   Towns with 1-4 active cases:  Westmoreland, Hinsdale, Fitzwilliam, Troy, Marlborough, Nelson, Sullivan, Stoddard, and Surry.  Currently, seven towns have active cases:  Alstead, Marlow, Gilsum, Stoddard, Harrisville, Dublin, and Roxbury.  While some towns are actually doing better, the cases in Keene have doubled in a week.

The statewide number of new confirmed cases this week is actually down just a tad from last week, but then there are those still untabulated cases from Saturday, so let’s say the statewide moving average is stable at 2949 new cases, for a  daily average of 421.3.

Nationally, the number of cases per 100,000 has gone from 51 to 52, so that is slowing down.

The other troubling number for the state is that our hospitalizations have gone from 116 to 146, higher than at any other time.  

This next week will begin to show us the effects of Thanksgiving holiday travel on the numbers, so stay tuned.

We learned today that the NH House will NOT hold its Organization Day in person in the Whittemore Center on Wednesday. The session will still be held in person, but it will be held outdoors at UNH instead.  This is at least a step in the right direction, as it greatly lessens the chances of us being turned into disease vectors to be returned to all corners of the state, but it still begs the question what happens in January?  

I’ll be the one in the pale yellow parka, relatively near the back on the right-hand side as you face the podium.  I will be double masked, and I will step away from anyone approaching closer than six feet.  And I will be stepping away from other people when I get back to Walpole, too.

SUPPLEMENTAL TAX WARRANT:

MAP and LOT #007-021-001:  Mr. Dalessio moved to grant this Supplemental Tax Warrant in the amount of $70.00 for Map and Lot #007-021-001.  This is related to the above abatement with the new owners being taxed the $70.00.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

OLD BUSINESS:

Addendum Letter for Whitcomb Recreation Area Parking Lot Deed:  Mr. Dalessio moved to issue the letter from the Town of Walpole to the Fall Mountain Regional School Board with regards to the recording of the Whitcomb Recreation Area Lot with the deed.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

ATV/Off Road Vehicles on Class V and VI Roads:  Mrs. Pschirrer reported that Officer DeLisle has offered to meet with the Selectboard on December 3rd at 6:30 PM to talk about his role and ATV/Off Highway Recreational Vehicles (OHRVs) on Class V and VI roads.  He sent them some very good information and cited the RSAs that are pertinent.  This is relative to the Selectboard meeting last week when four people from the community came in as they were concerned about off road vehicles and what they perceive to be the Selectboardtelling them they could not use Class VI roads which was not the case.

Pending Further Actions:

Sewer Bond Fees:  Mr. Dalessio continues to work on the Sewer Bond fees as he wants to be sure the fees are high enough to cover the bonds.  He plans to have a Utilities Meeting on December 11th when the preliminary 2021 Budget Meeting is scheduled.  Mr. Mark Houghton will be there at 12:30 PM.

Town Street Lights, Tax Deeded Property Sale, Houghton Brook Bridge Repair, Reservoir Dam Repairs:  These agenda items will continue on the Pending list as they are work-in-progress.

NEW BUSINESS:

2020 Equalization Municipal Assessment Data Certificate: Mrs. Pschirrer acknowledged receipt of the 2020 Equalization Municipal Assessment Data Certificate from Avitar Associates that the Selectboard needs to sign.  She noted that recent property sales were higher than assessed values.   

Mr. Dalessio moved to approve and sign the 2020 Equalization Municipal Assessment Data Certificate.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

COVID-19 Travel Policy:  It was called to Mrs. Pschirrer’s attention that the COVID-19 Travel Policy for the State has changed and the Town of Walpole is not consistent with it.  The Selectboard reviewed the revisions.

Mr. Dalessio moved to re-write the COVID-19 Travel Policy to be in accordance with the new NH Division of Public Health Services General Travel and Quarantine Guidance.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.  

Town Hall re: External Use:  Mrs. Pschirrer reported that at 3:00 PM today the Governor announced that beginning tomorrow there is a state-wide mandate for people to wear masks.  The Town has had a mask requirement for the Walpole Town Hall.  The schools on November 30th will be going to remote learning until January 19th, 2021.  People’s anxiety levels are incredibly high.  She raised the issue about if they would allow only those people into the Town Hall who need to conduct business and have an appointment.  Mr. Dalessio does not have a problem with this except there are some meetings such as the Planning Board and Zoning Board who have time sensitive issues.  They could talk to the Zoning Board to see if they would be willing to postpone the Zoning Ordinance Amendment for a year relative to “Short Term Rentals”.  Mrs. Pschirrer asked if they would be willing to hold these meetings by Zoom. Mr. Dalessio noted there is opposition to this proposed amendment.  It is hard for people who do not have the capability to participate.  There are no big development projects at this time.  The Selectboard talked about making exceptions for these two meetings.  However, they made the decision to close Town Hall soon and all meetings will be by Zoom.  Mrs. Pschirrer pointed out that they need to notify all boards, committees, Tai Chi people and other groups that the Town Hall will be closed until possibly March 2021.  Mrs. Downing will reach out to two family groups who have traditionally held family holiday gatherings to tell them about the closing. However, she had not yet heard from either family this year.

Mr. Dalessio moved that effective Thursday, November 26, 2020, the Walpole Town Hall will be closed to the public for all events and meetings with the exception of Town Hall business when it will be necessary to make an appointment.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.             

RECESS SELECTBOARD MEETING:

Mr. Dalessio moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved at 7:02 PM.

Ms. Mayberry moved to enter into a Non-Public SelectboardSession pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mr. Dalessio.  Mrs. Pschirrerasked if there were any questions or comments.  There were none.  On a roll call vote with Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved at 7:05 PM.

The regular meeting resumed at 7:46 PM.

Ms. Mayberry moved that the Minutes of the Non-Public Selectboard Session of November 19, 2020, will be sealed.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
