Save the date!  On Saturday, March 26th at 10 AM the Walpole Community Garden will be hosting those interested in knowing more about this jewel of the community.  Join us at the Hooper Institute, 165 Prospect Hill Rd, across from the golf course.

Perhaps you are new to gardening or to organic gardening?  Perhaps you are downsizing from a large garden and would prefer a smaller plot?  Perhaps you are an ambitious gardener who needs a bit more space?  All gardening levels are welcome.  Our membership has a diverse background of growing experiences.  We love to share what we’ve learned with others and would love to learn what you have to share.  Perhaps this is the year for you to participate in this really fun and satisfying pursuit?

Come to tour our peaceful garden site, overlooking the Hooper Institute meadow and pond. Learn about our unique “no till” organic practices that continuously improve the garden soil and tilth.   See the heirloom apple orchard with its supportive plant guilds. Understand the expectations for membership, as there are communal chores that help the plants thrive.  Plan to bring lots of questions for our veteran gardeners.

New member sign-ups will take place at the Community Garden meeting.  We look forward to seeing your there! Membership dues are $20 per family.

Easter Egg Hunt – 3/26/16

Cubscout Pack 299 is hosting their Annual Easter Egg Hunt on the Historical Society lawn on Saturday March 26th. This is open to children ages infant thru grade 5. We have a special section just for the little kids. This event starts at 10:00 am and goes till all the eggs are found. Prizes are being donated by the Walpole Creamery and the Scoop Shop. Please bring a baskets and come look for eggs.

Remembering Walter

For those who are out and about in the early AM, you may remember Walter Curley, Red Sox fan par excellence.  His funeral was held on the Cape making it hard for most to attend.  Hats off to Burdick’s for making time available on March 29th for friends to share their memories.  I know Dave and I are going to do our best to be there to share in the event.

Present:  Gary Speed, Sharyn Tullar (alt.), Lewis Shelley, Tom Beaudry, Myra Mansouri (alt.), Alicia Flammia, and Whit Aldrich (SelectBoard representative)

Not Present:  Kelli Wilson, John Peska, Duncan Watson, and Peter Palmiotto (alt.)

Mr. Beaudry, chair, called the meeting to order at 7:30 PM.

Non-Public session: 

Ms. Mansouri and Ms. Tullar were seated to achieve quorum.

Minutes

Corrections to the minutes:  Roy Holman is correctly spelled Homan.  Ms. Wilson was present at the last meeting. Mr. Speed moved to accept the minutes for the February 1, 2016 meeting as corrected. Mr. Shelley seconded, and the motion passed with all in favor.

Treasury/Budget Report

As of February 29, 2016, the balance in the Conservation account is: $53,197.22 and in the Forestry account: $12,350.96. The Change of Use money has not yet been received.

Correspondence

  1. Annual Report of the Monadnock Conservancy
  2. Report of the NH Charitable Foundation. This includes the yearly check from the Robert P. Hubbard Trust of $9,128.91 which will be deposited to the Conservation account.

New Business

  1. Only 2 of the 4 members whose terms expire this year are present. Flammia would like to be recommended for another term as a full member. She will write a letter to the Selectboard expressing her interest.  Mr. Speed would like to step down as a full member and be considered for an alternate spot instead. Although Ms. Tullar’s membership is not expiring, she notified the Commission that she will be moving to the other side of the state.  This will open up a 1 year alternate spot.

Old Business

  1. There was evidence that Garland Lumber had begun work in the Water Co forest. The road was widened in a couple of spots and a landing spot was created.  However, the excavator that had been in evidence has been removed.  There are 3 piles of logs but they appear to be “pallet” grade per Mr. Speed. As the contract expires on 4/1/16, discussions will be held as to the next step if the harvest cannot be completed.
  2. Rhoades has been notified to begin marking the Hooper Forest but there is no evidence that it has yet to be done. Mr. Beaudry will continue to try to contact him.
  3. Shelley and Ms. Tullar toured the Academy Ravine to access how much it would take to make it viable again. Mr. Shelley stated that it would be best to bring back the old trail but that it would require much work and money. One idea would be to build a bridge to the monument and recreate the picnic area.  There is much debris in the stream that should be cleared out to avoid problems with future flooding.

Other

  1. Elaine Heleen has resigned as Conservation Commission Secretary. Regina Borden, former WCC secretary, has expressed interest in the position.  Mansouri moved to recommend to the Selectboard that Regina Borden be hired as the Secretary for the Walpole Conservation Commission.  Ms. Flammia seconded, and the motion passed with all in favor. Mr. Beaudry will ask to have this put on this week’s agenda for the Selectboard.
  2. Speed investigated a complaint in Old Drewsville of a horrendous smell and potential runoff from the biosolids placed on a field near the Cold River. DES had looked into this and found materials in improper places.  Once those materials were moved, it is now in compliance.
  3. There will be a conference on 4/9/16 in Alton put on by the Society for the Preservation of NH Forests. Shelley will be doing a presentation and has further information if anyone is interested.
  4. Beaudry express thanks for the services of Whit Aldrich, Sharyn Tullar, and Elaine Heleen which was echoed by all present.

Ms. Mansouri moved that the meeting be adjourned at 8:04pm.  Mr. Speed seconded, and the motion passed with all in favor.

The next meeting will be Monday, April 4, 2016.

Planning Board Meeting Minutes – 3/8/16

Meeting Opened: Mr. J. Miller, Chair, called the meeting to order at 7 pm.

Roll Call: One board members was absent so Mr. Miller asked Alternate Jeff White to sit in her place.

Minutes: Mr. Marcom made a motion to accept the February 2016 minutes as written. The motion was seconded by Mr. R. Miller and the Board unanimously agreed.

Old Business: Amend a Previous Site Plan: The change to the Site Plan of the Potato Barn, Map 24,  Lot  6, Commercial District, is to change the access road to the building by upgrading the current road known as Potato Barn Lane. The road will be widened by increasing its width from 16 feet to 24 feet. The entry point will be from Main Street.

Mr. R. Miller recused himself and Mr. Ed Potter took his place on the Board. Mr. Matt Blanc of Blanc and Bailey presented the plan. With him was Mr. Kevin Dunn of San Francisco who works for Mr. Steve Rudek, the owner of the Potato Barn.

Mr. Blanc explained large revisions to the driveway. The plans are to widen the road from 16 to 24 feet. There is a sizable swale on the upper side of the road and it will have a number of culverts and pipes that will be placed under the road for drainage.

When you get closer to the Potato Barn, trees were being taken down on the Main Street side of the property, which is where the driveway will go and along the wet side of the building. Here and on the south end is where parking is and where it was originally planned. However, there are fewer parking spaces. The driveway continues around the entire building.

This change was required by the Walpole Fire Department after access from Route 12 was denied by the state. Other than that, the building, which has been originally approved, will be 100 percent sprinkled, Blanc said. The use has changed so that on the upper level there will be four apartments. The lower level will be light manufacturing. Mr. Blanc said, “We’re not exactly positive about what’s going in there. We’ll come back when we have more information on that.”

Mr. Aldrich said he had seen that quite a few trees had been taken down up by Main Street. There is quite a stand of pine there, he said and then asked if they all going to come down?

Mr. Blanc said only the trees in jeopardy have been taken down – some were diseased, some had rot, and it’s been thinned out.

Mr. Dunn said that there was a lot of dead wood underneath that has been removed. Also, several trees that were leaning over or falling over the bridge have been taken out as well and the site has been cleaned up.

All the maples, except four, remain, Blanc said.

Mr. Dunn said that the dilapidated building that’s south of the bridge – all of the trees on that property are not on our property so we can’t take them out. He also mentioned children going in and out of the back door of that house and felt it was something that needs to be addressed

Mr. Dalessio didn’t know exactly where Mr. Dunn was talking about. Mr. Aldrich said it was the house on Homestead Avenue and it’s the house where a tree fell on the garage.

Mr. Dalessio said the owner did not live in Walpole and he’s paying his taxes. It would be difficult to ask him to tear it down.

A visitor asked about the driveway that goes down to the Potato Barn.

Mr. Blanc said he’s still talking with the engineer about that. It will be where the residential parking will be and there needs to be a 10-to-20 foot retaining wall above the bridge. It’s just for residential units that would park up there.  All the rest of the parking would be down below. It won’t be a road all the way down. It’s just for the apartments that will use the upper level.

The same visitor asked about the road  if it goes all around the building would it also go under the bridge. Mr. Blanc said yes.

Mr. Dalessio asked about how much the entrance had to be altered from the road.

Mr. Dunn said it’s not very visible from the road right now. It takes a little jog toward the inn. It has to be straightened out. It won’t change anything for Mr. Smith, who owns the abutting property, but it will be wider.

Mr. Dalessio suggested that they contact the Walpole Road Agent, who is new. His name is Mike Rau. It’s just a courtesy to make sure he know what you are doing.

Mr. J. Miller said that light manufacturing is a general statement. Do you know about inflow/outflow of traffic?

Mr. Blanc said that right now Mr. Rudek discussed a distillery and a commercial baking operation that wouldn’t have a “ton” of employees.

Miller said about 10 to 15. Blanc said probably.

Mr. Blanc said he would reassess the parking and come back after he has more direction on that.

Mr. Aldrich asked if it would be a Class 5 road. Mr. Dalessio stressed that it is a lane, meaning it is a private road and they have to maintain it.

Whenever you use the term lane, it is a private way, said Mr. J. Miller.

Mr. Blanc said he had four copies of the map. Mr. Dalessio said the Selectboard needed one. Mr. Blanc wanted one that was approved. One will go in with the file.

The Public Hearing was closed at 7:13 pm.

 

Since there was no other new business so the vote on the Public Hearing was take. Mr. Aldrich made a motion to accept the amended site plan as presented. Mr.  Potter seconded the motion. Mr. Miller asked if there was any discussion. There being none the entire Board voted unanimously to approve the amended plan.

Mr. Miller, speaking to Mr. Dalessio as Selectboard representative, said that he thought it was a good idea to accept the grant program.

The other members of the Board, not knowing what he was talking about, Mr. Dalessio explained.

Mr. Dalessio said for a sum of $2,500 the town would be able to accept and apply for grant money. The federal government gives the state money and the state divvies it up. But you have to apply for them and the application process is complicated. We could use the money to hire consultants to help get money for programs that would help us develop better site plans, or town zoning, etc. Mr. Miller said he would contact Lisa Murphy at Southwestern Regional Planning Commission.

Mr. Dalessio said that the North Walpole commissioners have taken back the building permit it gave to Mr. Gay to build a building in the Industrial District. Mr. Gay must get site plan approval from the Planning Board before it can go back to the North Walpole commissioners to get a building permit.

Mr. Perron asked if we are going to have a workshop meeting. One wasn’t planned but if after the Board goes into Executive Session, something might come out of that.

A motion to go into Executive Session was made by Mr. R. Miller and seconded by Mr. Marcom and then voted on by the Board.

It was voted on during the Executive Session to have workshop on March 22.

Mr. Aldrich suggested another topic for a workshop could be storage containers. He said Acworth was having a problem with them. Mr. Miller said he would add that to his list to ask SWRPC.

Mr. Aldrich made a motion to adjourn. The motion was seconded and approved by the Board.

It was also recommended that the Board get a copy of the North Walpole rules before the next meeting.

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:00 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were four people in attendance.

ACCOUNTS PAYABLE:

Mrs. Pschirrer moved to approve the Accounts Payable check register in the amount of $43,408.41 for checks dated February 26, 2016.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

PAYROLL:

Wilbur, 1430 County Road, Map & Lot #003-036-001:  Mrs. Pschirrer moved to approve the Abatement Recommendation of Avitar Associates to deny the request of Mr. Wilbur to reduce the assessment on this property.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

PUBLIC BUSINESS:

Wayne Wallace:  Mr. and Mrs. Wallace reside at 150 North Road.  Mr. Wallace explained the on-going problem of water run-off and presented pictures of the recent damage that occurred as a result of the extreme heavy rains.  A similar complaint was brought before the Selectboard about two years ago.  The main problem is that the run-off goes across their property and onto the Caskin’s property on Colonial Drive.  Mr. Caskin had two-feet of water in his basement.  The Town water goes across the Wallace property, it comes out of a drain on North Road, goes under the Wallace driveway and across their lawn and then it goes into the basement of the Caskin house. Mr. Wallace presented pictures to the Selectboard. Mrs. Pschirrer asked Mr. Wallace to describe the pictures he presented. One is of their driveway which as a culvert under it. The culvert empties onto a material which directs the water across their yard toward the property line.  Mr. Wallace advised that two years ago he brought in the findings of an engineer, Ralph Michaels from Ludlow, VT, who said the water that goes across their property is unnecessary.  There are options.  This was a verbal opinion but Mr. Wallace felt he could obtain something in writing from Mr. Michaels.  The problem of about two years ago has re-surfaced.  He feels it bears some action on the Town’s part to stop this drainage activity.  Mr. Dalessio pointed out that they cannot make a decision at this meeting but he will look at the area.  They have filled out a Citizen’s Report form that will now be reviewed and tracked so Mr. Wallace can see what they are doing step-by-step.  If Mr. Rau, Road Agent, has not yet looked at this area the Selectboard will have him do so as soon as possible.  The Selectboard will then discuss his opinion to rectify this.  After that the Selectboard will contact Mr. Wallace with their recommendation.  It is troubling to Mr. Dalessio that somebody’s house is being affected.  The Selectboard uses M & W Soils and they will have Mr. Rhoades take a look at the area in addition to Mr. RauMrs. Wallace pointed out that the Caskin’s foundation is damaged due to pressure from surface water; he has had to have his driveway repaired in the past.  Mr. Dalessio hopes they will have an “Action Plan” within two weeks.

WARRANTS:

Supplemental Tax Warrants:

North Walpole Village Housing, Map & Lot #028-011-000 – 26 Kiniry Street:  Mrs. Pschirrer moved that the Selectboard proceed with a Property Tax Supplement Warrant to the North Walpole Village Housing at 26 Kiniry Street in the amount of $1,002.00.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

North Walpole Village Housing, Map & Lot #028-102-000 – 10 Merchant Street:  Mrs. Pschirrer moved that the Selectboard proceed with a Property Tax Supplement Warrant to the North Walpole Village Housing at 10 Merchant Street in the amount of $1,002.00.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved. 

Town of Walpole, 160 Prospect Hill, Map & Lot #008-062-00A (Hooper Cottage): Mrs. Pschirrer moved to approve the Supplemental Tax Warrant, Tax Year 2015 2nd Issue, for the Town of Walpole at 160 Prospect Hill (Hooper Cottage) in the amount of $1,800.00 with interest at twelve (12%) per annum from the due date and on all sums not paid on or before that day.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Town of Walpole, 166 Prospect Hill, Map & Lot #008-061-000 (Hooper Golf Course):  Mrs. Pschirrer moved to approve the Supplemental Tax Warrant, Tax Year 2015 2nd Issue, for the Town of Walpole at 166 Prospect Hill (Hooper Golf Course) in the amount of $4,233.00 with interest at twelve (12%) per annum from the due date and on all sums not paid on or before that date.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

OLD BUSINESS:

Vachon Clukay Engagement Letters: Mr. Dalessio advised that the Selectboard should talk about making a decision on the auditor next week.  They will be looking at two companies.

NH Department of Labor Audit and Inspection Report:  The State Inspector will be here to do the Safety Audit and Inspection on April 5th, 2016.

New Computer EquipmentMr. Dalessio reported that the new server will be in next Wednesday.  Mrs. Smith will close the Town Clerk’s office that day so the work can be done.  They will start in the Town Clerk’s office; bring the two motor vehicle computers into the server.  Then they will come into the Selectboard office to connect one computer at a time; by the end of that day the old server will be off-line.  The Town will start paying True North as soon as the new server is on.  This equipment will be Class “A”.  Mr. Dalessio talked about this change with Competitive Computers.

Town Ordinance, Procedure and Policy Manual:  This is an on-going project for the Selectboard.

NEW BUSINESS:

2015 Annual Facility Report – Transfer Stations & Recycling Facilities: Mr. Paul Colburn completed this 2015 Annual Facility Report – Transfer Stations and Recycling Facilities document.

Mrs. Pschirrer moved to authorize Mr. Paul Colburn to sign the 2015 Annual Facility Report for Transfer Stations and Recycling Facilities.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Highway Department:  Mrs. Pschirrer reported that the Highway Department took care of a large sink hole on Main Street in North Walpole following the recent rain storm.

NON-PUBLIC SELECTBOARD SESSION:

Mr. Aldrich moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel and (e) Pending Claims or Litigation.  Mrs. Pschirrer seconded the motion and, on a roll call vote with all in favor, the motion was approved at 6:48 PM.

Mrs. Pschirrer moved that the Minutes of the Non-Public Selectboard meeting of February 25, 2016, will be sealed.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.  

RECESS SELECTBOARD MEETING:  Mr. Aldrich moved to recess this Selectboard meeting.  The Selectboard will enter into a Hooper Trustees meeting.  Seconded by Mrs. Pschirrer.  With all in favor, the motion was approved.

YMCA Summer Camp

EXCITING CHANGES AHEAD FOR YMCA DAY CAMPS

Expanded programming in response to community needs

 

With 51 summers of camp and over 12,000 area youth served, leaders of Meeting Waters YMCA are excited about some community-responsive changes they’re making this year.

The regional Y is adding a ninth week of camp, one more than in the past. They’ll also be offering before- and after-camp programs for the first time to provide greater supports for working parents.

Meeting Waters Y—which serves the Fall Mountain, Bellows Falls, Springfield, and Brattleboro regions—offers four different camp experiences for youth ages 5-15 and families. Its Y Day Camp for 6-13 year-olds offers nine one-week sessions between June 20th and August 19th. The Y’s Leader-in-Training program provides a week of leadership development (June 27-31) with youth leadership author and consultant Steve Fortier, followed by three weeks working alongside camp staff. Family Camp takes place on Saturday July 23rd. KinderCamp provides children entering kindergarten in the fall with a confidence-building experience from August 15th through 19th.

All camps are based at the regional Y’s 52-acre Lewis Day Camp facility, located on Route 5 in Springfield, just off I-91. Bus service is provided to and from camp each day from Walpole, North Walpole and Charlestown, as well as six towns in VT.

The regional Y’s camps participate in the federal Summer Food Program. All campers—regardless of town of residence or family income—qualify for a free healthy lunch each day.

Registration for the upcoming camp season has begun. To ensure that all youth have the chance to experience camp, the regional Y offers financial assistance from donations to its Reach Out to Youth Fund and accepts NH’s Child Care Scholarship subsidies.
