Selectboard Meeting Minutes – 10/11/17

TOWN OF WALPOLEMEETING OF THE SELECTBOARD

OCTOBER 11, 2017

 

Selectboard Present:​Peggy Pschirrer (Chair); Steven Dalessio; Cheryl Mayberry

 

CALL TO ORDER: Mrs. Pschirrer called this Selectboard meeting to order at 8:00 AM in the Walpole Town Hall. She advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record. There were no members of the public in attendance.

 

ACCOUNTS PAYABLE:  

Ms. Mayberry moved to accept the Accounts Payable check register in the amount of $16,173.11 for checks dated October 13, 2017. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

 

PAYROLL:

Ms. Mayberry moved to accept the Payroll Register for the week ending October 7, 2017, in the amount of $22,239.78 for checks dated October 13, 2017. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

Ms. Mayberry moved to accept the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,811.38 for the week ending October 7, 2017. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

 

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – October 4, 2017: Ms. Mayberry moved to accept the Minutes of the regular Selectboard meeting of October 4, 2017, as submitted. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the Minutes were approved. 

NON-PUBLIC SELECTBOARD SESSION – October 4, 2017: Ms. Mayberry moved to accept the Minutes of the Non-Public Selectboard Session of October 4, 2017, as submitted. These Minutes will remain sealed. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the Minutes were approved.

 

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

• Walpole Conservation Commission – September 11, 2017;

• Library Board of Trustees – September 12, 2017;

• North Walpole Village District Board of Commissioners – September 26, 2017.

 

DEMOLITION PERMIT:

TARA STUART, 1252 County Road, Map and Lot #003-021-000: Ms. Mayberry moved to grant Demolition Permit No. 2017-37 for Tara Stuart to “Remove Tool Shed” at 1252 County Road, as submitted. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

 

OLD BUSINESS:

Mr. Dalessio moved to grant the Corrected Lien Discharge for Water and Sewer at 269 Main Street. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.   

Complete Streets Recommendations: There was a consensus of the Selectboard to schedule a Public Hearing on the Complete Streets Recommendations on Thursday, November 2, 2017, at 6:00 PM. Copies of these recommendations will be available in the Selectboard office.    

 

NEW BUSINESS:

Thank You Letters:

Monadnock Family Services: A thank you letter was received from the Monadnock Family Services thanking the Town for the appropriation of $2,000.00. They are extremely grateful for the contribution. 

A thank you card was received from the Brady and Snide families for a memorial donation.  

 

NON-PUBLIC SELECTBOARD SESSION:

Ms. Mayberry moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel. Mr. Dalessio seconded the motion and, on a roll call vote with Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved at 8:16 AM.

The regular Selectboard meeting resumed at 8:19 AM.

Ms. Mayberry moved that the Minutes of the Non-Public Selectboared Session of October 11, 2017, be sealed. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.  

 

NEW BUSINESS:

Cheshire County Conservation Commission: The Cheshire County Conservation Commission is asking for a contribution. On Thursday, November 2, 2017, they will have a buffet dinner and speaker.  

This letter will be forwarded to the Walpole Conservation Commission. 

FEMA Risk Mapping Assessment and Planning: Mrs. Pschirrer participated in this meeting last March. The Town just received a letter from the University of New Hampshire and their Discovery report. Mr. Dalessio asked Mrs. Downing to send a copy of the letter to Mr. Dick Hurlburt at the Fire Department but to keep the report and maps on file in the Selectboard office.  

Impact Study on the Vilas Bridge: Mr. Dalessio moved to approve having Ms. Mayberry participate in the Economic Impact Study on the Vilas Bridge sponsored by the Southwest Region Planning Commission. Seconded by Mrs. Pschirrer. With Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved. Ms. Mayberry abstained from the vote.  

 

RECESS SELECTBOARD MEETING: Ms. Mayberry moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved at 8:25 AM.

The regular Selectboard meeting resumed at 8:50 AM.

 

OTHER BUSINESS:

Walpole Library: Mrs. Pschirrer advised the Library Board is moving forward with the expansion plans. Soon they expect to know what the actual cost will be. A plan and a Fundraising Committee is being put together. They will be having an Open House in late November when they will introduce their plans to the community. The majority of the work is interior. A survey of the property was done. They are working with Mr. Mark Houghton and their neighbor on the water issues. The Library will be more efficient and welcoming. The Selectboard is invited to the Library dinner for volunteers on November 7th at 6:00 PM in the Town Hall. Next month there will be an article in the Clarion regarding this plan.   

Safety Committee: Ms. Mayberry reported that Mr. Paul Colburn will be contacting Mrs. Downing to schedule a date for a Safety Committee meeting.  

Selectboard Meeting Change: This will advise the Selectboard meeting scheduled for Thursday, December 14th has been changed to Wednesday, December 13rh, 2017.  

Walpole Conservation Commission: Mrs. Pschirrer will attend the Walpole Conservation Commission meetings on November 6th and December 4th as Ms. Mayberry will be unable to attend. 

Hooper Institute: Mr. Dalessio advised that Mrs. Eloise Clark and Ms. Rebecca Whippie were awarded the Educators of the Year at the County level last year. They have just been awarded Educators of the Year at the State level. The Selectboard are proud of them for this accomplishment. Mrs. Pschirrer noted it is great recognition for their programs. This will be mentioned at the next Staff Meeting and it will be put in the Clarion and the next Annual Town Report. 

Water Department: Mrs. Downing advised that water readings are being done. They are down to about four roads and contacting people to get into cellars to read the meters. Mrs. Daigle provided an updated report on the Payment Agreements.        

 

ADJOURNMENT:

Ms. Mayberry moved to adjourn this Selectboard meeting. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the meeting was adjourned at 9:20 AM.

    Hi, I heard a rumor that Cumberland Farms was going to build a new gas station/store in Walpole near South Street & the animal hospital, does anyone know if there is any truth to this? Thanks
