Selectboard Meeting Minutes – 10/17/19

 

Selectboard Present:Steven Dalessio (Chair); Peggy Pschirrer; Cheryl Mayberry

 

CALL TO ORDER:  Mr. Dalessio called this meeting of the Selectboard to order at 6:30 PM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were three visitors in attendance.

 

PUBLIC BUSINESS:

MR. LEROY WATSON re: VILAS BRIDGE AND 10-YEAR NH DOT PLAN:  Mr. Leroy Watson and Mrs. Cheryl Watson attended the public hearing on the 10-Year NH Department of Transportation (DOT) Plan in Keene.  He left some material distributed at the meeting for the Selectboard’s information. During the public comment period he talked about the Vilas Bridge project.  It is the only project on the plan that the State has committed to 50% funding for the bridge.  All the others are 100%.  Mr. Watson stood up and asked for a re-consideration.  Ms. Mayberry mentioned the Vilas Bridge had been on the 10-Year Plan, was taken off and now came back on at 50%.  Mr. Watson noted the criteria for determining priorities takes into account the environmental aspect and transportation across the river but does not take into account what is underneath the bridge; getting sewage from NH to VT.  There is an economical value there.  The public comment period is open until November 12, 2019.   He recommended the Selectboard submit comments.  Joint comments with the Walpole Selectboard and the Town of Rockingham Select Board would show a degree of cooperation.  Having a joint statement would help with that goal.  Both communities have an interest in the bridge.  Mr. Watson mentioned an agreement on maintenance of the bridge made many years ago by the State of NH.  Ms. Mayberry advised that New Hampshire owns the bridge to the high water mark.  It was closed in 2009.  It is a challenge to get the money needed for the project.  Mr. Dalessio advised they will have a catastrophic disaster, especially in terms of the Connecticut River, if the sewer line gets broken.  Mrs. Pschirrer noted the Walpole Selectboard is scheduled to meet with the Town of Rockingham Select Board on November 7th at 6:30 PM in the Walpole Town Hall.  The Vilas Bridge is an agenda item.      

 

BUILDING PERMITS:

Permit #2019-36, CHRISTOPHER & KATHERINE NORTHCOTT, 104 Cheney Hill Road, Map and Lot #013-057-001: For the record, Mr. Dalessio stated he knows Mr. Northcott through the Boy Scouts.  Mr. Northcott had submitted a building permit application to construct a “Timber Frame House 32’ x 31’, 1.75 stories with foam insulated walls and roof” at 104 Cheney Hill Road.  Mr. Dalessio pointed out they will need a septic design for the change from one to two bedrooms.  He also noted that Mr. and Mrs. Northcott would need to sign and record a waiver as it is on a Class 6 road.  However, he would like to research the RSAs as the waiver text is about fifteen years old. The requirements might have changed.  If so, the document will need to be revised.  In the meantime, Mr. Northcott should make arrangements to go to the Zoning Board of Adjustment for approval as they are living in one house but building a second house on the same property.    

 

Permit #2019-37, R. TODD NIELSEN and PATRICIA DOOLEY, 75 Wentworth Road, Map and Lot #017-007-000: Ms. Mayberry moved to grant Building Permit No. 2019-37 for R. Todd Nielson and Patricia Dooley to do a “7’ x 8’ Solar Panel Replacement” at 75 Wentworth Road.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessioin favor, the motion was approved. 

 

ACCOUNTS PAYABLE:

Ms. Mayberry moved to accept the Accounts Payable Check Register in the amount of $588,596.75 for checks issued October 18, 2019.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

The above amount includes a $563,787.00 monthly payment to the Fall Mountain Regional School District.

 

PAYROLL:

Ms. Mayberry moved to accept the Payroll Check Register for the week ending October 12, 2019, in the amount of $27,938.14 for checks issued October 18, 2019, and the electronic fund transfer for the 941 Employer Taxes in the amount of $5,676.02.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

 

SELECTBOARD MEETING MINUTES:

SELECTBOARD MINUTES – October 10, 2019:  Ms. Mayberry moved to accept the Minutes of the Selectboardmeeting of October 10, 2019, as submitted.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessioin favor, the Minutes were approved.

 

NON-PUBLIC SELECTBOARD SESSION – October 10, 2019:  Ms. Mayberry moved to accept the Minutes of the Non-Public Selectboard Session of October 10, 2019, as submitted.  These Minutes will remain sealed.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the Minutes were approved.

 

COMMITTEE REPORTS:

The Selectboard acknowledged receipt of the following Committee reports:

 North Walpole Village District Board of Commissioners Meeting – October 1, 2019;
 Library Trustees Meeting – October 8, 2019.

 

OLD BUSINESS:

Water and Sewer Receipts to Date and Comparison Chart: The Selectboard acknowledged receipt of the Water and Sewer Receipts to Date and Comparison Chart from Mrs. Daigle.  Currently Q2 is at 92.5% collected.

 

Joint Meeting of Town of Rockingham and Town of Walpole Selectboards:   This Joint Meeting has been scheduled for Thursday, November 7th, 2019, at 6:30 PM in the Walpole Town Hall.  The regular Walpole Selectboard meeting will follow.       

 

Pending Further Actions:

Citizen’s Complaint 2019-02 Letter:  This will remain on the Pending Further Action list.

 

Ramsay Hill Right-of-Way:  Mrs. Pschirrer moved to approve and sign the letter to Attorney Hockensmith regarding the Ramsay Hill Right-of-Way.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.   

 

Reuse Center:  Ms. Mayberry advised that a sign for bids on the existing damaged Reuse Center was in front of it.  She asked Mr. Hoy to make smaller posters for other locations.  Sealed bids will be accepted until Thursday, October 24th.  A decision will be made at that time.    

 

NEW BUSINESS:

Drummond Woodsum Invoice:  Mrs. Pschirrer moved to approve payment of the invoice in the amount of $703.04 to Drummond Woodsum for legal services.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessioin favor, the motion was approved.

 

Letter from Len-Tex:  Mr. Donald Lennon from Len-Tex came into the meeting.  He had previously submitted a letter to the Selectboard dated October 11, 2019, confirming his comments to the Planning Board during the meeting of October 8th and in response to the presentation by Mr. Greg Gay.  Mr. D’Alessio explained the process being followed to Mr. Lennon.  

 

Vachon Clukay & Company Representation Letter:  Mrs. Pschirrer moved to authorize the Chair of the Selectboard, Steven Dalessio, to sign the Vachon Clukay & Company Representation letter.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.

 

2018 Financial Audit:  Three Control Deficiency Worksheets: Mrs. Pschirrer moved to authorize the Chair of the Selectboard, Steven Dalessio, to sign the three Control Deficiency Worksheets.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.

 

2020 Municipal Aid:  The Selectboard acknowledged receipt of the 2020 Municipal Aid in the amount of $42,710.09 from the State of NH.  They need to vote on whether to use this 2020 Municipal Aid to reduce taxes or to accept it as unanticipated revenue which requires a public hearing in accordance with RSA 31:95-B.

Mrs. Pschirrer moved to schedule a Public Hearing for acceptance of the 2020 Municipal Aid in accordance with RSA 31:95-B on Thursday, October 24, 2019, at 6:30 PM.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.

 

Town Hall Roofing Update: This project will begin next week.  The roof will have dark grey shingles and dark charcoal trim drip edges.  

 

Health Trust 2020 Renewal Rates:  A letter was received from the Health Trust advising that the 2020 renewal rates are increased by 7.4%.  

Mrs. Pschirrer moved that the Chair of the Selectboard, Steven Dalessio, sign the Acceptance letter to the Health Trust acknowledging that the rates are going up 7.4%.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.  .

 

Monadnock Family Services – Thank You and Annual Report:  A Thank You note for the support they receive from the Town and their annual report was received from the Monadnock Family Services.  They have worked with 70 clients from the Town of Walpole.  Their annual donation from the Town is $2,000.00. 

 

NON-PUBLIC SELECTBOARD SESSION:

Mrs. Pschirrer moved to enter into a Non-Public SelectboardSession pursuant to RSA 91-A:3 II to discuss (a) Personnel.  Ms. Mayberry seconded the motion and, on a roll call vote with Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved at 8:00 PM.

 

The regular Selectboard meeting resumed at 8:14 PM

 

 

Mrs. Pschirrer moved that the Minutes of the Non-Public Selectboard Session of October 17, 2019, be sealed.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.

 

RECESS SELECTBOARD MEETING:

Mrs. Pschirrer moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Ms. Mayberry.  With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved at 8:15 PM.

 

The regular Selectboard meeting resumed at 8:24 PM.

 

ADJOURNMENT:

Ms. Mayberry moved to adjourn this meeting. Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessioin favor, the meeting was adjourned at 8:25 PM.
