MEETING OF THE SELECTBOARD
MARCH 19, 2020
Selectboard Present:Steven Dalessio; Peggy Pschirrer;Cheryl Mayberry
CALL TO ORDER: Sarah Downing, Recording Secretary Pro Tempore, called this meeting of the Selectboard to order at 6:30 PM in the Walpole Town Hall on March 19, 2020. The first order of business is to elect a Chair for the year 2020-2021.
ELECTION OF CHAIR:
Ms. Mayberry moved to nominate Mrs. Peggy Pschirrer as the Chair of the Selectboard for the year 2020-2021. Seconded by Mr. Dalessio. There were no other nominations. With Mr. Dalessio and Ms. Mayberry in favor, the motion was approved. Mrs. Pschirrer accepted this nomination.
SELECTBOARD BUSINESS MEETING: Mrs. Pschirrer called this meeting of the Selectboard to order at 6:32 PM in the Walpole Town Hall on March 19, 2020. This meeting is being recorded. There were no members of the public in attendance.
ACCOUNTS PAYABLE:
Ms. Mayberry moved to accept the Accounts Payable Check Register in the amount of $669,899.41 for checks issued March 20, 2020. This amount includes a $615,232 payment to the Fall Mountain Regional School District. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry Mr. Dalessio, and Mrs. Pschirrer in favor, the motion was approved.
PAYROLL:
Ms. Mayberry moved to accept the Payroll Check Register for the week ending March 14, 2020, in the amount of $27,513.15for checks issued March 20, 2020, and the electronic fund transfer for the 941 Employer Taxes in the amount of $5,029. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the motion was approved.
SELECTBOARD MEETING – March 12, 2020: Ms. Mayberry moved to accept the Minutes of the Selectboardmeeting of March 12, 2020, as submitted. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the Minutes were approved.
NON-PUBLIC SELECTBOARD SESSION – March 12, 2020: Ms. Mayberry moved to accept the Minutes of the Non-Public Selectboard Session of March 12, 2020, as submitted. These Minutes will remain sealed. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the Minutes were approved.
CURRENT USE:
MAP and LOT #080-060-000: Ms. Mayberry moved to approve the Application for Current Use Assessment for Map and Lot #080-060-000. This is a .23-acre parcel that is part of the Hooper Conservation Easement. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the motion was approved.
TIMBER INTENTS:
MAP and LOT #027-006-000: Ms. Mayberry moved to approve the Notice of Intent to Cut Wood or Timber on property located off of Main Street in North Walpole. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrerin favor, the motion was approved.
MAP and LOT #008-062-000: Ms. Mayberry moved to approve the Notice of Intent to Cut Wood or Timber on the Hooper Golf Course which has a conservation easement. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
BUILDING PERMITS:
Permit 2004–59 Renewal: CHIP PALIOCHA, 118 March Hill Road, Map and Lot #009-023-000: Ms. Mayberry moved to grant the renewal of Building Permit No. 2004-59 for Chip Paliocha to “construct a 1.5 story barn and seasonal camp” at 118 March Hill Road, Map and Lot #009-023-000. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.
Permit 2020-06: ERIC MERKLEIN & TARA SAD, 82 North Road, Map and Lot #022-010-001: Ms. Mayberrymoved to grant Building Permit No. 2020-06 for Eric Merklein and Tara Sad to “construct a 36’ x 26’ garage” at 82 North Road, Map and Lot #022-010-001. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the motion was approved.
OLD BUSINESS:
Pending Further Actions:
Lights re: Walpole, NH – Rockingham VT 42277 Bridge Renovation Project, Joint Meeting Request from the Village of Bellows Falls Board of Trustees, and Town Deeded Properties: Mr. Dalessio reported that these pending items will remain on the agenda. No action occurred this week.
NEW BUSINESS:
Town Hall Visits by Staff Members and Non-Essential Items: Mr. Dalessio recounted that the process has already been established. Ms. Mayberry asked if there was a sign on the door, which was confirmed. Mr. Dalessio met with the Road Dept and explained that a call should be made to the Selectboard Office before picking up checks. Mr. Dalessio thought they could consider extending the deadline for dog licensing. Ms. Pschirrer stated the deadline is in April. She will research the option of extending the due date. Those seeking marriage licenses, death certificates and other vital records should call the Town Clerk’s Office to set up an appointment.
2020 Town Meeting Minutes: Ms. Mayberry moved that the Selectboard approve and sign the Minutes of the 2020 Town Meeting, as submitted. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the Minutes were approved.
Flashing Sign Request: Ms. Mayberry stated there was concern in North Walpole about drivers that are coming up the hill by the North Walpole School at an excessive speed while children are present. Celeste Aumand requested that a flashing sign be placed. Ms. Aumand would allow the sign to be placed on her lawn. Ms. Pschirrer noted there is a sign by the Walpole Elementary School to prompt drivers to slow down. Mrs. Pschirrer will ask the Road Agent, Mike Rau, and the Police Dept. where to purchase these signs. There was a consensus that both schools should have flashing signs.
North Road Plow Damage: The Selectboard discussed communications received from North Road residents regarding plow damage. Prior work to the area by the State was reviewed.
Highway Projects: There was a review of projects pending completion by the Highway Dept. such as the striping March Hill Road, etc. The Selectboard would like to see the log of when roads were paved. Ms. Mayberry had addressed two questions from the North Walpole Commissioners’ Office. It was confirmed that a sewer issue was on Village property and a drainage located on Church Street (Rt. 12) would need to beaddressed by NH DOT. Ms. Mayberry would like to see an updated list of Highway Dept. equipment.
DOT Letter re: Stone Arch Culvert under the Rail Trail:Access to this culvert is off of Halls Crossing Road. A payment would be placed in the ARM Fund related to this work. Mr. Dalessio explained in order to keep funds local, the Town would provide a list of 10 areas that related to flood prevention, preventing erosion and habitat improvement. Those areas that were proposed, in order of priority were Butternut Brook, the Reservoir Dam, Houghton Brook fish ladder and Connecticut River erosion next to Rt. 12 and Cold River erosion in Drewsville related to Mrs. Clark’s property.
NON-PUBLIC SELECTBOARD SESSION:
Ms. Mayberry moved to enter into a Non-Public Selectboard session pursuant to RSA 91-A:3 II to discuss (a) Personnel. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. On a roll call vote with Mrs. Pschirrer, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved at 7:07 PM.
Mr. Dalessio moved that the Minutes of the Non-Public Selectboard session of March 19, 2020, be sealed. Seconded by Ms. Mayberry. Mrs. Pschirrer asked if there was any discussion. There was none. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.
The regular Selectboard meeting resumed at 7:25 PM.
Motorola Dual Band Portable Radios: Mr. Dalessio moved to allow the Police Department any amount of radios as long as the sum of $39,000 is not exceeded. Seconded by Ms. Mayberry. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

RECESS SELECTBOARD MEETING:
Ms. Mayberry moved to recess the Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
The regular Selectboard meeting resumed at 8:06 PM.

Mrs. Pschirrer moved to adjourn this Selectboard meeting. Seconded by Mr. Dalessio. Mrs. Pschirrer asked if there was any discussion. There was none. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the meeting was adjourned at 8:08 PM.
