Great Idea for 9/24/23

Let’s bring back the Sunday after church tradition of the Town Picnic!

On Sunday, September 24th at 11:30 am there will be an old-fashioned town picnic on the common in Walpole. Everyone is welcome to come gather with old friends and new. The picnic will be co-hosted by the churches in the area and is open to everyone.  

Each family should bring their own blanket* (quilt?), food and drink. The deacons of the church will provide hot dogs and condiments to go with your potato salad, watermelon, switchel, pie and ? for those of you who want them.

Children can dress up their teddy bears, load them into their wagons and  join a parade. Each child with a wagon will receive a gift certificate for a free ice cream cone from The Walpole Creamery. Children will also get to climb upstairs in the Congregational church and ring the Revere bell.

Please join us in your straw hats, gingham, overalls, etc. Prizes will be given to “the Best Picnic Spread”, “the Best Old-Time Costume” (I have heard that someone in town is already making their costume!). Invite your new neighbors and friends, as well as Huck Finn and Becky Thatcher, if you see them. :-)

Families are invited to attend a service at the Church of their choice before the picnic. Services are held at 10:00 am at the Congregational, Episcopal and Unitarian Churches in the village and at the Anglican Church in B.F.,  or at 8:30 am at St. Peter’s Church in N. Walpole, 9:00 am in Acworth or 11:00 in Alstead. Call Becky Pearson at 603-860-0221 with questions or ideas. In the event of rain, we will gather in Fellowship Hall in the Congregational church.

Posters will be up around town as the day gets closer.

(*We will have some picnic and church tables set up for folks with mobility issues).

”Great Decisions” – 9/18/23

GREAT DECISIONS on Monday, September 18, 6:00 p.m.

“Climate Change, Environmental Degradation and Migration, plus Extreme-Weather Events and their Local Impact”

“Great Decisions” discussion group will meet next Monday, September 18, at 6:00 p.m. in the Walpole Town Library for an exchange of views on “Climate Change, Environmental Degradation, Migration, Extreme-Weather Events and their Local Impact.”

Tom Sintros, teacher and environmentalist whose work on climate change began over 40 years ago, will moderate. Tom was a founding member of Keene Cities for Climate Change, a Climate Reality presenter for Al Gore, Conservation Commission member, board member at Distant Hill Gardens, and a Christa McAuliffe grant recipient for project P.L.A.C.E. (Public Lands Adoption and Community Education).

Mark Houghton, President of E.E. Houghton Co., Inc., is our guest speaker. Mark is Walpole’s Emergency Management Director, Fire and EMS Chief, Water and Wastewater Department Director. Extreme-weather events disrupted water, power and travel in Walpole this summer, and Mark has the inside-story.

Suggested reading is the Foreign Policy Association’s article “Climate Change, Environmental Degradation, and Migration” by Karen Jacobsen, available at the library or via email by contacting Jane Malmberg, Library Director: jmalmberg@walpoletownlibrary.org. We will begin our meeting with a 20-minute “Master Class.” (For those joining via Zoom, we are unable to show the “Master Class” on Zoom, so we suggest you join the meeting at 6:20 p.m.)

Selectboard Present:  Peggy Pschirrer, Chair; Cheryl Mayberry; Steve Dalessio

Staff Present: Sarah Downing, Manager of Administration; Ahmad Esfahani, Recording Secretary

CALL TO ORDER:  Mrs. Pschirrer called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall. She introduced herself, Peggy Pschirrer, Selectboard Chair; Cheryl Mayberry, Steve Dalessio, Sarah Downing, Manager of Administration and Ahmad Esfahani, Recording Secretary.

PAYROLL:

Mr. Dalessio moved to approve the Payroll Register totaling $33,463.20 dated 9/1/23 and the 941 Payroll Tax Transfer of $7,086.57. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved. 

SELECTBOARD MEETING MINUTES:

INFRASTRUCTURE PUBLIC INFORMATIONAL MEETING – August 23, 2023:   Mr. Dalessio moved to approve the Minutes of the Infrastructural Public Informational Meeting of August 23, 2023. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry, and Mrs. Pschirrer in favor, the motion was approved.

SELECTBOARD MEETING – August 24, 2023:   Mr. Dalessio moved to approve the Minutes of the Selectboard meeting of August 24, 2023. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry, and Mrs. Pschirrer in favor, the motion was approved.

SELECTBOARD NON-PUBLIC SESSION – August 24, 2023:  Mr. Dalessio moved to approve the Minutes of the Selectboard Non-Public Session of August 24, 2023. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved. The minutes are to remain sealed.

COMMITTEE REPORTS:

Mr. Dalessio brought to the chair’s attention the following committee reports:

     • North Walpole Commissioners Meeting– August 22, 2023

     • Safety Meeting– August 24, 2023         

Mrs. Pschirrer acknowledged these minutes. 

Mr. Dalessio pointed out there were no action items in the Safety Meeting minutes. He described how the minutes should reflect more closure in the discussion regarding actions which require follow-up.

DEMOLITION PERMITS:

2023-31, Map and Lot# 0006-002-000: Mr. Dalessio moved to approve the demolition permit for Map and Lot# Map and Lot# 006-002-000 to demolish an old garage. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry, and Mrs. Pschirrer in favor, the motion was approved.

OLD BUSINESS: 

Open Container Date Change: Mrs. Pschirrer discussed a letter from Burdick’s Restaurant explaining that their Oktoberfest event would be moving to 9/29/2023. 

NEW BUSINESS:

MS-1:  Ms. Mayberry moved to sign the MS-1. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the motion was approved.

Police Department Revolving Fund Request:  Mrs. Pschirrer stated that there was a revolving fund request from the police. Mrs. Downing stated that this fund request was related to an antenna. Ms. Mayberry moved to approve the Walpole police’s revolving fund request to purchase a Motorola repeater antenna at the cost of $1,323.26. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio, and Mrs. Pschirrer in favor, the motion was approved.

100 Nights Shelter Ribbon Cutting: Mrs. Pschirrer stated that the 100 Nights Shelter has invited the Selectboard to attend a ribbon cutting event on 9/23/2023 at 10:00 AM at the courtyard. 

NON-PUBLIC BUSINESS RSA 91-A:3 II (a) (c):  

Ms. Mayberry moved to enter into Non-Public Session pursuant to RSA 91-A:3 II (a) (c) at 6:40 PM. Mr. Mayberry seconded. With Mr. Dalessio, Ms. Mayberry, and Mrs. Pschirrer in favor, the motion was approved.

The meeting reconvened at 6:56 PM. 

ADJOURNMENT:

Mrs. Pschirrer declared the meeting adjourned at 6:57 PM.
