A Baker’s Week away. You know a “baker’s dozen” is thirteen, and now you know that a “baker’s week” is eight days. If you know me, you know I love to learn, and love to share that learning. So now you also know.

But, with that, the closing day for the September issue of the CLARION is Friday, 21 August, yes eight days away from this posting — an extra day’s notice for you. Eloise has already sent me another great “Nature of Walpole,” and Ben has provided a “recycling center” update.

COVID-19 again has stalled and caused to vanish activities to be reported on the CLARION’s pages. But, we must stay safe and well, and care for our neighbors welfare.  If there is some news you may be aware of, or a past event or story, please send it in.  And, again, if you have an interesting story, think about writing it down and sending it along for possible publication on the pages of the CLARION. Even More about the COVID-19 Numbers from August 10

 

I got some great questions about the earlier post on the COVIUD numbers.  So for those who want more info, here is what I know, and where I found it.

 

The NH DHHS puts out a report on the status of COVID-19 in the state of NH daily.  You can find the daily summary and maps of current and cumulative case numbers here https://www.nh.gov/covid19/ and more detailed daily reports by clicking on News, then Updates, which brings you here https://www.nh.gov/covid19/news/updates.htm and then you can click on the date of the report you want to see.

 

First, we have no outbreaks at nursing homes in Cheshire County.  Thank you to all the dedicated workers who are keeping our friends and relatives in nursing homes safe!

 

Next, the maps of current cases tell part of the story.  However, for privacy reasons, towns which have less than five cases of COVID-19 are listed as having 1-4 cases.  If you watch the maps and the numbers, you can figure it out a little closer.  Here is what I can tell you.

 

As of August 10, there were 15 active cases of COVID-19 in the County.  7 of those cases are in Keene.  The 2 most recent cases, reported August 10, were in Keene, as the Keene map number went from 5 on August 9 to 7 on August 10.  This means that active cases are located elsewhere in the county.

 

The towns showing as having 1-4 active cases are Walpole, Westmoreland, Winchester, Marlborough, Jaffrey and Rindge.  So…each of those six towns has at least one case.

 

According to the folks at NH DHHS this morning, they are unaware of any larger outbreaks here in Cheshire County, which means that our 15 cases are the result of travel, or exposure to another individual known to have COVID-19, or via community transmission, which as I understand it, basically means that you don’t know where you got it, so you probably got it from someone who has the virus but is asymptomatic, so they don’t know they have it.

 

So that is the cue for the chorus to come around again…it’s why we need to wear the mask, stay six actual feet away from others, and (here I always hear my second grade teacher’s voice) wash your hands.

The Latest Numbers-August 10, 2020

 

The good news is that the COVID-19 numbers are going down statewide.  Today, there were only 13 reported new cases, zero new deaths.

 

The bad news is that 2 of those new cases were in Cheshire County.  15% of the cases in the state today were here, in a county that has about 6% of the state’s population.  In the first 10 days of August, we have had 14 new cases of COVID-19 here in Cheshire County.  That’s the same number as the county had in ALL of the month of July.  It has taken us 1/3 of the time to get up to this number.

 

The numbers are going up, not down, in Cheshire County.

 

People are dropping their guard. If you care about your friends and neighbors, put the mask back on, and leave it on. Resist the temptation to take it off when  you talk.  Stop shaking hands, bumping elbows or fist bumping. Stay six actual feet away from anyone not in your household. And wash your hands.

Hoper Trustees Meeting Minutes- 7/30/20

CALL TO ORDER:  Mrs. Pschirrer called this Hooper Trustees meeting to order at 7:38 PM.  She advised this meeting is being recorded.

HOOPER TRUSTEES MINUTES:

HOOPER TRUSTEES MEETING – July 23, 2020:  Mr. Dalessio moved to accept the Minutes of the Hooper Trustees meeting of July 23, 2020, as submitted.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the Minutes were approved.

HOOPER BUSINESS:

Hooper Institute Board:  Mrs. Pschirrer attended the Hooper Institute Board meeting last night.  Every year it is a highlight meeting for her.  The Summer Intern Program Students described their seasonal jobs.  It was thrilling to listen to the recipients of the Hooper Scholarships.  Maddie Beaudry described her trip to China in detail and invited people to read her paper.  She is doing well and is very productive.  Eventually she will have a PhD and is interested in transmitting the diseases of animals to people.  Maddie has a plan that includes going to Harvard.  Emily Britton has now graduated and left today to go to Oklahoma to Vet School.  She has done very well.  Gabe gave a presentation and is going to be a freshman at Colorado Mountain College.  It is a 2-or-4 year college and it is affordable.  He will be majoring in environmental studies.  George Gowdy will be a sophomore at St. Lawrence.   Edward Gowdy spoke about his work on the Malnati Farm and differences between his family’s farm and the Malnati Farm.  Most of the recipients, who were unable to attend, sent reports that were read at the meeting.  Mrs. Pschirrer stated it was a good, positive meeting.          

ADJOURNMENT:

Mr. Dalessio moved to adjourn this Hooper Trustees meeting.  The Hooper Trustees will return to the Selectboard meeting.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the meeting was adjourned at 7:43 PM.

Selectboard Meeting Minutes – 7/30/20

Selectboard Present:Peggy Pschirrer (Chair); Steven Dalessio; (Cheryl Mayberry – late)

CALL TO ORDER:  Mrs. Pschirrer called this meeting of the Selectboard to order at 6:30 PM in the Walpole Town Hall.   She advised this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were four visitors in attendance.

NON-PUBLIC SELECTBOARD SESSION:

Mr. Dalessio moved to enter into a Non-Public SelectboardSession pursuant to RSA 91-A:3 II to discuss (a) Personnel and (c) Reputations.  Seconded by Mrs. Pschirrer.  Mrs. Pschirrerasked if there were any questions or comments.  There were none.  On a roll call vote with Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

The regular Selectboard meeting resumed at 6:35 PM.  Mrs. Pschirrer announced that the Selectboard had recessed the Non-Public Selectboard Session.  It will be resumed later in the meeting.  

PUBLIC BUSINESS:

MASKS:  Mr. Jack Wozmak, Town Moderator, had distributed his document about the wearing of masks for the voting locations and whether or not masks should or could be mandated.  At the last Selectboard meeting, he suggested that while mandatory masks might be advisable, he was uncertain that the law would allow us to mandate masks.  He researched the U.S. Supreme Court history and other federal courts regarding the authority of local officials to mandate certain regulations in the face of pandemics.  As a result of his research, he decided that wearing masks within the voting buildings is something that should be mandated.  He explained the legal basis for this in the document.  If someone comes in to vote without a mask because of a medical condition. they will accommodate that person without making them feel discriminated against.  Mr. Wozmak explained the difference between the protections that a mask offers as opposed to a shield.  Social distancing will be observed; Distance and Proximity.  A separate entrance and a separate exit are being recommended but this is not an issue at the Walpole Town Hall.

Ms. Mayberry came into the meeting.

FALL MOUNTAIN REGIONAL SCHOOL DISTRICT:  Mr. Bill Stahl, Walpole’s Representative to the FMRSD Board, had a copy of the letter from Superintendent Lori Landry regarding Hybrid Model Reopening Framework that was approved yesterday by the FMRSD Board for the start of the school year.  Their main goal is to keep students and staff safe.  It is different for the high school than the other schools.  The FM Hybrid Model Reopening Framework covers the areas of:

Grade Span Reopening Models for grades PreK-4, 5-8 and 9-12;
Transportation;
Arrival & Departures;
Buildings and Grounds;
Classrooms;
IEP & 504 Students;
Student and Staff Health;
Social Emotional Wellness;
Communication;
Co-curricular Activities & Athletiics

Mr. Stahl explained the proposed rotating schedule for the student groups.  They have not as yet worked out everything.  This plan/schedule might be difficult for some parents.  There will be assigned seating on the busses and in the classrooms.  Temperatures will be taken.  He briefly highlighted various sections of each topic covered in the Framework.  Mrs. Pschirrer asked how the general public will see this document.  Mr. Stahl noted it is available on the FMRSD website.  Ms. Mayberry pointed out that people are reading it and are talking about it.  Mr. Dalessio brought up the subject of remote learning in groups; a designated location to help students through this process.  The subject matter is pre-planned; they just have to make sure the work gets done.  Mrs. Pschirrer and Mr. Dalessio had talked about making a room accessible in the Walpole Town Hall for students to use especially those with poor internet connectivity.  Someone responsible would have to oversee the students.  Mrs. Pschirrer mentioned the Town Library might be another location to consider.                

ACCOUNTS PAYABLE:

Mr. Dalessio moved to accept the Accounts Payable Check Register in the total amount of $77,231.41 for checks issued July 31, 2020.  This amount includes a $35,681.64 payment to BDM Sweeper Service.  Seconded by Ms. Mayberry.  Mrs. Pschirrerasked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

PAYROLL:

Mr. Dalessio moved to accept the Payroll Check Register for the week ending July 25, 2020, in the amount of $32,126.10 for checks issued July 31, 2020, and the electronic fund transfer for the 941 Employer Taxes in the amount of $6,197.28.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

WALPOLE SEWER FEES:  Mr. Dalessio moved to accept the Warrant for The Collection of Walpole Sewer Fees in the amount of $72,181.00.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

NORTH WALPOLE SEWER FEES: Mr. Dalessio moved to accept the Warrant for The Collection of North Walpole Sewer Fees in the amount of $61,567.89.  Seconded by Ms. Mayberry.  Mrs. Pschirrer asked if there were any questions or comments.  There were none.  With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.

BUILDING PERMIT:

Letter re: 188 Upper Walpole Road:  Ms. Mayberry moved to approve and sign the letter to the owner of Map and Lot #012-039-000 for the lack of having a Building Permit.  Seconded by Mr. Dalessio.  Mrs. Pschirrer asked if there were any questions or concerns.  There were none.  With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

Broadband Committee:  Mrs. Pschirrer reported that the Broadband Committee met twice this past week.  One meeting was just the Broadband Committee.  The second meeting was with CCI’s Project Manager.  Everything is moving along quite well.

WALPOLE SCHOOLS – UPDATED PLANS FOR SCHOOL OPENING FOR THE FALL OF 2020

Justin Cassarino, Walpole Attendance Area Assistant Principal, and Sam Jacobs just released an email which reads in part, “…Sam and I wanted to share the letter that went out to the Walpole families yesterday. We will be sending them an email today [August 6] with this information as well.

This is just explaining the guidelines that were set up to make sure that all staff and students are safe, and will still continue to receive the best education possible. Obviously things have changed quite a bit, but we want our students to feel as comfortable as possible in the Walpole schools.”

Town Hall Closing Early

The Town Hall is closing at 2 PM due to projected poor weather conditions.
