Planning Board Meeting Minutes – 9/10/24

Role Call: Board members present: Chair Jeff Miller, Vice-Chair Dennis Marcom, Clerk Jason Perron, Jeff Harrington, Trevor MacLachlan. Alternates: Travis Adams and Bill Carmody. Absent: Select Board Representative Steve Dalessio and board member Joanna Andros.

Also at the meeting were applicant Sam Talmadge and Ranger Curran, owner, and Bert Inman, associate from Re/Max Realty in Keene.

Call to Order: Mr Miller called the meeting to order at 7 pm.

Minutes: Review minutes of the regular August meeting and the August workshop meeting. Mr. Marcom made one correction. The date of the workshop was August not September. Mr. Marcom made a motion to approve the regular minutes and the amended workshop minutes. Mr. Perron seconded the motion and the motion carried.

Old Business:

Public Hearing:

Subdivision: Sam McNeill Talmadge and Eloise Carriere propose to divide one lot at 211 North Road into two lots in the Rural/ Agricultural District. Lot 1 Tax Map 10 24-2 will be 13.40 acres with 517.03 feet of road frontage. Lot 2 Tax Map 10 24-2-2 will be 6.39 acres with 250.96 feet of road frontage.

Surveyor Joe DiBernardo presented the subdivision proposal. He stated that the intention was to divide Tax Max 10 Lot 24-2 at 211 North Road into two lots. Lot 1 with the house on it will be 13.40 acres with 517.03 feet of road frontage. Lot 2 Tax Map 10 24-2-2 will be 6.39 acres with 250.96 feet of road frontage. He added that there is a no build zone on Lot No 2 and it is indicated by the area dotted on the plat. Mr. MacLachlan asked what that meant. Mr. Miller said it had nothing to do with the proposed subdivision but it was recorded in deed.

Mr. Miller asked the public if there were any questions. There being none he closed the public hearing. Mr. Miller asked the board if there were any questions. There being none Mr. Perron made a motion to accept the proposed subdivision as presented. Mr. Harrington seconded the motion and the motion carried unanimously.

Draft Zoning Amendment

At the August workshop a draft amendment for formula businesses in the Village to be placed on the warrant was discussed. At the end of the meeting it was decided that Mr. Harrington would draft a zoning amendment from what was discussed and present it at the September regular meeting. The board approved of Mr. Harrington’s draft and it will be presented to Todd Horner and Carol Ogilvie for their input about the verbiage at the board’s joint meeting later this month. The draft will be presented to the public when there is public hearing.

The commercial zone in the village is described in the zoning ordinances Article VI, Section E-6.

More work has to be done on specifically identifying the buildings in the village commercial district.

Selectboard Meeting Minutes – 8/29/24

Selectboard Present: Cheryl Mayberry, Chair; Steven Dalessio and Carolyn Vose

Call to Order: Ms. Mayberry called the Selectboard meeting to order at 6:30 PM in the Walpole Town Hall.

Non-Public Business RSA 91-A:3 II (a) (c)

Ms. Vose moved to enter into Non-Public Session pursuant to RSA 91-A:3 II (a) (c) at 6:30 PM.  Mr. Dalessio seconded. With Ms. Vose, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.

The meeting was reconvened at 7:12 PM.

Mr. Dalessio moved that the Non-Public Session Minutes be sealed. Seconded by Ms. Vose. With Mr. Dalessio, Ms. Vose and Ms. Mayberry in favor, the motion was approved.

Accounts Payable

Ms. Vose moved to approve Accounts Payable totaling $312,837.14 dated 8/30/2024.  Seconded by Mr. Dalessio.  With Ms. Vose, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved.  This included a $88,461.14 payment to HealthTrust for two months of insurance.

Payroll

Ms. Vose moved to approve the Payroll Register totaling $35,303.63 dated 8/30/2024 and the 941 Payroll Tax Transfer of $7,534.81.  Seconded by Mr. Dalessio. With Ms. Vose, Mr. Dalessio, and Ms. Mayberry in favor, the motion was approved.

Selectboard Meeting and Non-Public Session – August 22, 2024:   Ms. Vose moved to approve the minutes of the Selectboard meeting of August 22, 2024.  She also moved to approve the minutes of the Non-Public session of August 22, 2024.  The minutes of the Non-Public Session are to remain sealed.Seconded by Mr. Dalessio. With Ms. Vose, Mr. Dalessio and Ms. Mayberry in favor, the motion was approved, and the Non-Public minutes are sealed.

Old Business

Pending Further Action:  Parking Policy, Generators, Old North Main and High Street Bridges/Culverts, and Houghton Brook Bridge

Reservoir Dam and ARPA Grant Funds: Mr. Dalessio reported that the Reservoir Dam project is still on schedule, but the State is concerned that not all the grant money will be committed by the deadline date.  He is working with Mark Houghton to ensure that the ARPA funds will be committed, probably in September.

EV Charging Station Analysis for a Break-Even Point:  The Selectboard requested an analysis of the EV charging station expenses and revenue.  Rich Kreissle determined the criteria to break even, but did not provide the actual data. The question was not answered.  This item is tabled until the next meeting.

September 19th Public Meeting:  The School Withdrawal Study Committee asked if they should prepare a PowerPoint presentation.  The Board replied that the Committee could determine how they do the presentation. A PowerPoint could be displayed on the screen, but it isn’t required.

Budget Meeting Start Time:  What time will the budget meeting start on September 13th?  The meeting is to be posted. Department budgets are due to Mr. Kreissle on 9/06/2024. The Selectboard will start at 8:30AM on 9/13/2024 and will spend the day creating the base 2025 budget.  On 12/13/2024, starting at 8:00AM, the Board will meet with department managers to review their detailed budget for 2025 and their long-term planning to finalize the budget for next year.

Encumbered Funds:  Ms. Mayberry reminded the Board that they need to know what funding needs to be encumbered from the current budget.  

New Business

NH Association of Assessing Officials 2025 Ballot:  The form was completed, and Ms. Mayberry signed the back of the envelope as required.

Blessing of the Animals on the Common:   The Blessing of the Animals is scheduled for Sunday afternoon, October 6th, on the Common.  There was a consensus by the Board that the Common may be used for this event.

Landfill Garage:  The former landfill garage door was kicked in.  Brad Nash will fix the door.  The Police Department and Cold River Materials were notified.

North Side of Town Hall:   Mrs. Downing asked the Board if bids be sought for a warrant article.  The cement under the north side columns of the Town Hall is cracked and deteriorating.  The columns also need work.  The decision was to obtain quotes. During the budget process it will be determined if the repairs can be made next year.

Rich Kreissle wants to take vacation 9/10/2024, Primary Day:  Mrs. Downing already has vacation time planned for that day, so Ms. Daigle would be alone in the office.  By consensus, vacation was approved for Mr. Kreissle.

“Sino-American Rivalry: A New Cold War?”

“Great Decisions” returns to the Walpole Town Library on Monday, September 16, at 6:00 p.m., with a discussion of U.S.- China rivalry and China’s rise as a trading partner, global power and threat to regional stability. 

Ambassador J. Stapleton (“Stape”) Roy will lead our public forum via Zoom. Ambassador Roy has immersed himself in the study of China throughout his career. A fluent Mandarin-speaker, he rose to become a three-time United States Ambassador, serving in Singapore, the People’s Republic of China, and Indonesia. In 1996, he was promoted to the rank of Career Ambassador, the highest rank in the U.S. Foreign Service. He is now Founding Director Emeritus and a Distinguished Scholar at the Kissinger Institute for Chinese-U.S. Studies at the Woodrow Wilson International Center for Scholars.

China’s economic rise during the past two decades and the increasingly predatory role of the government in the economy has resulted in a rethinking of our economic engagement with China as perhaps a strategic blunder. Should China be viewed as a business opportunity or a national security threat? Or both? Will China invade Taiwan in 2027, as Xi Jinping openly threatens? Is Xi Jinping challenging the USA for global hegemony? There is always the danger that labeling this a “new Cold War” becomes a self-fulfilling prophecy.

Crop Hunger Walk – 10/12/24

Greetings All!,

It’s CROP Hunger Walk time again!  

Over the 20+ year history of the Walpole CROP Walk, we have raised many, many thousands of dollars to “transform communities around the globe through just and sustainable responses to hunger, poverty, displacement, and disaster.”   Devastating floods, wildfires, hurricanes and earthquakes, in addition to crushing poverty, hunger and dwindling water supplies.  We frequently see these heartbreaking stories in the news.  

The global and local needs are great.  A quarter of the funds we raise will be donated to our local Fall Mountain Food Shelf. Last year the Walpole CROP Walk raised over $12,000!  Our small but mighty Walk was recognized as a “National 2023 Cream of the CROP top fundraising team”, 54th in the country!  

This year’s CROPWalk is Saturday, October 12 at 9:15 am.  We will meet at the Congregational Church on the Commons to begin our 3 mile route.  If you live locally, we would love to have you join us, and help raise funds for this very important cause!  Please call/text me at 603-313-4076 with any questions.

Selectboard Meeting Minutes – 8/22/24

Selectboard Present:  Cheryl Mayberry, Chair, Steven Dalessio and Carolyn Vose

Staff Present: Sarah Downing, Manager of Administration, and Sue Bauer, Recording Secretary

Guests Present: Jack Wozmak, Krystyna Marcom, and Walpole School Withdrawal Study Committee Members:  Steve Varone and Jo Cowgill

Call to Order:  Ms. Mayberry called the Selectboard meeting to order at 6:04 PM in the Walpole Town Hall.

The first three items were moved to the top of the agenda to accommodate guests.

Walpole School Withdrawal Study Committee

Only two members of the Committee were available this evening.  Mr. Varone emphasized that because of NH laws, if we leave Fall Mountain School District, financially it will be very important to also leave SAU 60 to control our finances.   That should be explained at the public hearing next month.  If Walpole becomes independent, there will be some areas where expenses increase and others where they decrease.  Westmoreland, Chesterfield, and Winchester are similar size schools to what Walpole is and all three have significantly lower per pupil costs.  The transition would be difficult but is doable.  The Town has three neighboring schools as examples.  Walpole also needs to be sure that the other towns left in Fall Mountain School District will still be strong.

The public informational meeting will help the Selectboard understand how the Town feels about continuing the process.  If the Town moves ahead, the next step will be a vote at Town Meeting.  If the vote is to proceed, another committee will be formed with one Selectboard member and one School Board member from each town.  This committee will have 180 days with access to Fall Mountain School District finances to delve into all the financial issues, etc. The State mandates what information must be gathered.  This group will answer all the hard questions.

Mr. Varone and Ms. Cowgill left the meeting.

Election Worker Party Affiliation:   The election officials have become aware that the Town needs parity between the political party affiliation of election workers. Currently, there are not enough election worker volunteers to have an even balance.   Earlier, the political parties could recommend people, but no recommendations were received.  The Selectboard needs to appoint election workers, or the moderator can find people.  Mr. Dalessio moved to approve the list of Inspectors of Election (i.e.  Election Workers) presented by Mr. Wozmak.  Ms. Vose seconded.  With Mr. Dalessio, Ms. Vose and Ms. Mayberry in favor the motion carried.  The Election Workers listed were Sherry Aldrich, Antonia Andreoli, Pam Baucom, Trina Carmody, Karen Deary, Michael Deary, David Elkins, Michelle Gallagher, Joanne Gay, Patrick Kiniry, Cheryl Mayberry, Toni McDougle, Diane Myers-Miller, Margie Palmer, Cheryl Patty, Peggy Pschirrer, Brendan Reagan, Tara Sad, David Sanchez, Chas Street, Cynthia Westover, Kris Tyson and Ernie Vose.

Speeding in North Walpole:  Krystyna Marcom delivers Meals on Wheels in North Walpole.  She has to make four stops on Church Street. Because of all the speeding vehicles it is extremely difficult to slow to turn into driveways or to get back out.  She was almost hit the other day.  Meals are delivered three mornings a week.  Could the police do something to slow the traffic on Church Street?

Thank You LetterThe Selectboard wishes to thank Annette and Andrew Dey for their expertise with the Town Hall’s west side residing project.  A letter of appreciation was signed.

Public Hearing Date for School Withdrawal Study Committee’s Report & New Police StationThere will be a public hearing on Thursday, September 19th at 5:30 PM in the Town Hall to hear the report of the School Withdrawal Study Committee and an update on the new Police Station. The Selectboard Meeting shall follow with no public business to be discussed.

New Business

MS-1 Form:   The   Board needs to sign the 2024 MS-1 which will be uploaded to the DRA portal.  The MS-IVs are for review only.  Mr. Dalessio moved to approve and sign the 2024 MS-1.  Ms. Vose seconded.  With Mr. Dalessio, Ms. Vose and Ms. Mayberry in favor, the form was approved and signed.

Cemetery Fund #2 Reimbursement Form:   $3,970.90 was spent fixing a collapsed tomb in the Old Cemetery.  Mr. Dalessio moved to approve the reimbursement to the Town for repairs to Joshua Bellows’ tomb.  Ms. Vose seconded.     With Mr. Dalessio, Ms. Vose and Ms. Mayberry in favor, the reimbursement was approved.

Cemetery Fund #2 Reimbursement Form:   $20,409.50 was spent clearing and grading roads for the New Cemetery Green Burial section. Mr. Dalessio moved to approve the reimbursement to the Town for road work in the Green Burial section.  Ms. Vose seconded.   With Mr. Dalessio, Ms. Vose and Ms. Mayberry in favor, the reimbursement was approved.

First 2024 Tax Bill Report:  The Spring Warrant was for $6,479,674 with $203,525.31 remaining unpaid.  That is only 3% left to be paid.  Jodi Daigle, our new Tax Collector, is doing a phenomenal job!
