CALL TO ORDER: Mr. Dalessio called this meeting of the Selectboard to order at 6:30 PM in the Walpole Town Hall. He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record. There were no visitors present.
Ms. Mayberry moved to accept the Accounts Payable Check Register in the amount of $598,228.64 for checks issued September 20, 2019. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.
The above amount includes a monthly payment of $563,787.00 to the Fall Mountain Region School District.
Ms. Mayberry moved to accept the Payroll Check Register for the week ending September 14, 2019, in the amount of $28,287.33 for checks issued September 20, 2019, and the electronic fund transfer for the 941 Employer Taxes in the amount of $5,831.92. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

SELECTBOARD MINUTES – September 12, 2019: Ms. Mayberry moved to accept the Minutes of the Selectboard meeting of September 12, 2019, as submitted. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the Minutes were approved.
NON-PUBLIC SELECTBOARD SESSION – September 12, 2019: Ms. Mayberry moved to accept the Minutes of the Non-Public Selectboard Session of September 12, 2019, as submitted. These Minutes will remain sealed. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the Minutes were approved.
The Selectboard received and reviewed Minutes of the following meetings:
HUGH & STEPHANIE MONTGOMERY, 153 Ramsay Hill Road, Map and Lot #010-038-001: Ms. Mayberry moved to grant Building Permit No. 2019-32 for Hugh and Stephanie Montgomery to build a “53’ x 11’ Ground Mount Solar Array” at 153 Ramsay Hill Road. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.
SOLAR ENERGY EXEMPTIONS:
Ms. Mayberry moved to sign the following four Solar Energy Exemptions:
These Exemptions were filed before April 15, 2019 but were being held waiting for values to be entered into the assessing system. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.
Old Stage Road Gates and Bars: Mr. Dalessio received an email from the State Archives who said we should have the records on roads back to the 1800s. In 1911 they scanned many documents that went to the State Library. We can go to the State Library to continue the research or can accept the History of Walpole book. Prior to early 1900 the Cheshire County Courts had to approve all discontinuance of roads. The book was copyrighted by the Town of Walpole. His recommendation would be to accept the book. Mrs. Pschirrer felt it is unproductive to continue this search.
Mrs. Pschirrer moved to accept the historic documentation that was presented by the owner of the Old Stage Road property and declare it discontinued. Ms. Mayberry seconded but added that they make sure they have all the records for future reference. With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.
Mr. Dalessio advised that all these documents need to be kept in the property file.
Tax Deeded Properties: Mr. Dalessio is waiting for a return call from Attorney Hockensmith.
Dexpart: Mr. Dalessio felt this complaint has now been resolved unless Dexpart does not comply with the Selectboard’srequirements on-or-before October 1st, 2019.
Ramsay Hill Right-Of-Way: Mr. Dalessio has now drafted twice the progression and will email it to Mrs. Pschirrer and Ms. Mayberry before sending it to Attorney Hockensmith.
Alstead Center Road Weight Limit: Mr. Dalessio is working on drafting letters to the trucking companies using Alstead Center Road. This will be an agenda item for next week.
Air Conditioning for Second Floor of Town Hall: The Walpole Players will have their meeting soon to discuss air conditioning for the second floor of the Town Hall.
Recreation Revolving Fund Request: Ms. Mayberry moved to approve the request of the Walpole Recreation group to purchase soccer shirts for the participants from Grizzly Graphixs for $1,502.75 to come from their Revolving Fund. Local sponsors agreed to this purchase and are reimbursing the Recreation Revolving Fund by mailing their payments into the Town Hall. Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.
Ms. Mayberry pointed that the Town has a very active Recreation Department. Mr. Cassarino and the Recreation Committee are doing a tremendous job.
Cheney Hill Realty Property: Mr. Dalessio acknowledged receipt of a request from Attorney Gary J. Kinyon relating to real estate on Old Cheshire Turnpike, now owned by Cheney Hill Realty, LLC, and also any documents related to Fuzzy Brothers, LLC. The Selectboard Office staff has compiled the requested documents and forwarded them to Attorney Kinyon’soffice.
Highway Laborer/Truck Driver Job Description: A question came up on the Highway Laborer/Truck Driver Job Description under Education/Experience. The Selectboard saw no reason to delete High School Diploma or GED equivalent. It is not a new requirement.
Citizen’s Report #2019-2: Mr. Dalessio reported there were two Citizen’s Reports this week.
The first report was in North Walpole but it was taken care of quickly. The walking path has been cleared on the Up-Down Road in North Walpole.
The second report was from someone reporting his wife twisted her ankle stepping on the edge of the sidewalk by St. John’s Church on the west side of Elm Street. Apparently because of the grass, she did not realize the ground is lower than the sidewalk. They want the grass to be weed-whacked on the edges. Mr. Dalessio walked the area. He was told it was by the section where the new sidewalk was put in. This area will be checked in the spring for landscaping work.
SWRPC Fall Meeting Invitation: The Selectboard acknowledged receipt of the Southwest Region Planning Commission’s Fall Meeting on Tuesday, October 8th with social time starting at 5:00 pm and the presentation at 5:30 pm. The Topic will be “2020 Census – Why It’s Important to Everyone”. Ms. Mayberry plans to attend.
NHMA Annual Conference Registration: Mr. Dalessio, Mrs. Pschirrer and Ms. Mayberry plan on attending the NH Municipal Association Annual Conference on November 13th and 14th, 2019.
Charlestown Withdrawal Study Committee Informational Meeting: Mr. Dalessio announced that the Charlestown Withdrawal Study Committee and the Impact It Will Have on Walpole Informational Meeting is scheduled for Thursday, September 26th, 2019, at 5:00 PM in the Walpole Town Hall.
NON-PUBLIC SELECTBOARD SESSION:
Mrs. Pschirrer moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel. Ms. Mayberry seconded the motion and, on a roll call vote with Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved at 7:15 PM.
The regular Selectboard meeting resumed at 7:25 PM.
Mrs. Pschirrer moved that the Minutes of the Non-Public Selectboard Session of September 19, 2019, be sealed. Seconded by Ms. Mayberry. With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.
RECESS SELECTBOARD MEETING:
Mrs. Pschirrer moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Ms. Mayberry. With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved
Environmental News / September-October 2019: Mrs. Pschirrer advised that Chamberlain Machine Inc. of Walpole was recently awarded the national 2019 Small Business Environmental Stewardship Award for its work with the NHDES Small Business Technical Assistance Program (SBTAP) and Pollution Prevention Program (NHPPP) to significantly reduce or eliminate waste streams, and improve energy conservation and recycling. The article describes in detail what they did to earn this award. Mrs. Pschirrer recommended the Selectboard write them a letter of congratulations.
Robotic Fundraiser: Mr. Dalessio attended the Robotic Fundraiser last Sunday in the Walpole Town Hall. About twelve (12) youth were there. It was poorly attended by the public. They did a demonstration of their project and explained the process they use to design and build their robots. The team is getting set for their new season.
