Selectboard Present:​Steven Dalessio (Chair); Peggy L. Pschirrer; Cheryl Mayberry

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 6:30 PM in the Walpole Town Hall and via Zoom.  This meeting was being recorded.

Mr. Dalessio called for a voice roll call of the Selectboard present:  Peggy Pschirrer was present; Cheryl Mayberry was present; and Steven Dalessio, Chair, was present.  Also present was Sarah Downing, Manager of Administration, and Regina Borden, Recording Secretary.  There were no members of the public in attendance.

ACCOUNTS PAYABLE:

Ms. Mayberry moved to accept the Voucher Request for the North Walpole Village District in the amount of $35,692.13 as part of the PILOT payment.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

Ms. Mayberry moved to accept the Accounts Payable Check Register in the total amount of $695,090.13 for checks issued July 1, 2022.  This includes a monthly payment in the amount of $529,226.88 to the Fall Mountain Regional School District.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

PAYROLL:

Ms. Mayberry moved to accept the Payroll Check Register for the week ending June 25, 2022, in the amount of $33,181.41 dated July 01, 2022, and for the 941 Payroll Tax Transfer in the amount of $6,812.83.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.  

SELECTBOARD MEETING MINUTES:

STAFF MEETING – June 16, 2022:  Ms. Mayberry moved to accept the Minutes of the Staff Meeting of June 16, 2022, as submitted.  Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the Minutes were approved.

SELECTBOARD MEETING – June 23, 2022:  Ms. Mayberry moved to accept the Minutes of the Selectboard meeting of June 23, 2022, as submitted.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the Minutes were approved.

NON-PUBLIC SELECTBOARD SESSION – June 23, 2022: Ms. Mayberry moved to accept the Minutes of the Non-Public Selectboard Session of June 23, 2022, as submitted.  These Minutes will remain sealed.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the Minutes were approved.

COMMITTEE REPORTS:

The Selectboard acknowledged receipt of the following Committee reports:

• North Walpole Village District Board of Commissioners Meeting – May 31, 2022;

• North Walpole Village District Board of Commissioners Meeting – June 7, 2022;

• North Walpole Village District Board of Commissioners Meeting – June 14, 2022.

PROPERTY TAX REFUNDS:

MAP and LOT #003-074-001:  Ms. Mayberry moved to grant the Property Tax Refund in the amount of $1,037.00 to the owner(s) of Map and Lot #003-074-001.  This was corrected to return the overpayment to the correct party.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

MAP and LOT #008-087-000:  Ms. Mayberry moved to grant the Property Tax Refund in the amount of $5,145.00 to the owner(s) of Map and Lot #008-087-000.  This was due to a double payment.  Seconded by Mrs. Pschirrer. With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved. 

VETERANS’ TAX CREDIT:

MAP and LOT #029-002-000:  Ms. Mayberry moved to approve the Veterans’ Tax Credit for the owner(s) of Map and Lot #029-002-000.  A new PA-29 was created for the widow of a veteran.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

BUILDING PERMITS:

Permit #2022-23, MAP and LOT #003-007-001:  Ms. Mayberry moved to approve Building Permit No. 2022-23 for the owner(s) of Map and Lot #003-007-001 to construct a “28’ x 14’ Shed”.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

Permit #2022-24, MAP and LOT #019-050-000:  Ms. Mayberry moved to approve Building Permit No. 2022-24 for the owner(s) of Map and Lot #019-050-000 to add a “421 Sq Ft Roof Mount Solar Array”.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

OLD BUSINESS:

Representation Letter to Vachon Clukay & Company PC: Ms. Mayberry moved to approve having Mr. Steven Dalessio, Chair of the Selectboard, sign the Representation Letter to Vachon Clukay & Company PC so they can receive the Town’s audit information.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

Tax Payments With Credit/Debit Cards:  The Selectboard acknowledged receipt of an email from Cindi Coughlin requesting that they consider allowing use of credit/debit cards to pay taxes.  Mr. Dalessio advised this had been discussed and a decision was made.  Ms. Mayberry mentioned they would have to pay the fees.  Mr. Dalessio felt they would reply to this email by thanking Ms. Coughlin for bringing this to their attention. However, they had recently reviewed this matter and do not intend to reconsider it at this time, but perhaps it would be in the future.      

Pending Further Actions:

Generators, Houghton Brook Bridge, Parking Ordinance, Three Phase Power for Industrial Park Drive and Bensonwood, Reservoir Dam:

Selectboard Meeting:  Mr. Dalessio announced that they would be meeting on July 20^th at 2:00 PM in EE Houghton’s officespace to discuss infrastructure projects and funding.  

NEW BUSINESS:

Letter of Understanding for 2021 Audit with Vachon Clukayand Company PC:  This letter is to start the 2021 audit.  Ms. Mayberry feels there should be a time frame mentioned in the letter.  

Proposed Amendment for Joint Powers Agreement for CPCNH:  Mrs. Pschirrer reported that CPCNH is asking us to amend their bylaws.  Currently they can only amend anything they have written at their annual meeting. They would like to have the opportunity to amend documents at any meeting they have.  Mr. Paul Looney is our representative.  We would have to agree to that amendment as a Town.  Mr. Dalessio and Ms. Mayberry agreed.  Mrs. Pschirrer can have this amendment written up properly for signatures next week.

Old Home Days: The Selectboard acknowledged receipt of a letter from David Edkins of the 2022 Walpole Old Home DaysCommittee.  Their participation was instrumental in making the event the smashing success that it was.  They look forward to working with the Selectboard in the future to make the 2025 Old Home Days an even greater success.

2022 Spring Warrant Receivables Update:  Vicki Gohl had submitted an email providing updated figures for the 2022 Spring Property Tax Warrant.  She will be in the Town Clerk/Tax Collector’s office Friday from 10-12 to process any additional drop offs and whatever is in tomorrow’s mail.  Friday is the due date.

NON-PUBLIC SELECTBOARD SESSION:

Ms. Mayberry moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (c) Reputations.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved at 6:56 PM. 

The regular Selectboard meeting reconvened at 7:10 PM.

Ms. Mayberry moved that the Minutes of the Non-Public Selectboard Session of June 30, 2022, will be sealed.  Seconded by Mrs. Pschirrer.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the motion was approved.

Recreation Department:  Ms. Mayberry reported that the pool had to be closed earlier today because of the chemicals.  Stephanie is working at the pool now trying to get it open tomorrow.  

ADJOURNMENT:  Ms. Mayberry moved to adjourn this Selectboard meeting.  Seconded by Mrs. Pschirrer.  Mr. Dalessio asked if there was any additional discussion.  There was none.  With Ms. Mayberry, Mrs. Pschirrer and Mr. Dalessio in favor, the meeting was adjourned at 7:12 PM.
