Beaded Snowflake Workshop – 12/19/15

What: Beaded Snowflake Workshop

Please Attend the Planning Board Meeting

Eric Merklein wants to share his opinion as well as urge everyone to attend the Planning Board Meeting tomorrow night.  Even if Mr. Ruggiero may not be there, it would seem that concerned citizens should attend – Lil

 

The Ruggiero Trash situation is going to be a big item at tomorrow’s Planning Board meeting – Tuesday, Dec. 8 at 7:00 pm.

The Planning Board has received yet another request to postpone tomorrows hearing until next month.

This is the second time that this has happened, and many of us believe that the request for continuance should be denied. It is quite possible that Ruggiero’s attorney Tom Hanna will use this additional time to bring this matter to the NH Superior court before a decision is made.

It is my understanding that the Planning Board has the following options:

1- The Board can accept the request for a continuance and kick the can down the road until January.

2- The Board can reject the request and have an open hearing tomorrow.

If the Board does have the hearing as scheduled, they can accept the site plan as submitted and let them go to Zoning, OR they can deny the application.

By State regulation there is a time limit on this matter, and that time is now.

PLEASE NOTE:  It is public record that the plans as submitted to the Board are NOT COMPLETE, and the denial can be based solely on that fact.

Even if new plans have been submitted in the last week or two, there is NO time to review the new plans with any inelegant understanding of the new plans, and there is NO time to submit the new plans to another state agency for a third party review.

I believe that this is a bad project for Walpole and will have an enormous impact on the abutters to the location (chemical sprays at the very least).

This company has blatantly violated our ordinances, and will be more than happy to pay their attorney to take your town to court in order to force this project on to our backs – so they can haul trash from Mass. into Walpole for processing.

Please stand up for our town and attend tomorrow’s planning Board meeting.

MEETING OF THE SELECTBOARD

NOVEMBER 25, 2015

Selectboard Present:     Steven Dalessio (Chair); Whitney Aldrich, Peggy Pschirrer

CALL TO ORDER:  Mr. Dalessio called this Selectboard meeting to order at 8:00 AM in the Walpole Town Hall.  He advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record.  There were two people in attendance.

PAYROLL:

Mrs. Pschirrer moved to approve the Payroll voucher for the week ending November 21, 2015, in the amount of $19,441.88 for checks dated November 25, 2015.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Mrs. Pschirrer moved to approve the electronic payroll fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,167.45 for the week ending November 21, 2015.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

SELECTBOARD MEETING MINUTES:

SELECTBOARD MEETING – November 19, 2015: Mrs. Pschirrer moved to approve the Minutes of the regular Selectboard meeting of November 19, 2015, as submitted.  Seconded by Mr. Aldrich.  With all in favor, the Minutes were approved.

STAFF MEETING – November 19, 2015: Mrs. Pschirrer moved to approve the Minutes of the Staff Meeting of November 19, 2015, as submitted.  Seconded by Mr. Aldrich.  With all in favor, the Minutes were approved.

NON-PUBLIC SELECTBOARD SESSION – November 19, 2015:  Mrs. Pschirrer moved to approve the Minutes of the Non-Public Selectboard Session of November 19, 2015, as submitted.  These Minutes will remain sealed.  Seconded by Mr. Aldrich.  With all in favor, the Minutes were approved.

COMMITTEE REPORTS:

The Selectboard received and reviewed Minutes of the following meetings:

  • Hooper Institute Committee – November 10, 2015;
  • Walpole Zoning Board of Adjustment – November 18, 2015;
  • North Walpole Village District Board of Commissioners – November 17, 2015.

Mr. Dalessio mentioned that in the Zoning Board of Adjustment minutes they talked about Avanru Development Group getting a full service traffic light that will go in at Red Barn Lane.  Mr. Franks stated that the traffic light and proper lanes and striping of lanes have already been approved by the NH Department of Transportation.

NOTICE OF INTENT TO CUT WOOD OR TIMBER:

PAUL, 80 High Street, Map & Lot #010-045-000:  Mrs. Pschirrer moved to grant the Notice of Intent to Cut Wood or Timber for Ryan R. Paul, Operation #15-461-12-T, off High and North Streets.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

WARRANTS: 

WALPOLE WATER FEES:  Mrs. Pschirrer moved to approve the Town of Walpole, Warrant, For The Collection of Walpole Water Fees in the amount of $80,439.66 with interest at twelve percent (12%) per year computed from due date.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

WALPOLE SEWER FEES: Mrs. Pschirrer moved to approve the Town of Walpole, Warrant, For The Collection of Walpole Water Fees in the amount of $47,198.35 with interest at twelve percent (12%) per year computed from due date.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

NORTH WALPOLE SEWER FEES:  Mrs. Pschirrer moved to approve the Town of Walpole, Warrant, For The Collection of North Walpole Sewer Fees in the amount of $37,953.69 with interest at twelve percent (12%) per year computed from due date.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

OLD BUSINESS:

Water & Sewer Billing UpdateMrs. Clough reported that the Water and Sewer bills are finished. North Walpole was mailed Monday and Walpole will be mailed today.

Employee Disability Insurance: Mrs. Clough advised that a 14-day elimination period is being proposed rather than the 3-day elimination period they now have.  Employees cannot collect disability until the fourth day.  If the change is made they cannot collect disability until the fifteenth day.  They will have to use their vacation and/or sick time until the disability insurance begins.  There is a big cost savings by making the change.  In Walpole they roll over up to 240 hours of sick time.  The insurance representative recommends moving to Boston Mutual for the 14-day elimination period.

Mrs. Pschirrer moved to change the Employee Disability Insurance to Boston Mutual and the Town will continue to roll over sick time.  They will also move to a 14-day elimination period.  Seconded by Mr. Aldrich.  With all in favor, the motion was approved.

Meeting with Primex:  Mr. Dalessio reported that there will be a meeting with Primex on Tuesday, December 1st at 1:00 PM.  It is a pre-assessment audit.  Department Heads were encouraged to clean-up clutter and straighten out their buildings / areas.  Be prepared.  OSHA and Safety manuals should be available.  Mr. Dalessio will be unable to attend however Mr. Aldrich and Mrs. Pschirrer will attend.

Police Request From The Town of Alstead: Police Chief Paquette has not yet contacted the Selectboard at the Town of Alstead but plans to do so.

Walpole’s Oldest Citizen: The Selectboard will announce Walpole’s Oldest Citizen on Thursday, December 3rd.

Letter to the Cheshire County Commissioners:  Mrs. Pschirrer is waiting for Police Chief Paquette to provide some information before she can finish the letter.

Public Hearing; Designating Emergency Lanes:  This Public Hearing is scheduled for Thursday, December 3rd.

Public Hearing, Acceptance of Land:  Mr. Dalessio was not sure if this Public Hearing on the Acceptance of Land will be held on December 3rd.  Hubbard Farms in Walpole had to contact the owner in France to be sure they have the authority to move forward with donation of land to the Town.

Town Ordinance, Procedure and Policy Manual: This is an on-going Selectboard project.

 

NEW BUSINESS:

Hooper Hill Hoppers Request:  A request was received from Marcia Galloway of the Hooper Hill Hoppers to change corridor #5.  This trail runs thru the Reservoir Lot.  They want to move the trail 250’ to skirt a muddy/wet area.  They are checking with the Conservancy as well.

Mr. Aldrich moved to approve this request subject to the approval of the Monadnock Conservancy.  Seconded by Mrs. Pschirrer.  With all in favor, the motion was approved.

Employee Holiday DinnerMrs. Clough has a price from Lisai’s Catering to do the Employee Holiday Dinner.  Last year 130 people attended.  Mrs. Clough will ask an area church if they would be interested in providing pies.  The Town will do the coffee, tea and other non-alcoholic beverages.  Mrs. Clough will be in charge of decorating.  The Selectboard approved giving gift cards from Shaw’s to the employees.  The Town averages about 40 employees.

RECESS SELECTBOARD MEETING:

Mr. Aldrich moved to recess this Selectboard meeting.  The Selectboard will enter into a meeting as the Hooper Trustees.  Seconded by Mrs. Pschirrer.  With all in favor, the motion was approved at 8:32 AM.

Letter from the Principal

This letter, from Mr. Jacobs, will be going home with students today.  since the playground responds to a community need, the school seeks to expand its horizons to include the entire community in this request.  Hopefully, we can all help. – Lil

December 4, 2015

Dear Walpole Parents and Community Members,

The children of Walpole could use your help.  Conditions of the existing primary school playground are deteriorating and becoming unsafe.  The playground was funded and built by volunteers in 1989.  It has provided excitement and challenges for many Walpole children, as well as visitors from other towns.

I will be forming a Playground Project Volunteer Committee with membership from parents, schools staff, community members, grandparents and alumni.  The new playground will be located near the existing playground.  This is a perfect location for the school and the town because it will be located near the Whitcomb Town Park.  The playground is used year round.

The committee’s goals will be:

  1. To design and build a safe playground for all area children.
  2. To involve the children in the design and fundraising efforts.
  3. To involve as many community members and businesses as possible.
  4. To use volunteer labor, when possible, in the construction of the playground.

These goals and concepts were used in the construction of the original playground and have been successful with two other playgrounds within our school district.  One thing about Walpole, all things are possible when this town supports its children.

Joe Ruggiero owner, Rob Hitchcock of SVE Associates, Tom Hanna, lawyer.

Hubbard Farms LLC, 195 Main Street, Request for a Public Hearing for a  Subdivision, Map 22, Lot 5. There will be three subdivisions of the 13.7 acre property – 7.86 acres for the office building, 3 acres for the barbecue pit, which will be donated to the town, and  5.54 acres for the two outbuildings used for storage and maintenance. Giving Tuesday

It is Giving Tuesday. There are a lot of worthy non-profits in our community struggling to feed, house, educate, advocate, and enrich the lives of folks in the area. One of those programs is Walpole Art After School, an independent nonprofit art enrichment program for kids in first through sixth grades. We’re in our tenth year of encouraging imaginations and building community. Over two dozen kids are registered this semester. Walpole Art After School makes it possible for the kids to learn how to live with diversity, collaborate with others, and problem solve, as well as giving them the opportunity to create masterpieces and have fun.
This tenth year presents Walpole Art After School with challenges and opportunities. We have never charged tuition because we don’t want to turn a child away or have a program that is available only to those with financial means. For several years, Walpole Art After School was the beneficiary of a very generous grant that funded two-thirds of the annual costs. The grant has concluded due to the death of the donor. At the same time, we are growing and there is interest in starting a second weekly session that will target older kids and offer more intensive art instruction. The cost per student for a semester is $200, which is equivalent to about $6.50 an hour. This great program is a bargain and is one of the activities that makes Walpole so attractive to families.

Conservation Commission Meeitn Minutes – 11/2/15

Not Present:  John Peska, Peter Palmiotto (alt.), Myra Mansouri (alt.), and Duncan Watson

Guests:  Peggy Pschirrer and Steve Dalessio

Mr. Beaudry, chair, called the meeting to order at 7:30 PM.

Non-Public session: 

As Mr. Shelley & Ms. Flammia arrived after the meeting was called to order, Ms. Tullar was seated to provide quorum.

Minutes

Mr. Speed moved to accept the minutes for the October 5, 2015 meeting as presented. Ms. Wilson seconded, and the motion passed with all in favor.

Treasury/Budget Report

As of September 30, 2015, the balance in the Conservation account is: $53,175.07 and in the Forestry account: $10,345.99.

Correspondence

  1. Cheshire County Conservation District 70th Annual meeting will be at the Keene Country Club on November 5, 2015. John McGee, Habitat Biologist will be the Keynote Speaker. Tracie’s Community Farm is the 2015 Cooperator of the Year. Susan Meehan is the 2015 Educator of the Year.
  2. Forest Laws for Municipal Officials will be Nov. 9th in Auburn and Nov. 10th in Lancaster.

New Business

  1. Mrs. Pschirrer and Mr. Dalessio are present as Hooper Trustees to give an update on the sale of the Hooper Golf Course. Bob Kimball went to the Trustees because most of his investors have pulled out.  He has some ideas of trying to get the additional monies needed and has an excellent business plan for the property.  In the meantime, the Hooper Trustees would like to present to Terry Knowles a plan to close on the Conservation Easement before the sale.  Mr. Speed moved to have Mr. Beaudry draft a letter from the Walpole Conservation Commission in support of having the Hooper Trustees complete the Hooper Conservation Easement prior to the sale of the property. Ms. Flammia seconded, and the motion passed with all in favor.
  2. Marcia Galloway has noticed a beaver dam at the causeway at Mill Pond. Speed has been asked to take care of it.

Old Business

  1. Garland Lumber has sent in a deposit. They will be waiting for the ground to freeze.  They will work on the road and landing in the next couple of weeks. When this is finished, then the Hooper Forest will be marked.

Other

  1. Per Mr. Shelley, Nancy Sloan on Barnet Hill Road has put 50+ acres into Conservation Easement through Monadnock Conservancy. They will email the file to Mr. Palmiotto so he can update the Conservation Land Map. Also the Perley Lund property is to close very soon.
  2. Shelley submitted an invoice for repair to the brush cutter. The chain saw was not worth repairing.  Both are locked up in the Town Shed.
  3. Shelley was approached by Emily Haig, Monadnock Conservancy about an illegal camp that was discovered on the Merriam Forest. Although it was quite elaborate, it has been dismantled.
  4. There will be a Public Hearing on December 3, 2015 on Emergency Lanes. Although Eaton Lane/Maple Grove Road, Derry Hill Road, and the end of Reservoir Road are acknowledged as Emergency Lanes, there had not been a Public Hearing designating them as such.  This Hearing is merely procedural to finish off the process.
  5. The gates are up on both ends of Cold River Road.
  6. Speed discovered that there is some Town owned land in North Walpole off of E Street behind Dunning. It is 55 acres.
  7. Tullar attended a Pollinator Summit. It was very well attended with 250 participants and very well put together. The focus was on bees although there are other pollinators. A statement was made that New Hampshire has too many trees.  Landowners should be encouraged to plant more shrubs and native plants for the pollinators.
  8. On November 14, 2015, the Monadnock Conservancy is having a program at the Hastings House on Farms and Community Connections.
  9. DES is having a couple of Hearings on permitting. A session in Keene will be the 2nd.

 

The next meeting will be Monday, December 7, 2015.

Mr. Speed moved that the meeting be adjourned at 8:32pm.  Ms. Flammia seconded, and the motion passed with all in favor.
