Community Planning Calendar

How many times have you scheduled an event in Walpole only to find three other things conflict on that day? Have you struggled to find the date of a community or school happening in Walpole two or ten months from now?
Recognizing the need, beginning November 2017 the CLARION will be hosting on its website a calendar listing of events scheduled in the next year or more. These will be special events occurring within the town limits of Walpole, North Walpole and Drewsville. Not listed, since usually noted elsewhere in the CLARION, will be the meetings and gatherings that are weekly or monthly.
Examples of listings that should be included, and suggested short format are:

Get the idea?
Most groups do plan a year ahead, and by listing an event in the CLARION’s Community Planning Calendar may ensure greater success for your event by “protecting” a date, and avoiding overlaps. Or, with lots happening on the same day people may plan to take in all that is happening.
Organizers of events occurring outside the boundaries of Walpole are welcome to submit an event for consideration. Those submitted events not within Walpole’s borders will be subject to a small charge, paid in advance. Of course, a display ad in the paper to reach all readers for any event is welcomed. Your ideas and submissions are welcome. Listings will be subject to the publisher and staff’s approval. Help us get this started for the everyone’s benefit.

CALL TO ORDER: Mrs. Pschirrer called this Hooper Trustees meeting to order at 8:25 AM.
HOOPER TRUSTEES MINUTES:
HOOPER TRUSTEES MEETING – October 4, 2017: Mr. Dalessio moved to accept the Minutes of the Hooper Trustees meeting of October 4, 2017, as submitted. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the Minutes were approved.
NEW BUSINESS:
Hooper Maintenance Fund: Mrs. Pschirrer had a bill from Mr. Kreissle for Hooper expenses that should be charged against the Hooper Maintenance Fund. The expenses amount to $1,434.21 for Mansion expenses; the Hooper is being charged the Primex portion for insurance for the Mansion, etc. Mr. Dalessio recommended some names on accounts should be changed for clarification. For the first time they are allocating the insurance expense the Town has been paying on behalf of the Hooper Maintenance Trust.
Mrs. Pschirrer moved to approve payment from the Hooper Maintenance Trust to reimburse the Town for $1,434.21. Seconded by Ms. Mayberry. With Mrs. Pschirrer, Ms. Mayberry and Mr. Dalessio in favor, the motion was approved.
OLD BUSINESS:
Letter to Ron Rosko: Mr. Dalessio moved to approve and sign the letter to Mr. Ron Rosko concerning what is owed to the Hooper Trust from the Hooper Golf Club. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer, the motion was approved.
Mansion Furniture: Mrs. Pschirrer reported the furniture has been priced. She will be meeting with Mr. Colin Sheehan tomorrow to see what furniture he is interested in. The Women of Walpole will look at the furniture on Friday, November 10th from 4:00 to 8:00 PM and the public sale will be open on Saturday, November 11th from 8:00 AM to 2:00 PM. Ms. Sharon Boccelli will take pictures relevant to the Civil War, Frederick Hooper books, swords and maps to be put into one of the auctions. She will be advertising this widely. Bedding will be disposed of; it will be offered to the Humane Society.
Hooper Institute Meeting: Mr. Dalessio reported on some issues discussed at the Hooper Meeting he recently attended. Some maintenance work needs to be done on the Institute; the last work was done about 1995. Mrs. Clark will look into obtaining quotes and/or some gratis work. Mr. Dalessio spoke to the members present about contacting Mr. Goins to talk about the funds after they are merged and the over-all long term planning.

CALL TO ORDER: Mrs. Pschirrer called this Selectboard meeting to order at 8:00 AM in the Walpole Town Hall. She advised that this meeting is being recorded and asked anyone wishing to speak to identify themselves for the record. There were no members of the public in attendance.
ACCOUNTS PAYABLE:
Ms. Mayberry moved to accept the Accounts Payable check register in the amount of $16,173.11 for checks dated October 13, 2017. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
PAYROLL:
Ms. Mayberry moved to accept the Payroll Register for the week ending October 7, 2017, in the amount of $22,239.78 for checks dated October 13, 2017. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
Ms. Mayberry moved to accept the electronic fund transfer for the 941 Employer Taxes for Withholding, MEDI and FICA taxes in the amount of $4,811.38 for the week ending October 7, 2017. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.

DEMOLITION PERMIT:
TARA STUART, 1252 County Road, Map and Lot #003-021-000: Ms. Mayberry moved to grant Demolition Permit No. 2017-37 for Tara Stuart to “Remove Tool Shed” at 1252 County Road, as submitted. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
OLD BUSINESS:
Mr. Dalessio moved to grant the Corrected Lien Discharge for Water and Sewer at 269 Main Street. Seconded by Ms. Mayberry. With Mr. Dalessio, Ms. Mayberry and Mrs. Pschirrer in favor, the motion was approved.
Complete Streets Recommendations: There was a consensus of the Selectboard to schedule a Public Hearing on the Complete Streets Recommendations on Thursday, November 2, 2017, at 6:00 PM. Copies of these recommendations will be available in the Selectboard office.

Thank You Letters:
Monadnock Family Services: A thank you letter was received from the Monadnock Family Services thanking the Town for the appropriation of $2,000.00. They are extremely grateful for the contribution.
A thank you card was received from the Brady and Snide families for a memorial donation.
NON-PUBLIC SELECTBOARD SESSION:
Ms. Mayberry moved to enter into a Non-Public Selectboard Session pursuant to RSA 91-A:3 II to discuss (a) Personnel. Mr. Dalessio seconded the motion and, on a roll call vote with Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved at 8:16 AM.
The regular Selectboard meeting resumed at 8:19 AM.
Ms. Mayberry moved that the Minutes of the Non-Public Selectboared Session of October 11, 2017, be sealed. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved.
NEW BUSINESS:
Cheshire County Conservation Commission: The Cheshire County Conservation Commission is asking for a contribution. On Thursday, November 2, 2017, they will have a buffet dinner and speaker.
This letter will be forwarded to the Walpole Conservation Commission.
FEMA Risk Mapping Assessment and Planning: Mrs. Pschirrer participated in this meeting last March. The Town just received a letter from the University of New Hampshire and their Discovery report. Mr. Dalessio asked Mrs. Downing to send a copy of the letter to Mr. Dick Hurlburt at the Fire Department but to keep the report and maps on file in the Selectboard office.
Impact Study on the Vilas Bridge: Mr. Dalessio moved to approve having Ms. Mayberry participate in the Economic Impact Study on the Vilas Bridge sponsored by the Southwest Region Planning Commission. Seconded by Mrs. Pschirrer. With Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved. Ms. Mayberry abstained from the vote.
RECESS SELECTBOARD MEETING: Ms. Mayberry moved to recess this Selectboard meeting. The Selectboard will enter into a meeting as the Hooper Trustees. Seconded by Mr. Dalessio. With Ms. Mayberry, Mr. Dalessio and Mrs. Pschirrer in favor, the motion was approved at 8:25 AM.
The regular Selectboard meeting resumed at 8:50 AM.
OTHER BUSINESS:
Walpole Library: Mrs. Pschirrer advised the Library Board is moving forward with the expansion plans. Soon they expect to know what the actual cost will be. A plan and a Fundraising Committee is being put together. They will be having an Open House in late November when they will introduce their plans to the community. The majority of the work is interior. A survey of the property was done. They are working with Mr. Mark Houghton and their neighbor on the water issues. The Library will be more efficient and welcoming. The Selectboard is invited to the Library dinner for volunteers on November 7th at 6:00 PM in the Town Hall. Next month there will be an article in the Clarion regarding this plan.
Safety Committee: Ms. Mayberry reported that Mr. Paul Colburn will be contacting Mrs. Downing to schedule a date for a Safety Committee meeting.
Selectboard Meeting Change: This will advise the Selectboard meeting scheduled for Thursday, December 14th has been changed to Wednesday, December 13rh, 2017.
Walpole Conservation Commission: Mrs. Pschirrer will attend the Walpole Conservation Commission meetings on November 6th and December 4th as Ms. Mayberry will be unable to attend.
Hooper Institute: Mr. Dalessio advised that Mrs. Eloise Clark and Ms. Rebecca Whippie were awarded the Educators of the Year at the County level last year. They have just been awarded Educators of the Year at the State level. The Selectboard are proud of them for this accomplishment. Mrs. Pschirrer noted it is great recognition for their programs. This will be mentioned at the next Staff Meeting and it will be put in the Clarion and the next Annual Town Report.
Water Department: Mrs. Downing advised that water readings are being done. They are down to about four roads and contacting people to get into cellars to read the meters. Mrs. Daigle provided an updated report on the Payment Agreements.

Help Needed!
Please, if you possibly can, come to RN Johnsons on Weds. 10/25/17 from 9 a.m. to 10 a.m. to help sort books. This is the last push of approximately a dozen boxes that need to get sorted for the Library Book Sale on Saturday! While Carol Malnati expressed her appreciation for all the help they have received, it should be noted that now is not the time to let up.

LATE FALL SESSIONS IN WALPOLE
Award-winning author Pam Bernard announces the second round of fall sessions of her popular memoir workshops, to begin the week of November 6th, at her home in Walpole, NH. These sessions will be held on Wednesdays and Fridays, and will be 6 weeks duration, beginning November 8 & 10.
Process is everything in memoir, and the lesson is that we never really know ourselves until we begin to write about our unique experience. A safe, nurturing space in which to begin, to experiment, to challenge one’s assumptions, is crucial. Ginny Harvey Dawson, author of Counseling and School Psychology, said of Bernard’s teaching style: Pam provides a safe and supportive atmosphere that empowers class members to write and rewrite about sometimes painful personal memories until they have produced fine work.
Pam Bernard, author of four books, is a poet, painter, editor, and adjunct professor at Franklin Pierce University. She received her MFA in Creative Writing from Warren Wilson College and BA from Harvard University. Her awards include fellowships from the National Endowment for the Arts and the Massachusetts Cultural Council.

Wednesday, September 20, 2017
7:30 pm
Present: Board Members: Chair Myra Mansouri, Vice-Chair Jan Galloway Leclerc, Mary Therese Lester, Judy Trow, Tom Murray. Alternates: Pauline Barnes. Ernie Vose.
Recording: Marilou Blaine. These minutes are unapproved and will be reviewed at the November October meeting for corrections, additions and/or omissions.
Roll Call: Ms. Mansouri called the meeting to order at 7:30 pm. There were five board members present so an alternate was not needed to fill in.
Minutes: Corrections to the minutes are as follows: page 2 paragraph 2, third line – built should be build; page 1, last paragraph, last sentence – was should be changed to were. Ms. Trow made a motion to accept the minutes as amended. Ms. Lester seconded the motion and the Board vote to approve.
New Business:
Paula Burdick: new driveway Elm Street
Ms. Paula Burdick said she was not coming to the meeting tonight because she had resolved the design of her driveway on Elm Street.
Signage: Bruce Bergeron, representing Irving Oil, new sign at Jakes Market
Raynie Laware and Karen Tyler were representing Jakes Market and Deli, 51 Main Street. The land is owned by the Walpole Foundation and Ms. Tyler and Ms. Laware were representing the Foundation. The applicant is Rob Hunt.
The Board had a picture of the sign. Ms. Laware explained that the sign was two-square feet smaller than the previous sign. The sign is free-standing. The existing pole will remain, the existing coroplast sign at the bottom will be removed as will the existing price sign. A digital LED sign will replace the price sign and become part of the Irving sign. Ms. Laware said it will not be as bright as the one now.
There were questions whether the lighted portion of the sign will be dimmed or go off. Ms. Laware said the price sign will go on when the store opens at 6 am and go off when it closes at 8 pm. The pumps will not operate when the store is closed.
A couple of Board members wanted to know how bright the price sign will be. Ms. Laware did not know but said she would let the secretary know and the secretary would let the Board know.
Mr. Vose said it is a better situation. Ms. Lester liked the sign also. Mr. Murray said this sign is cleaner, more clearer and less cluttered.
Mr. Murray made a motion to accept the sign as presented and on the condition the Board approves the wattage. Ms. Trow seconded the motion and it was approved by the rest of the Board.
Bob Mandich, 33 Prospect Hill – home business
Mr. Bob Mandich came before the Board to discuss a home business. The business is called “From the Heart” and it is to provided home care for people who need it. The services that are supplied will be mostly paid for by the state, he said. It include transportation to medical appointments and someone to come in and help. Everyone who gives a service will be bonded, trained and vetted.
The home office is in Residential B. Mr. Mandich who will be the only employee. His brother and sister own businesses of the same name in three cities in Pennsylvania. He said the state needs a letter from the Zoning Board stating a home office is permitted in this district. Zoning Ordinance Article V, Part B 3 says, “Residences may be used to house such customary uses by the owner or tenant as offices for doctors, lawyers, real estate and insurance, or other recognized professions or such home occupations a hair dressing or dress-making, except that the number of person employed at any one location shall not number more that two persons in addition to the owner or tenant. Adequate off-street parking shall be provided on the premises.” Since Mandich is the sole employee, parking was not an issue.
The Board acknowledged that his business fit this description and the secretary will write a letter to the state.
Old Business:
Executive session – minutes
The Board got a copy of the Executive Session minutes for August 16, 2017. Mr. Vose made a motion to accept the minutes and seal them. The motion was seconded by Ms. Leclerc and approved by the Board.
Gravel Pit Inspections
Everyone turned in their gravel pit inspection forms. Ms. Mansouri and Ms. Trow inspected the two Hodgkins pits and Ms. Trow said everything was in order.
Ms. Leclerc and Mr. Murray inspected the Tim Graves Gravel pit on Wentworth Road and the Sawyer Gravel pit, which is grandfathered. Ms. Lester and Mr. Vose inspected Cold River and Whipple Hill. Ms. Lester that Cold River had enough base that they would be taking stuff out of there for the next 20 years.
The reports will be copied and sent to each owner with a letter saying that the gravel pit has had its yearly inspection.
Corrections to last month’s minutes about Carmody property, 6 Ames Lane
There are still questions about whether the Carmody property is Residential B or commercial. The Town map indicates it is residential and included in the property in the Dearborn Circle neighborhood. The tax map says it is commercial. The secretary will look up the Walpole Report of 2008 to see whether the Carmody property was part of the land voted Residential B at the March 2007 vote.
2018 Planning and Land use Regulation Manual
It was decided that the secretary will order two manuals – one for the new alternate Pauline Barnes and one for the Zoning Board office.
Obsolete Ordinances: Ms. Barnes brought up the fact that one of the ordinances about signs is obsolete. It is the one about neon signs, which no longer were being made. What does the ZBA do about “horse and buggy” type ordinances.
She also brought up the question about wattage of LED signs. What’s the norm? What makes a LED sign too bright that it might interfere with a neighbor?
The secretary will contact the Southwestern Regional Planning Commission and see if the organization had information on LED lighting.
